INTERIM PROCUREMENT MANAGER

We are looking to recruit an experienced Procurement Manager for a leading company in the field of highway electrical assets maintenance and installation & construction. The successful candidate will be responsible for managing the procurement process, ensuring the timely and cost-effective acquisition of materials, equipment, and services necessary for the projects. Additionally, the candidate must have experience in team leadership and category management.

ROLE: Procurement Manager
LOCATION: Remote with occasional travel to Birmingham for team meetings
SALARY: £50,000 per annum
JOB TYPE: Contract: 6 months with extension likely
HOURS: Full time, Monday to Friday
IR35: Outside of IR35

THE ROLE:

• Develop and implement procurement strategies that align with company objectives and project requirements.
• Identify, evaluate, and select suppliers based on quality, cost, delivery, and service.
• Establish and maintain strong relationships with suppliers, negotiating contracts and terms of agreement.
• Monitor supplier performance and resolve any issues or discrepancies.
• Prepare, review, and manage contracts, ensuring compliance with legal and regulatory requirements.
• Monitor and manage inventory levels, ensuring optimal stock levels.
• Develop and manage procurement budgets, ensuring adherence to financial targets.
• Track and report on procurement expenditures, identifying areas for cost reduction.
• Manage team performance, providing regular feedback and conducting performance appraisals.

THE SUCCESSFUL CANDIDATE:

• Professional certification (e.g., CIPS) is highly desirable.
• Minimum of 5 years of experience in procurement, with a focus on construction or utilities.
• Strong understanding of procurement principles, practices, and regulations.
• Proven experience in team leadership and development.
• Expertise in category management and strategic sourcing.
• Excellent negotiation, communication, and interpersonal skills.
• Proven ability to manage multiple projects and priorities in a fast-paced environment.
• Proficiency in procurement software and Microsoft Office Suite.

Our Client has an exciting opportunity for a procurement and contract officer to join their team covering a London borough. The main purpose of this role is to support the Procurement and Contract Management Team Managers in securing the continuous development, improvement, efficiency and success of the Temporary Accommodation and Resettlement department as a whole.

Key responsibilities

• To assist with developing and delivering strategies, policies and programmes to ensure the effective supply and management of accommodation for homeless cases, with a strong focus on reducing levels of usage and promoting value for money.
• To commission, procure, and manage the supply of accommodation, including temporary accommodation, direct lets, and private rented sector accommodation.
• To successfully tender, evaluate and let contracts to providers, ensuring quality, value for money and compliance with the Council's financial regulations and legal requirements, as well as those imposed by external agencies such as London Councils and the MHCLG.
• To develop and maintain effective relationships with private sector landlords, local managing and lettings agents and owners of empty properties in order to secure use of privately rented properties for households in housing need in the Borough.
• To carry out inspections of properties in order to assess their suitability for households in housing need, investigate persistent disrepair complaints and/or to take property inventories for those properties. This will include some properties outside the Borough's boundaries.

You will need

• Qualified to undertake property inspection under the Housing Health and Safety Rating System or ability to obtain qualification.
• Experience of procurement and contract management including identifying and successfully addressing under performance
• Experience of working in a social/private sector housing environment or related field
• An understanding of the private rented sector and of the issues relating to the acquisition of accommodation, including security of tenure, health and safety, housing standards, and housing benefit regulations
