The primary purpose of this position is to provide unlimited warranted contracting officers services for the Electronic Systems center (ESC) including the acquisition planning, solicitation, proposal evaluation, negotiation, contract pre-award and post-award management activities. Performs all of these functions for highly complex, high monetary, long and short term acquisitions for major systems, logistics and operational contracting. Uses a wide range of contracting methods and types to procure complex and/or diversified commodities.
Position Duties:
- DUTY 1: Performs as technical lead and unlimited warrant contracting officer for pre- and post-award functions (e.g., acquisition strategy development, presentation and clearances) for procurements involving complex and non-complex contracts in support of the ESC mission, to include highly specialized, new, and innovative products and services in the systems, logistics, and operational arenas.
- DUTY 2: Overseas/ executes the administration of complex contracts for procurements involving requirements for highly specialized, new, or innovative equipment and services and for other complex programs. Manages and performs contract administration functions (i.e., contract scope determinations, contract modifications, supplemental agreements. justifications and approvals, approval reviews/ fair opportunity evaluations, and claims disputes and contract terminations.
- DUTY 3: Oversees the analysis and evaluation of cost and pricing data to determine price reasonableness when relevant historical data and pricing precedents are generally not available or require extensive adaptation.
- DUTY 4: Cooperates with team members within the contracting arena and contacts within ESC and Command to provide continuing acquisition support and guidance directed toward achievement of goals and objectives.
