To succeed, youll be a qualified accountant with significant senior post qualification experience gained within an NHS environment. With strong financial management experience; youll have excellent leadership skills and the ability to communicate effectively with a wide variety of internal and external stakeholders including clinicians, Board members and regulators. Youll be able to demonstrate a track record of delivering continuous improvement and the drive to deliver change improving patient services and experience. Alongside Assistant Director of Financial Services responsible for the production of the statutory annual accounts and returns requiring interpretation of NHS & International Accounting Standards, including the management of external and internal audits, maintaining positive professional relationships. Responsible for the leadership and management of the Financial Management Team including the development and appraisal of the teams, to ensure effective working relationships are engendered and monthly financial reporting and statutory financial accounts are completed to the framework set by the Director of Finance. PRINCIPLE DUTIES AND RESPONSIBILITIES Provide a high quality professional financial management advice to the board of directors, and the relevant governance and operational groups/ committees that report to the board so that financial performance within the trust can be monitored and controlled enabling targets to be achieved Provide financial expertise to Executive Directors, General Managers and Clinical Leaders recommending action to be taken to ensure achievement of value for money and financial balance. Challenge divisions in the delivery of financial balance ensuring efficiencies are delivered in terms of cash and productivity Apply expert knowledge to the production of the trusts 5-year financial plan incorporating the production of Monitors annual plan identifying all risks and making an assessment on the future achievement of financial target Apply expert knowledge to complete the production of monthly financial management information to feed into the trust reporting framework with internal reports taken to management board and the board of directors. Ensure external returns accurately reflect information presented to board of directors. This will involve co-ordinating and interpreting information from the Assistant Director of Finance Assistant Director of Finance Strategy, Head of Financial Services, Capital Accountant and Divisional Finance Managers in a timely and effective manner Responsible for the over arching financial appraisal of Trust developments and co-ordination of the financial aspects of the Trusts service delivery plans including business case production by the Divisions Ensure the development and continual improvement in the financial management of The Christie Charity ensuring best practice is followed regarding Charity Commission guidance, VAT legislation and value for money. This will include the continually improvement of the accounting system for The Charities commitments and the forecasting of income levels from donors. It will also require the development of bespoke, financial reporting Ensure effective financial management of Research & Development funds to ensure compliance with procedures laid down by the DOH and requirements for financial probity within the NHS. Provide leadership and guidance in specific areas of R&D financial management particularly where the use of research funds maybe contentious and there is a need to influence clinicians in the appropriate use of research funds. Ensure compliance with relevant accounting standards e.g. IFRS15 By working with divisional managers complete a robust assessment of all inflationary cost pressures and service targets delivery issues in readiness for the service agreement negotiations which are vital to securing the funds needed to provide services and achieve targets Ensure that the Head of Financial Services and Capital Accountant work together to deliver effective management of cash and working balances including cash flow forecasting Ensure the organisation follows best practice in relation to technical matters including VAT liaison and deliver value for money. Support the delivery of the statutory annual accounts through leadership of the Financial Management Team, working closely with the Assistant Director of Financial Services Ensure there is strong leadership and co-ordination of the production of the Trusts Annual Accounts and returns by interpreting Department of Health guidelines and recognised statutory accounting principles. Provide leadership to all finance staff, including those outside the post-holders immediate control with the Head of Financial Services to cascade expert knowledge of the final accounts process to all finance staff to enable a robust set of accounts to be produced. This includes the negotiating and agreeing of year end balances with NHS bodies Support the Deputy Director of Finance on all financial aspects in relation to joint venture LLP (The Christie Clinic LLP) In conjunction with the Assistant Director of Finance Costing and Efficiency lead the further development of the service line reporting (incorporating patient level costing) across the divisions. To enable the use of PLICS data to drive out costs and improve efficiency Responsible for the trust budget setting process ensuring that all relevant factors are incorporated including the delivery of all targets both financial and non financial. Establish and chair meetings with divisional leads and engage in negotiations during the overall process Responsible for prioritising own work and that of the Financial Management Team. To line manage the Heads of Financial Management including appraisals; training and development; sickness absence; disciplinary matters; recruitment and selection decisions; personal and career development and workload allocations Work with the Deputy Director of Finance to agree Personal Objectives, and a Personal Development Plan and keep up to date professionally through mandatory continuing professional development Manage the Trusts relationship with both external and internal auditors and Local Counter Fraud Officer, in order to meet statutory reporting deadlines and minimise risk Provide assurance that action plans are completed for all audit reports and reported via the Trust tracking report to the Audit and Risk committees. Ensure timely and appropriate staff responses are provided to audit and advise where necessary to meet strict reporting timescales. Respond to internal and external audits and resulting recommendations regarding issues around probity, financial control and value for money Together with the other direct reports deputise for the Deputy Director of Finance as and when required Develop the departments effectiveness in contributing to outstanding standards and performance in the Trusts overall financial management and use of resources Support the senior staff of the section in the overall management of the department to deliver key objectives. Provide direction and development opportunities for Senior Staff and their teams as appropriate and ensure that human resource management is carried out effectively To actively promote the Trusts Respect pledge
