Promoting improvement in the quality of care within the regional health system through clinical leadership and engagement. Exhibit clinical leadership and strategic influence across the whole system of care spanning primary, community, secondary, and specialised tertiary services such that the quality, safety, and experience of care is enhanced in all spheres, engaging clinicians at all levels in provision of best value care. In collaboration with the Regional Chief Nurse to enact and oversee systems which enable early notification of significant variations in clinical practice and the quality of patient care and to take timely remedial action. The Regional Medical Director will identify and mitigate clinical risks, acting as necessary to bring about improvements that will maintain and enhance clinical quality and safety. In collaboration with the Regional Chief Nurse he/she will lead on work promoting improvements in quality of care. The RMD will act as the patients champion, being independent and fair, promoting equality and diversity, reducing inequalities, ensuring value for money, securing good governance of NHS providers and challenging poor delivery of services. In collaboration with the Regional Chief Nurse, motivate, empower and support the regional quality team to ensure that appropriate assurance is received on clinical quality and governance. They will support the organisation to deliver its statutory duties, particularly in relation to the duty of quality, the promotion of innovation, patient experience and choice, safeguarding children and vulnerable adults and equality and diversity. To contribute to and support national strategy for quality improvement. To be professionally accountable to the National Medical Director and, at times, to act or be a delegate for the National Medical Director. To communicate and lead the NHS message on quality improvement from a clinical perspective. The Regional Medical Director will promote quality, innovation and productivity. He/she will promote and facilitate transformational change. He/she will act as a role model for medical leaders. Promote a culture of safety & quality, using a learning culture and improvement methodology. Provide professional leadership, advice and support to Medical Directors/CMO of provider trusts, systems and other medical leaders and to oversee recruitment to Executive Medical Director posts within the region. Provide leadership and support to systems and providers with performance issues, where necessary, and to collaborate with and support the central team in managing trusts and systems within the oversight framework . Work with the Director of Workforce, Training and Education to ensure there is a robust pipeline for medical leadership roles within the region, by supporting national initiatives such as the aspiring medical directors programme. Ensure there are support systems for newly appointed medical leaders within the region; Engage with the clinical leadership andengagement infrastructure, namely the Clinical Senates Council & Forum, the established Clinical Networks, Operational Delivery Networks, Health Innovation Networks (HINs) and ICBs, to drive transformation of the system in the interests of quality and value; Specifically, regarding Clinical Networks and HINs the post holder will be expected to agree business plans, ensure appropriate synergy and alignment with regional and national objectives, and undertake quarterly assurance meetings. Strategic change across the region will be delivered through support of ICSs, Integrated Care Boards (ICBs) and their leadership. The post holder will be expected to act as a source of advice and support for ICSs through the convening of ad hoc advisory groups where necessary and affording access to the formal advisory architecture.

Key Working Relationships Responsible for supporting the Directorate Business Manager and Nursing Directorate as required. The post holder will be the first point of contact, communication and support for the Director of Nursing/Deputy Chief Nurse (South), Head of Nursing and other managers and staff within the directorate as required. The post holder will liaise and work effectively with a variety of internal and external stakeholders on a range of issues. Key Functional Responsibilities Provide specialist secretarial/administrative support and advice to the teams by: Managing the electronic diary for senior members of the department, including arranging and changing appointments, prioritising these as appropriate. Undertaking administrative duties such as photocopying and mail-out distribution, including travel bookings. Ensuring all urgent and/or confidential communications are received and distributed from/to relevant parties in a timely manner. Organising and planning events as necessary with supporting information material. Supporting teams in project management and participating in department events Update and maintain data bases and/or spread sheets relevant to work area, and manage meeting arrangements including the taking and distribution of minutes etc. Working with all team members in the collection of information for performance reporting on relevant team projects. Acting as a point of contact for teams, dealing and responding effectively with complex queries from stakeholders and passing on relevant information to appropriate team members sensitively and autonomously. Supplying the relevant information required for financial management, supporting the Director of Nursing/Deputy Regional Chief Nurse, Head of Nursing and teams by checking and sending invoices for payment. Ordering stationery as required. Developing and maintaining effective electronic and paper filing systems to ensure that information is kept securely and is accessible to other members of the team.

The post holder will supporting the Deputy Director of Nursing/DIPC in developing an effective strategy and operational policies for promoting innovation across Cluster and Sector. Working closely with colleagues across the sector, ensuring coherent strategy and will: Support driving the strategy for supporting and ensuring alignment across the system. Drive reform and support organisational change and uptake of initiatives that support excellence. Provide subject matter expertise and leadership for infection prevention and control. Develop and communicate the vision for the role of innovation, and the development of strategy and operational policies to support this vision. Engage with key strategic regional and national policy makers to inform development of strategy and policies. Identify examples of national and international best practice and to ensure that NHS England benefits from relevant innovations in healthcare. Support development by developing the innovation infrastructure and capacity in organisations. Develop and champion new initiatives or projects as necessary. Work with providers and clinical experts to design new training products. Provide expertise of best practice methodologies regulatory requirements, policy imperatives, innovation and technological developments and stakeholders knowledge. Provide clinical advice into all Directorates within NHS England South West. Work with the Deputy Director of Nursing, to take day to day responsibility for key work streams that support the delivery of Domains 4 and 5 of the Outcomes Framework and across the wider Health and Social Care system. Support the development of assurance and monitoring of systems for quality, including Infection Prevention and Control. Jointly lead on the implementation of recommendations from national guidance relevant to the work programme of the team. Contribute to the work of System Quality Groups, influencing leading interventions in high-risk systems or with high-risk providers. Deliver corporate responsibilities and work collaboratively, as part of the clinical directorates within the region and at local level, to support the delivery of key objectives and strategic goals. Support the Deputy Director of Nursing, with communication strategies both internally and externally. Lead on all required engagement events. Establish appropriate key contacts and access appropriate networks. On Call This role may also include being part of an On Call Rota for NHS England. This may include being on call for 7 days, one week or part thereof, 24 hours per day. Bank holidays may be split into less days or specific days over those periods. Any person who is on call accepts the roles & responsibilities laid out in the NHS England On Call Guidance. Terms and conditions for remuneration for staff undertaking on-call activities are governed by Agenda for Change (AFC) and the ESM contract as appropriate.

The post holder will be responsible for the provision of comprehensive and efficient secretarial services across the Families Directorate. This will include the arrangement, organisation and minute taking of meetings in a timely and effective manner. The post holder will be Personal Assistant to two Heads of Service which will include diary management and correspondence. Part of the duties is to provide comprehensive cover across the wider directorate administration team as well as covering members of staff during absences. The post holder will also provide an administrative service to include dealing with correspondence, diary and document management for members of the Families Directorate. The post holder will act as an ambassador for the Directorate, exercising initiative in responding to requests for information or requiring action.
