• Assist in the development of National Guard policy and examine, analyze, and adjudicate case records and prepare final decisions and other determinations on equal employment opportunity complaints based on discrimination against age, color, race, religion, sex, national origin, and/or physical and mental disabilities submitted by applicants and National Guard employees, including Department of the Army and Department of the Air Force technicians, and Army and Air National Guard military personnel.
• Adjudicates and prepares final agency decisions on class action complaints involving alleged discriminatory personnel management policies or practices affecting group of employees in which the remedy, upon a finding of discrimination, could include large monetary awards and new personnel management procedures and priorities not otherwise contained in OPM or National Guard regulation, but which may become applicable through the development of consent agreements.
• Provides on-going direction to the carrying-out National Guard EO and EEO officials of the technical and administrative aspects of Civilian and Military Discrimination Complaint Systems and answers specific questions in writing or orally relating to matters of due process or administrative necessity.
• Serves as liaison, when lawsuits are filed in cases for which incumbent was the examiner, through the NGB Judge Advocate, with the Departments of the Army and Air Force Judge Advocate Litigation divisions and with the Department of Justice.
• Investigates and responds to inquiries received from Congress, the White House, OSD, IG, State representatives and National Guard activities, citizens organizations, Army and Air Force National Guard military members and civilian employees, union officials, representatives for complainants, MSPB, OPM, EEOC, etc., regarding complaints of discrimination by military and civilian employees and applicants for employment.

As a Management Analyst (Title 32) (Permanent), GS-0343-09, you will perform the following duties:

1. Retrieve and analyze maintenance data, present results to management. Interprets findings from maintenance data and the use of statistical techniques. Identifies trends and significant deviations from plans, schedules, and workload estimates. Analyzes deficiencies in areas such as material consumption and training, workload, scheduling, management, and maintenance resources use. Analyzes impact on the maintenance mission and the results of corrective actions. Prepares written reports of analyses and studies. Capture specific data monthly for inclusion into the Aircraft Predictive Model (APM) requirement. Designs summary reports to meet recurring management needs.
2. Controls, manages and maintains the Maintenance Information System(s) (MIS). Develops policies and procedures for MIS application within maintenance activities. Oversees the identification and correction of file errors within the database. Controls, develops and coordinates maintenance data systems and requirements. Determines data processing requirements and relates functional aspects to specific hardware and software capabilities. Controls automated management product retrieval and advises maintenance supervision on automated information use. Identifies data system problems, coordinating with data automation monitors, and submits system deficiency reports. Identifies new information requirements, submits information system requirement documents, and coordinates with data system development services for implementing new programs. Manage the Data Integrity Team (DIT) program for the Maintenance Group Commander and provide updates and metrics to maintenance supervision Responsible for building, analyzing, and programing system queries to generate local and command level data reports for consumption and information generation in multiple systems. Senior level requests ranging from senior wing leadership, the NGB, and MAJCOM levels.
3. Conducts Special Studies to assess Health of the Unit Readiness (HUR). Performs in-depth comprehensive analysis of complex and prioritized unit readiness issues. In addition, develops a semi-annual report for presentation to senior leadership. Develops complex problem solutions to address and resolve readiness issues as the Office of Primary Responsibility (OPR), while utilizing specific training and knowledge to develop a comprehensive readiness management plan. Collect specific metrics for inclusion into the 7401 monthly report, while searching for trends and validating accuracy.
4. Analyzes performance data to determine manpower, equipment, and facilities maintenance capabilities. Provides in-depth analysis of maintenance manning and equipment, material and facility limitations to determine the impact each has on unit and mission effectiveness. Isolates trends and determines material and personnel efficiency and effectiveness. Develops methods for improving maintenance planning and personnel efficiency and effectiveness. Develops methods for improving maintenance planning and programming procedures to ensure optimum use of maintenance resources.

This position is located in the Civil Engineer (CE) Squadron, Mission Support Group of the Air National Guard (ANG) Wing. This PD is applicable for use in PRIME BEEF Squadrons, but is not appropriate for use in RED HORSE Squadrons. This is an Air National Guard Dual Status Technician position requiring military membership, compatible military skill assignment, and classification. The primary purpose of this position is to develop, review, coordinate and execute the wing's Emergency Management (EM) program plan in support of DOD, Joint Service, Air Force, MAJCOM, ANG, Numbered Air Force, federal, state, and county plans in the area(s) of Prevention, Protection, Mitigation, Response, and Recovery. The position develops, manages and executes the wing EM programs, ensuring effective prevention, protection, mitigation, response, and recovery operations to allow continued mission capability at the wing level.

