The Operations Supervisor reports to the Air Traffic Manager. Performance is evaluated upon the effectiveness with which assigned program objectives are achieved.

Assignments cover one or more of the following functional areas: program planning, execution and control (i.e., program/system planning and evaluation, program performance measurement); management improvement and control (i.e., quality management, organizational planning and development, staffing utilization, productivity, work improvement and work methods, work measurement and staffing standards development, delegation of authority, goals and objective, and records and information management: and business management.

Develops procedures, systems, and methods on a variety of management functions and activities in one or more of the following areas - organizational planning and development, staffing utilization, productivity, work improvement and work methods, work measurement and staffing standards development, delegation of authority. goals and objectives, business management, financial tracking and/or information management.

Plans, schedules and conducts analyses/studies of proposed program plans for accomplishing program activities. Determines from a programmatic perspective the viability, consistency and accuracy of plans and projections and conducts reviews to determine resource levels required to accomplish programs in a sound and efficient manner.

Provides supporting rationale on the establishment or clarification of objectives. Ensures that plans are consistent with program guidance. Analyzes plans for programs under the organization's cognizance and recommends changes, as necessary, to ensure that comprehensive plans are kept current and reflect policies, priorities, goals and objectives of the organization.

Conducts analyses in the review and evaluation of program activities. These analyses are conducted to ensure proper program integration and conformance to policy, completeness, and adequacy of operations in meeting goals and objectives. Prepares recommendations based on such reviews and discusses recommended courses of action with program managers to resolve major problem areas. These recommendations include but are not limited to financial, programmatic interfaces, and impact of not meeting goals and objectives.

Reviews and analyzes draft regulations. manual chapters and directives referred to the group for comment. Based on this analysis, refers proposed issuance to appropriate group for review; and collects and integrates the various responses. Establishes and maintains a tracking system to assure that all draft issuances are reviewed, consolidated, and comments submitted in a timely manner.

Develops recommendations based on management studies and surveys, and discusses recommended courses of action with program managers to resolve problem areas. Reviews and analyzes new and proposed regulations to determine impact on program operations and management. Responsibilities may involve providing advice and support to management personnel for best utilization and reprogramming of resources, conducting cost versus benefits analyses, developing/maintaining financial tracking systems, monitoring expenditures and developing quarterly/annual/interim reports as required.

Established policies/procedures provide guidance for most assignments, but allow some discretion to select the most appropriate approach. Typically receives guidance on selecting approach from a manager, project/program manager, team leader, or more experienced professional. Refers problems and work issues to a manager, project/program manager, team leader, or more experienced professional when guidelines are not available or applicable.

The manager is responsible for aviation safety activities in a complex and dynamic air carrier and/or general aviation environment that includes experience in one or more of the following specialties: Operations, Avionics, Maintenance, Dispatch, and Cabin Safety. Applies an advanced knowledge of the technical aspects of the work directed and ensures the promotion of the highest level of safety compliance with regulatory standards while utilizing transparency of data exchange that includes the identification of hazards and management of risk.

Manages and sets clear performance standards that promote accountability, a sense of individual responsibility, professionalism, and pride for organizational performance to next level managers (e.g., assistant managers, front line managers, supervisory principle inspector, as applicable). Ensures effective managerial work and work quality across all units and cross-organizational relationships while maintaining unit and individual well-being. Responsible for the leadership, planning, prioritizing, direction, communication, tasking, training, and scheduling of work. Also responsible for time and attendance, leave approval, performance evaluation, corrective and disciplinary actions, and the setting of the front line office goals and objectives.

Supports effective problem solving by ensuring subordinates are accountable to address challenges and barriers, and are clear about roles and responsibilities for decision-making. Confirms active collaboration occurs beyond the office/branch and that solutions fully consider and represent all relevant perspectives/interests. Delegates work and empowers subordinates to decentralize decision-making. Confirms subordinates take on expected work and produce intended results with minimal intervention. Ensure subordinates communicate progress and barriers, and coordinate decisions across organizational boundaries as appropriate. Applies an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision.

Makes effective resourcing decisions across several work units, teams, or groups; making certain that work units deliver expected output within required time frame and budget. Adjusts resourcing plans as needed to meet changing work conditions. Hold other managers accountable to make good business decisions in meeting the needs of Flight Standards (FS). Defines, plans, and organizes assigned budget, staff and other resources to accomplish objectives for more than one organizational unit or team. Manages budget and reallocates resources among organizational units/projects/programs, or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Is accountable of all assigned office equipment.

Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher level management. Holds subordinate managers accountable for maintaining mutually productive partnerships with stakeholders as demonstrated by productive conflict and effective action taking to address issues impeding effectiveness. Set and maintain expectations for integrating stakeholder feedback into services provided.

The incumbent works closely with medical officers to assure the following: (1) medical certifications are only issued to medically qualified airmen, (2) ATCS physical exams meet program requirements, (3) an appropriate number of qualified physicians are selected, designated and trained as AMEs to conduct FAA medical examinations of civil airmen, (4) AME site visits and quality assurance reviews are conducted and (5) All phases of the DOT drug and alcohol testing program, including pre-employments/pre-appointment, random, follow-up, reasonable suspicion, and post-accident testing are coordinated. This position may require travel in support of these program areas.

Responsible for ensuring all activities are performed in accordance with established regulations. Incumbent may provide technical direction to other staff personnel in the division as well as communicating technical program information to a diverse audience orally and in writing.

Has responsibility for overall administrative and technical direction of the assigned workforce consisting of Airway Transportation Systems Specialists (ATSS) and support staff involved in providing National Air Space (NAS) services to En Route/Terminal air traffic control to the commercial airlines, and general aviation aircraft for a defined area. Reports directly to a District Manager (DM) or District Facilities Manager (DFM).

Duties typically include planning/communicating the Organization's vision and objectives, setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance, coaching and developing employee capabilities, approving leave and taking, recommending or approving corrective disciplinary action as appropriate.

Exercises authority for supervisory responsibilities over staff, including staff scheduling and approval of leave. Assures equity of performance standards and rating techniques developed for subordinates. In addition to evaluating work performance, justifies recommendations for awards/bonuses for positions in the unit for higher-level approval. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements.

Identifies developmental training needs of employees and self and requests for and/or arranges needed developmental and operational training. Communicates unconventional training requests with higher level management to determine accessibility, available funding, and best use of resources. Gives advice, counsel, or instruction to employees on technical, operational, and/or administrative matters. Hears and resolves complaints from employees at the informal stage, referring group grievances and more serious, unresolved complaints to the higher-level manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Fosters a fair and equitable work environment.
