1. Performs Ammunition Inspections pertaining to the receipt, classification, storage, issue and shipment of ammunition items. May receive shipments of all types of ammunition and verify DA form 1348 against Depot surveillance Records for correct NSN and Condition Code. Insures commercial carrier delivering ammunition has been inspected in accordance with regulations and standing operating procedures. Verifies quantity of containers for accuracy of nomenclature, stock and lot numbers against shipping documents and signs for shipments. Receives turn-ins from using organizations, counts each item received and inspects for serviceability.

2. Conducts inspection of ammunition being turned-in to determine suitability for further training needs. Takes appropriate steps in this disposition of CCH material. Ammunition Condition Reports (ACRs) are prepared and sent to item manager for disposition of restricted and/or suspended items. If disposition is determined to be locally demilitarized; contact designated EOD team and assist with demilitarization mission.

3. Prepares items for shipment to other depots and/or installations. Using the correct DOT regulations and packing requirements, makes sure all shipments meet DOT requirements. Items to be shipped are palletized and banded according to the hazard class division. Takes each pallet and establishes the correct weight and cube. Uses appropriate technical manuals, determines the proper name and UN number. Using this information, the appropriate 1348's are filled out and sent to Transportation Officer.

Studies new material to determine how it functions, how it is constructed and compatibility for storage purposes according to technical manuals.
Conducts observations and inspections of ammunition: In storage, inspects ammunition for corrosion from moisture and deterioration. Inspects for dents, loose detonators/fuses, discoloration and softness of dynamite and stains from nitroglycerin. Marks defective ammunition as prohibited for issue. Inspects ammunition of using organizations to determine its condition. Ensure that safety and storage requirements are properly observed. Responds to units which have misfires and/or malfunctions with ammo items.

4. Verification Inspection. Performs a variety of routine and special inspections of conventional ammunition. Performs quality monitoring of maintenance operations, area inspections magazine storage inspections and basic load inspections. Assists QASAS when requested. Maintains a variety of publications, regulations and files pertaining to work of the unit. The following are typical, but not all inclusive examples of work performed:

Performs periodic, storage and special inspections and tests to determine quality safety and condition of a wide variety of ammunition, subcomponents, and materials used in the maintenance, modification and manufacture of ammunition items. Inspects such items as small arms ammunition, artillery and mortar ammunition, rockets, missiles, mines, grenades, bulk high explosives, propellants and propelling charges, etc. Inspects container, checks rounds and other items for defects and deterioration, and separates any questionable items for further inspection. Under the technical direction of a Quality Assurance Specialist Ammunition Surveillance (QASAS) or designated representative, assists in the disassembly of ammunition and components to make inspections. Uses Ammunition Peculiar Equipment to perform mechanical and electrical tests of ammunition, rockets and small missiles. Assists QASAS or designated representative in reassembling and repackaging ammunition items. Selects, marks, and packs test samples for shipment.

(1) Troubleshoots, performs maintenance and major repairs on heavy-duty mobile equipment, combat, tactical and automotive vehicles. This may include self-propelled artillery, tracked cargo and personnel carriers, road graders, mobile cranes, front loaders, conveyors, bulldozers, power shovels, compressors, generators, tanks, tracked combat vehicles, sedans, buses, all terrain vehicles, trucks, semi trailers, forklifts, tractors, and accessory equipment. Troubleshoots, repairs and overhauls major systems to include internal combustion engines, turbine engines, automatic and non-automatic transmissions, heavy duty drive line systems, and hydraulic utility systems and controls. Makes repairs to assemblies and components such as voltage regulators, generators/alternators, brake cylinders, etc. Performs work in accordance with modification work orders, technical manuals, lubrication orders, maintenance bulletins, regulations or management policies. May repair a variety of more complex major systems to include engines, cross drive or similar multi-system transmissions and a variety of intricate fuel injection systems.

(2) Troubleshoots equipment and diagnoses the cause of mechanical failures by means of visual and auditory checks and/or uses test equipment such as engine analyzers, compression testers, voltmeters, ohmmeters, pressure gauges, and computer diagnostic tools. Utilizes embedded diagnostics in equipment and a wide variety of original equipment manufacturer system analyzers in order to determine the exact nature or extent of repair. Determines what adjustments may be necessary to complete work orders, and whether any additional repairs other than those specified or indicated on the work order are necessary.

(3) Removes and disassembles engines and major assemblies, sub-assemblies, components, and fuel, hydraulic, and oil pressure systems. Makes the appropriate repairs, overhaul, or modifications in accordance with the proper repair specifications and procedures. Reassembles engines and other systems, and adjusts, tests, and reinstalls in vehicles and equipment as necessary. Makes adjustments and repairs to electrical and suspension systems. May install pistons, sleeves, rings, bearings, rods, crankshafts, timing gears, and rocker arms. May be required to perform fuel injection equipment repair, overhaul, rebuild, and calibration duties utilizing a variety of complex test and calibration equipment.