Description of Duties:

1. Develops, coordinates, obtains approval, and publishes plans and procedures for implementation of wing policies and instructions relating to Emergency Management (EM). Develops, updates, and coordinates the Wing Emergency Management Plan (IEMP) 10-2. Establishes wing emergency management plan objectives, effectively correlating the requirements on interdependent functional areas and provides comprehensive and timely guidance for all units in accordance with Homeland Security Presidential Directives (HSPDs), National Response Framework (NRF), National Disaster Recovery Framework (NDRF), Consequence Management (CM), National Incident Management System (NIMS), the Air Force Incident Management System (AFIMS), and DOD guidance. Ensures EM planning and response actions are included in the wing Anti-Terrorism Force Protection (AT/FP), Medical Contingency Response, Disease Containment Plans, state and local plans (as applicable), Emergency Operations Center (EOC), and Chemical Biological Radiological Nuclear (CBRN) Control Center checklists.

2. Conducts wing EM assessments; interprets and analyzes assessment results. Evaluates EM program to ensure compliance with established guidance. Ensures wing Risk/Hazard/EM vulnerability assessments are performed annually. Provides written findings and recommendations on corrective actions to Readiness and Emergency Management to the squadron, group or Wing leadership. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points. Performs unit self-inspections to check policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work and provide comprehensive report with any corrective action taken to leadership. Performs follow-up to ensure complete and quality resolution of discrepancies. Determines best course of action from many alternatives and recommends and supports this action to leadership. 20%

3. Conducts initial and recurring training programs for EM functional areas. Develops, implements, and conducts wing EM and CBRN related training for first and emergency responders, specialized teams, and wing personnel. Conducts specialized EM training for senior wing leadership (i.e., EOC responsibilities). Develops written examinations and practical demonstrations to measure and assess the knowledge and skill of trained members. Educates and assists unit EM representatives on the EM education and training program. Develops and maintains master lesson plans for instructor-led courses utilizing available instructor guides created by Air Force Civil Engineer Center and Readiness Directorate (AFCEC/CX) tailoring lesson plans to local conditions. Reviews exercise reports to identify training shortfalls and conducts remedial training where required. 20%

4. Serves as Emergency Operations Center Manager under the direction of the EOC Director. Provides guidance on mitigation, preparedness, response, and recovery. Provides EM and CBRN subject-matter expertise and support to the EOC director, incident commander, and other first and emergency responders. Oversees the establishment, organization, and maintenance of the CBRN Control Center. 20%

5. Collaborates with on and off-base units and agencies on specific wing EM programs, policies, and procedures. Serves as the wing emergency management liaison with outside agencies at the local, county, and tribal level during emergencies. Assists in performing unit staff assistance visits utilizing checklists and criteria to determine compliance with program specific directives and procedures. Provides findings of staff assistance visits to flight leadership. This position is located in the Military Personnel Flight (MPF) with an Air National Guard (ANG) Wing, Mission Support Group, Force Support Squadron. This is an Air National Guard (ANG) Dual Status Technician position requiring military membership, compatible military skill assignment, and classification. Its purpose is to provide human resources services to Title 32 (T32) Technician, Title 5 (T5), and Active Guard Reserves (AGRs). The position is a remote from the Human Resources Office (HRO) and embedded within the Military Personnel Section. The primary function of this position is to provide guidance, advise, support and clerical assistance on human resource matters to commanders, line supervisors, managers, and technicians at the base or unit organizational level and to coordinate such matters with the HRO.

Description of Duties:

1. Serves as advisor to commanders and supervisors on human resources (HR) programs affecting full-time employees. Monitors nexus between full time personnel and military readiness and advises leadership on impacts of military decisions on full time personnel management. Analyzes data and making determinations regarding various human resources matters that may involve or may affect employees. Assist the HRO with staff visits and training full time personnel, supervisors, managers, etc. within the unit in all programs for which responsible.

2. Works with HRO and the Wing to accomplish a wide range of human resources transactions for employees related to recruitment, placement, classification, employee and labor relations, benefits, entitlements, training, and incentive awards. These duties require technical understanding and knowledge of numerous human resources and military guidelines, regulations, instructions, directives, procedures, policies, and precedent situations involving analyzing the interrelationship and impact various human resources actions in different functional areas may have on personnel.

