Strategic Planning and Execution
- Manages and stewards the agency's strategic plan by using strategic goals, objectives, performance plan measures, targets, and actual results to support decision-making for budget resource allocations and risk mitigation.
- Leads agency wide strategic planning - including analysis, inter-office coordination and leadership discussion.
- Oversees the production of leadership-level quarterly meeting to review agency priorities and progress toward the agency strategic plan.
- Oversees and leads the execution of the strategic planning process at the start of each presidential administration.
- Oversees production of a comprehensive report, or dashboard equivalent, to support the agency's Congressional Budget Justification.
.Performance Improvement
- Transmits regular reports on matters related to the authority as PIO to the agency's COO.
- Advises and assists the CEO and the COO to ensure that the mission and goals of the agency achieved through strategic goals and performance planning, measurement, analysis, regular assessment of progress, and use of performance information to improve the results achieved.
- Assists the CEO and the COO in the development and use within the agency of performance measures in personnel performance appraisals.
- Ensures that agency progress toward the achievement of all goals is communicated to leaders, managers, and employees in the agency and Congress, and made available on a public website of the agency.
Stakeholder Engagement/Customer Relationship Management
- Exercises expert managerial and diplomacy skills to represent the DCOS, COS, COO or CEO by coordinating and consulting with multiple hierarchical levels of senior career and political management officials of the agency, other Federal agencies, and external stakeholders, as appropriate, regarding major initiatives, actions accomplished, milestones to be achieved, and any issues or problems of significance.
Leadership Direction and Supervision
- Provides leadership, oversight, and direction to the staff in the Office of Performance and Strategy.
- Manages employee performance, staffing, and personnel issues and implements delegated responsibilities. Provides appropriate guidance, leadership, and directives on the full range of administrative and technical matters affecting their responsibilities, including the interpretation of program and Agency policies affecting Agency offices.
- Evaluates performance in accordance with agency guidelines; has authority to make a broad range of human resource decisions including hiring, promotion, conduct and performance-based actions, performance evaluation/awards, and the development, training, and mentoring of staff.
- Models innovation, creativity, and excellence and encourages the development of those competencies throughout the agency. Performs these duties following and promoting equal employment opportunity principles.
- Inspires and motivates cross-functional teams and stakeholders with competing interests towards a shared vision, strategy, and goals, fostering a culture of innovation and excellence to achieve strategic goals. Makes informed, timely decisions that balance the needs of the team with organizational priorities, fostering trust and confidence in leadership. Cultivates innovative ideas and designs and implements cutting edge programs, processes, or business models to drive organizational growth and efficiency.
- Plans and directs strategic, operational, and cultural initiatives and plans for the CEO and COO, in partnership with the DCOS, keeping both parties abreast of agency climate, project statuses, new proposals, policy changes, and operational challenges.
Program Management and Operations
- Provides leadership, policy, executive direction, guidance and supervision, and coordinates long and short-range planning. Exercises overall authority for priority setting with respect to both resource allocation and issues for analysis and policy development. Provides leadership in developing, implementing, and monitoring policy, program plans and initiatives, and utilizes effective monitoring systems for critical initiatives.
- Manages budgets and resources effectively, ensuring financial prudence and optimal allocation of resources to support strategic initiatives. Identifies and implements strategies to maximize resource utilization and achieve cost savings.
- Improves policies, addresses challenges. Improves current processes and optimizes organizational procedures for efficiency and productivity. Creates and maintains systems and processes to streamline operations.
- Leads efforts to streamline processes, reduce inefficiencies, and improve overall productivity and effectiveness.
- Performs other duties as assigned.