(4) Independently performs repairs and maintenance functions in remote locations that can be accomplished by removing, cleaning, reinstalling, or replacing defective parts of components and systems such as injectors, leaking wheel cylinders, corroded mufflers, fuel tanks, brake cylinders and worn brake shoes, voltage regulators, generators, injector pumps, and fuel pumps. Provides technical guidance and specialized team leadership to lower grade employees within the team. Assists lower grade mechanics in performing major repair work. May provide Field and limited Sustainment maintenance at unit locations as part of a "contact team." Recovers and evacuates inoperable vehicles from the unit location of breakdown. May assist higher graded mechanics in repairing a variety of interconnected systems such as electrical, air and hydraulic systems, complex state of the art electrical and electronic systems that use specialized diagnostic equipment to identify problems, complex fuel injection systems and other similar complex systems.

(5) Conducts readiness and repair inspections on vehicles and associated equipment supported by the activity. Performs operational inspections and ensures vehicles and equipment are properly serviced, including brake adjustments, replacing hydraulic fluids, greasing, cleaning, etc., and performs other preventive maintenance operations as required. Inspects supported equipment prior to use during Inactive Duty Training (IDT) and Annual Training (AT), to ensure that it is functioning properly. May inspect in-process repair work of lower graded repairer to ensure equipment is being repaired in accordance with pertinent requirements. May serve as a commodity inspector during Command Maintenance Management evaluations (COMET) or as a member of a Maintenance Assistance Instruction Team (MAIT). Instructs operator/crew in the maintenance of equipment and provides technical advice and assistance to supported units when requested.

(6) May maintain and repair electronics communication equipment by removing and replacing components and elements. Equipment includes such items as radios, field telephones, amplifiers, switchboards, recorders, intercoms.

(7) Assists in the maintenance of production reports and records, and makes recommendations to the supervisor. Plans, organizes, and performs technical analyses as required or assigned. Makes recommendations to the supervisor as to adjustments necessary to effectively, efficiently and economically accomplish the work and maximize production.

The purpose of this position is to supervise two or more of the following programs: education, incentives, testing, and guidance. The position serves as the principal advisor and consultant within the State and has primary responsibility for the development, management, and administration of the aforementioned programs through budget management, personnel supervision, program management, policy development, and advisory services.

DUTIES AND RESPONSIBILITIES
(1) Plans, organizes, and directs the activities of assigned program areas, ensuring that legal and regulatory requirements are met. Develops goals and objectives that align organization and military human resources objectives and establishes policies and procedures for accomplishment of the same. Coordinates, plans, and schedules with other organization managers and customers as appropriate. Reviews and provides advice on organization missions, functions, and manning of serviced units, including Reorganization, Activation, Deactivation, and Transformation. Identifies, analyzes, and provides recommendations to supervisor on significant issues and problems related to work accomplishment. Provides oversight as principal advisor and consultant to the MILPO and TAG. Provides advisory services to battalion and unit commanders concerning the educational needs of their assigned personnel. Ensures that leadership is in compliance with statutory and regulatory guidance to maximize program effectiveness.

(2) Provides oversight as principal advisor and consultant to the MILPO and TAG. Provides advisory services to battalion and unit commanders concerning the incentives available to their assigned personnel. Ensures that leadership is in compliance with statutory and regulatory guidance to maximize program effectiveness.

(3) The incumbent functions as the principal liaison between Army National Guard (ARNG) members and participating public and private educational institutions. Numerous contacts with these institutions are for the purpose of negotiating agreements for a variety of traditional, non­traditional, and special purpose education programs.

(4) Formulates human resource and administrative procedures and policies based on the interpretation of regulations and directives from US law, Department of Defense (DoD), Department of Army (DA), and the National Guard Bureau (NGB). Drafts and implements State policy based on the aforementioned policies. Implements program policy from NGB in accordance with State's strategic objectives.

(5) Directs and/or performs educational and vocational counseling which consists of advising and assisting ARNG members on individual programs of study available, to include High School Equivalency (GED), correspondence, military credit conversion (ACE), analysis of life experience, self-teaching, new and innovative/non-traditional college to include Associate and Baccalaureate degree programs, first Masters or Professional degrees which meet their academic and vocational requirements. Assists personnel in selecting the appropriate course of study through information obtained by interviews and educational record research. Assists in completing enrollment applications as needed.