3. Advises and provides comprehensive procedural and technical guidance to managers and supervisors in the areas of recruitment, placement, separation, and retirement. Tracks and coordinates hiring system actions for Wing. Obtains vacancy requirements from functional area supervisors and prepares requests for vacancy announcements. Forwards request to the HRO for final approval. Upon receipt of the announcement, incumbent makes distribution to units/sections. Furnishes information to employees or job applicants regarding vacancies and mandatory requirements for competitive/excepted status positions. May assist HRO with certificates f eligibility to selecting supervisors, coordinating selections/non-selections with HRO as appropriate. Coordinates the completion of necessary documents of civilian personnel who deploy, mobilize, separate, retire, etc.

4. Maintains and reviews the Unit Manning Document (UMD) validating the position description number, title, series, grade, and resourcing. Compiles necessary statistics to reflect current status, and accurate consumption of allocated requirements and resources for the purpose of accomplishing a planned hiring program that will meet programmed year end strength and future projections and requirements.

5. Provides assistance to the Wing, managers and supervisors in resolving AGR problems relative to day-to-day operations. Serves as primary point-of-contact regarding AGR matters between the ARNG/ANG organization/unit and the HRO. Processes all military human resources actions associated with a military assignment of an AGR member. Conducts orientation program to outline military requirements, benefits, and entitlements. This position is located at an Air National Guard (ANG) Group Commander's Support Staff (CSS) unit. This is an Air National Guard (ANG) Dual Status Technician position requiring military membership, compatible military skill assignment, and classification. The primary purpose of this position is to serve on the Group Commander's Support Staff (CSS). The incumbent will administer and direct the Group Commander's Support Staff functions to ensure smooth day-to-day operations. Additionally, trains in the accomplishment of tasks set forth herein.

Description of Duties: (Shortened)

1. Program Management: Plans, organizes, and oversees the full complement of activities within the Group Commander's Support Staff (CSS). Oversees Group programs to facilitate the Group and squadron commander's vision. Keeps abreast of and briefs the Group and squadron senior Commander(s) regarding assigned program status; actual or potential problems and changes that could possibly affect the operation of the group and subordinate units. Recommends redirection of assets if necessary to achieve improved overall mission effectiveness. Oversees workflow and tasking to ensure personnel and administrative processes are completed as required. Reviews organization mission, functions, and manning requirements.

Manages a myriad of Unit Commander's programs to include; Drug Demand Reduction Program, Urinalysis, Voting Assistance, promotions and demotions, evaluations, separations, retirements, benefits, entitlements, retention, classification, awards, decorations, retraining, casualty, Defense Travel System (DTS), Government Purchase Card Program, Government Travel Card Program, Air Force Fitness Program, Unit Security Program, Unit Self-Inspection Program, Unit File Maintenance, Unit Health Monitor, and personnel readiness programs. Determines program eligibility, requirements and provides customers resources. Counsels personnel on program eligibility, requirements, resources, opportunities, benefits, and entitlements that affect customer's career. Responsible for program execution and tracking metrics on force management such as; assignment changes, commander's adverse action program, sanctuary, e-records management, selective reenlistment, and bonus programs. Utilizes MilPDS, Virtual Personnel Center (vPC) records, RAW, myPers and databases; and completes military personnel status changes or updates. Tracks and reports unit health medical readiness and provides statistics to senior leadership for readiness reporting. Reviews products from Military Personnel Section, validates status and briefs members. Works with commanders and personnel to resolve discrepancies and ensures the accuracy of data.

2. Office Administration: Prepares the preparation and review of outgoing correspondence for conformance with Air Force instructions, policies, format, and assembly; for accuracy of spelling, punctuation, form, grammar; and for completeness of reports and correspondence. Reviews incoming correspondence to determine the appropriate action required and priority; referring to appropriate individual or office for response.

3. Technical Administration: Integrates Information Technology into Group Staff operations. Technical expert in Microsoft Office applications, Adobe Acrobat, Electronic Record Management, and other Air Force information systems to create, copy, edit, and print a variety of standardized documents. Prepares orders for a variety of actions (e.g., special tour, annual tour, school tour, and civilian orders) using the order writing system.

4. Unit Training Program. Assists the Unit Training Manager in managing the unit training program and all subsequent listed duties within this section. Serves as focal point for all Career Development Course (CDC) waivers. Orders and issues CDCs and processes CDC waivers. Tracks progression, and schedules End of Course (EOC) exams. Documents and reports CDC failures to Force Development Flight. Prepares AF IMT 2096, Classification/On-the-Job Training Action, affecting AFSC Special Experience Identified (SEI), or Upgrade Training (UGT) status. Ensures eligibility and completion of training requirements. Schedules, conducts and documents (memorandum for record) work center visits and follows up on corrective action.
