- Responsible for the administration and technical supervision and direction of staff in the Division of Tribal Leases specific to the Indian Health Service (IHS) Tribal Lease Program (TLP).
- Conduct meetings for problem sharing and decision-making and effectively communicate with all levels of the agency on TLP activities.
- Responsible for all activities relating to 105(l) leases, pursuant to the Indian Self Determination and Education Assistance Act (ISDEAA), including the development and administration of the TLP budget, and for the leadership and policy direction of the IHS TLP program. Serves as the primary advisor to the ODSCT Director and Deputy Director of Business Operations, and the IHS Director, on 105(l) lease issues as they relate to the IHS Self-Determination and Tribal Self-Governance Programs.
- Serve as the primary representative of the IHS with Federal, Tribal, State and local governments and private organizations in matters pertinent to the IHS TLP program objectives. Participates in Intergovernmental study groups and initiatives where expert knowledge of the ISDEAA, including 105(l) leases, are required.
- Coordinate interdepartmental consultation including the Office of the General Counsel as necessary to resolve complex procedural and legal issues that may be involved in the appeals; and finalizes the appropriate response.
- Lead the development of annual congressional budget justification for the IHS 105(l) lease program, consult with agency Senior Executives, provide the Director, IHS, with background information prior to any congressional hearings in support of the budget request.