(6) Estimates and obtains the necessary program funds and determines their allocation. Provides assistance and data to the MILPO for inclusion in the budget submission as it relates to the education program. Arranges for tuition assistance for the student. Coordinates with appropriate State, local, and institutional authorities to assist service members in securing Federal financial aid through such programs as the Pell Grant, Supplemental Educational Opportunity Grant (SEOG), College Work-Study (CWS), National Direct Student Loan (NDSL), and Guaranteed Student Loan
(GSL), etc. Assists personnel with entrance and enrollment application, when necessary.

(7) Establishes analysis systems to ensure actions are timely and to ensure effectiveness of programs. Performs self-inspection and presents detailed and comprehensive reports and recommendations with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Analyzes the impact of policy, regulation, law changes, and force structure to the organization's workforce. Conducts briefings and advises subordinate units; works closely with management in resolving controversial issues; researches, prepares and defends actions taken relative to changes in military personnel programs.

(8) Provides supervision in technical and administrative guidance over Human Resources Assistants (Military), Human Resources Specialists (Military), and specialists within the other specialized functions of the MILPO. Plans and schedules work of subordinates based on organization priorities.

Works along with other workers and sets pace performing non-supervisory repair work of the same kind and level as that done by the group led. b. Assures that there is enough work to keep the work crew busy. Checks work in progress and when finished for compliance with supervisor's instructions, work orders, and established shop procedures on work sequence, procedures, methods and deadlines; and directs or advises other workers to follow supervisor's instructions and to meet deadlines. Answers workers' questions regarding procedures, policies, written instructions, and other directives. Interprets work instructions and assists lower graded repairers or trainees in the more difficult and complex tasks. Provides information to the supervisor on status and progress of work, causes of delays, and overall work operations and problems. Assures that safety and housekeeping rules are followed.

(3) Property Asset Reporting: Performs Quarterly Equipment on hand analysis by unit identification code (UIC) to improve equipment accountability to ensure all UIC units are validated on. Manages and analyzes the Unique Item Tracking (UIT) reports to LOGSA for sensitive and high visibility assets. Coordinates all activities for Property Book officers when there is a UIC that is located in multiple states.

(4) Reconciliations: Validates state asset visibility and accountability of federal assets using PBUSE. Initiates and recommends unit visits for performance of reconciliations. Assists with and monitors posting as the result of unit reconciliations (Annual, change of PBO or change of Command). Provides expertise, recommendations and training directly to Property Book Officers, Supply Personnel or Unit Personnel for property accountability procedures. (1) Operates primarily straight-in-line trucks and/or truck tractors with semi-trailers which typically have an approximate gross vehicle weight (GVW) of more than 32,000 pounds. Required to operate special purpose or auxiliary devices where a knowledge of such devices does not exceed the level of knowledge and skill required to operate the vehicle safely in complicated traffic situations. Couples and uncouples the truck tractor and semi-trailer, or truck and trailer, and connects and disconnects the air brakes and electrical lines. Maneuvers vehicles within close tolerances when driving and backing over uneven ground, in narrow or congested areas, between buildings and other vehicles, between parked aircraft and when positioning vehicles at loading docks. When driving tractor-trailer refueling trucks, they operate the vehicle's auxiliary pumping system and verify correct grade or mixture of fuel is pumped, that the receiving equipment is grounded and fuel tanks are not overfilled. Check to ensure all cargo is secured to prevent shifting or falling in transit and to minimize the possibility of vehicle sway. Select the safest, most direct and legally allowed route to be followed and identify alternative routes to be used in the event of an emergency. Assures cargo is properly loaded, distributed and secured. Performs operator maintenance on vehicles and trailers.

(2) Ensures shipping and accounting documents are with the shipment and reflect actual condition, quantities and type of material, including manual turn in and issue documents. Completes log books, maintenance records, reports and other transportation documents for accurate accounting. May identify, inspect, and segregate equipment or material as it is received for obvious damage and needed repairs.

(3) Prepares and submits requests for over-dimensional permits to Defense Movement Coordinator for military movement involving military vehicles and through the Commercial Transportation Branch for non-military vehicles. Coordinates with units, maintenance activities, Central Issue Facility, Defense Reutilization Management Office, Property Book Office and Single Stock Fund Activities for pick-up and delivery.

(4) Performs warehouse work, as required, to include issuing, receiving and inventorying equipment, supplies and materials; loading and unloading of trucks; storing and pulling warehouse stock; packing and unpacking material; and repairing or replacing items on equipment. Operates electric, gasoline or diesel-powered forklift trucks.

(5) Performs a variety of servicing and operator preventive maintenance work on assigned vehicles.

(6) Accomplishes the full spectrum of support for state and Federal National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities (HLD/DSCA).
