Is a recognized subject matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Analyzes and interprets criteria related to all aspects of airport and aviation planning. Reviews, provides technical guidance and accepts airport master and system plans prepared by airport sponsors, State aeronautical agencies, and metropolitan planning agencies. Serves as an ADO resource and liaison between ADO and RO personnel on all airport and aviation planning issues. Provides advanced technical guidance for the preparation and coordination of local, metro, and state system airport demand forecasts and Airport Layout Plans. Reviews and approves local airport demand forecasts and Airport Layout Plans. Serves as the ADO point of contact for all forecasting and capacity reviews internally with peers and supervisors as well as externally with stakeholders. Develops the ADO Airports Capital Improvement Program (ACIP) and may administer the Passenger Facility Charge (PFC) program. Collaborates with ADO environmental specialists in the collection of data and develops documents required for satisfying requirements of National Environmental Policy Act and other environmental programs. Provides technical guidance and reviews airport sustainability programs. Provides detailed level assistance to ensure land use compatibility including consultation in the development of zoning requirements on and off airports. Ensures planning results are in compliance with applicable Grant Assurances. Develops the ADO input to the National Plan of integrated Airports System (NPIAS) and conducts reviews to ensure that FAA guidance is
being met during the initial submittal of NPIAS entry/removal requests. Provides technical review and analysis of all land documentation in coordination with the compliance specialist. This includes land use compatibility plans, change in land use requests, land release, and land acquisition. Performs in depth review of appraisals submitted by sponsors to ensure that land acquired under a project is properly configured, has good title and cost is reasonable. Ensures conformance with the Uniform Relocation Act. Prepares correspondence for review by management. Correspondence may include Congressional responses, briefing papers, approval letters, and guidance to sponsors associated with all aspects of airport development. Provides advisory and advanced technical guidance to the ADO and to the public on all aspects of project implementation including airport planning and programming, airspace, airport design standards, and contract administration. Participates in community activities, such as Advisory Committees, public workshops, and public meetings or hearings. Possesses advanced experience in coordinating public outreach meetings. Provides technical guidance and reviews planning consultant contracts, including determination of reasonableness of cost, to ensure that selection is in accordance with professional services procurement requirements. Approves payments on AIP funded projects. Reviews benefit/cost and life-cycle costs analyses. Prepares ADO recommendation related to project support and prospective funding. Reviews and makes recommendation for modification of standards requests to management and/or RO. Forwards recommendations to RO for approval. Reviews project justifications and eligibility analyses to ensure projects are ready for grant funding. Serves as the liaison for communications with the RO. Maintains project status using the Office of Airports database system (SOAR). Possesses an advanced understanding of grant project management and associated financial reports. Serves as an ADO resource for the final review of planning projects and submittal of recommendations to management for grant financial completion, including eligible final payment or recovery as appropriate. Supervises staff of Air Traffic Control Specialists that is responsible for carrying out air traffic control assignments.

Directs an administrative and technical diverse workforce in support of NAS operational support and governance. Responsibilities may involve providing advice and support to management personnel for best utilization and reprogramming of resources, conducting cost versus benefits analyses, developing/maintaining financial tracking systems, monitoring expenditures and developing quarterly/annual/interim reports as required.

The aviation safety inspector (ASI) receives administrative direction from management in terms of broadly defined missions or functions. The ASI, mostly independently plans, designs, and carries out programs, projects, studies, or other work. The ASI provides policy assistance to ASIs on difficult or complex policy interpretations. The work is normally accepted without change. Completed work may be reviewed for adherence to FAA policy and for assurance that project requirements have been fulfilled.

Some FG-14 assignments involve Service wide responsibility for application of expert knowledge of flight avionics for an advanced multiengine turbojet aircraft. Such employees are concerned with all aspects of the operational capabilities and limitations of the aircraft.

ASIs at the FG-14 level establish technical procedures and performance indexes and review complete flight operations programs for leaders in the aviation industry, or organizations of comparable scope and complexity, or a uniquely complex group of general aviation organizations. Assignments at this level are of great scope and unusual complexity.

FG-14 employees evaluate flight operations programs for organizations which utilize complex aircraft, systems, and equipment. Because of organizational complexity or the advanced technology incorporated in the aircraft, systems, and equipment, employees must exercise originality to resolve unique problems. They frequently rely on engineers and designers for specific technical guidance although much of their work is carried out under very broad policy guidelines. Supervisors give FG-14 employees a wide leeway for independent action. Other inspectors seek their advice on problems relating to aircraft and their operation and maintenance. Because of the precedent-setting nature or substantial effect on the aviation industry or public safety, their decisions may be reviewed and approved at a higher policy-setting level.

The ASI plans and directs the use of time and resources to accomplish organizational objectives. He or she defines, organizes, and uses resources to accomplish work activities within established schedules, analyzes program requirements and accomplishments, and makes or directs adjustments as necessary to address organizational needs.

Decisions typically have broad impact on the operation, maintenance of a particular type of advanced aircraft, or a geographic area containing a variety of novel and/or complex aviation operations. Decisions also have a significant effect on the safety of the flying public.

FG-14 employees have critically important and frequently controversial contacts with key officials of major manufacturers and general aviation organizations. Contacts are made to resolve issues which affect the initial certification or operations programs, and their effect on safety and compliance with regulations.

The ASI provides guidance to field level staff to solve difficult technical issues. Resolves all but unique problems, with the intervention of management or a more experienced technical specialist. Develop plans, techniques, and policies to address current and anticipated problems and issues. Works with management to solve problems.

Contacts are internal and external to the agency. The ASI occasionally represents the agency as a point of contact for policy development, inspection activities or as a technical trainer/instructor delivering formal training. Contacts vary significantly depending upon the purpose of the contacts, the level of authority required to resolve issues, and the nature of the technical problem at hand. Typical contacts involve dealings with members of senior management staffs, representatives of professional organizations, staff members of industry groups, representatives of other government agencies, and representatives of other civil aviation authorities.

This position may require travel in support of these program areas.

Has responsibility for overall administrative and technical direction of the assigned workforce consisting of Airway Transportation Systems Specialists (ATSS) and support staff involved in providing National Air Space (NAS) services to En Route/Terminal air traffic control to the commercial airlines, and general aviation aircraft for a defined area. Reports directly to a District Manager (DM) or District Facilities Manager (DFM).

Duties typically include planning/communicating the Organization's vision and objectives, setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance, coaching and developing employee capabilities, approving leave and taking, recommending or approving corrective disciplinary action as appropriate.

Exercises authority for supervisory responsibilities over staff, including staff scheduling and approval of leave.
