- Procures Architect-Engineering and Facility Construction services above the Simplified Acquisition Threshold (SAT) which after receipt of requisitions, determines the appropriate contracting method.
- Collaborates with project officers and program officials to define procurement requirements including proposed scope of work/specifications, evaluation criteria, pricing schedule, milestone dates, independent government cost estimate (IGCE), type of procurement process, subcontracting opportunities and requirements, terms of contract, drawings and reference documents, and selection of technical evaluation committee members.
- Reviews requests for contract (RFC) for the procurement of major facility construction, A-E services and other procurements as assigned for compliance and acceptable level of detail commensurate with the scope and complexity of the identified requirement.
- Analyzes the requirement and determines the method of procurement; reviews justifications for sole source and prepares documentation and posts to the Government Point of Entry (GPE) Federal Business Opportunities (FBO) website as applicable; and determines applicability of requirements.
- Researches, prepares and issues solicitation and contract documents. Organizes, coordinates and performs the bid opening process or leads the proposal evaluation process.
- Completes documentation of the award decision, ensure adequate competition, consider government sources of supply, set aside-determination, and obtain all necessary reviews and approvals, as applicable.
- Administers assigned contracts in accordance with contractual terms and conditions, IHS policy, and all regulations. Ensures compliance with contract requirements including deliverables, schedule, quality, price/cost, notices, insurance, etc.
- Evaluates, negotiates and prepares all documentation to execute and resolve all contract modifications, change orders and requests for equitable adjustment (REA).
- Guides and performs analyses of the program needs and determines strategies that best fit the requirements of the program.
- Collaborates and provides technical assistance to the program offices in developing annual acquisition planning documents.
- Assists client offices in developing acquisition strategies, acquisition planning documents, and mutually agreeable milestone schedules that lead to achieving identified program goals and requirements for major projects/contracts.
