This is a fantastic opportunity to join the Corporate Procurement and Contract Management Team at Bury Council. The Corporate Procurement and Contract Management Team provide advice, guidance and services relating to property related projects and premise management across the Council, including Children’s Services and public buildings.

With an extensive kno wledge of procurement legislation and best practice, you will develop and manage multi-million-pound procurement contracts, contract compliance strategy and cost control. You will also provide specialist procurement advice and support to officers with regard to high-value contracts. In addition, you will be provided with all the support you will need to develop both personally and professionally.

As a Procurement & Contracts Manager in our Corporate Procurement and Contract Management Team you will:

• Develop a procurement plan in relation to facilities management contracts ensuring that the most appropriate procurement method and form of contract are utilised.
• Be responsible for the procurement of multi-million-pound FM contracts, appointment, managing and monitoring of all contractors, providers and consultants relating to the FM Service.
• Market the contracts and services of FM and deliver presentations to officers, members and relevant third-party organisations as required.
• Implement and monitor appropriate performance indicators in relation to FM contracts applying advanced specialist knowledge, assist in devising and take the lead on implementing appropriate performance standards and measures for procurement activities within the Corporate Procurement and Contract Management Team.
• Provide expert knowledge, advice and guidance to departments to facilitate devolved procurement whilst ensuring compliance with the Corporate Procurement Strategy and the council’s stated aims and objectives.

What makes you our ideal Procurement & Contracts Manager?

• Full membership of Chartered Institute of Purchasing and Supplies (MCIPS) through examination route. Educated to Professional Diploma in Procurement and Supply or equivalent as a minimum.
• Working knowledge of corporate governance, financial, risk and environmental management and programme management principles and practice.
• Working knowledge of procurement legislative requirements.
• Ability to build strong trusting relationships with suppliers, clients, customers and colleagues.

• Warehouse admin, good in and sending back damages goods.
• Financial admin, including reconciliation of invoices.
• Sales admin, sales order processing, creating PO numbers, liaising with key customers and suppliers
• Purchasing admin, ordering stock, stock taking, chasing outstanding orders and updating customers.
• Office admin, answering incoming calls and all other ad hoc administration.

What you'll need to succeed
To succeed in this job you will need high energy, a positive attitude, bundles of self-motivation and have extensive and broad ranging administration experience. This job will require a confident communicator with strong IT skills, including Microsoft Office Suite and XERO. You will need a 'hands on' approach to your work and accept that no 2 days will be the same and that there will be changing priorities over the course of each day.

Job summary: Support the Head of Procurement to provide and manage a professional procurement service to the Trust and the community alliance, contributing to the development and achievement of the Trust plan. Job responsibilities: Support the Head of Procurement in monitoring and reviewing the Linen and Laundry services within the Trust. Line management responsibility for Buyers, Supplies Assistants and Ward Inventory Controllers in the Procurement Department and the works stores. Deputises in the absence of the Head of Procurement. Governance: Responsible for maintaining and monitoring compliance with the department Responsible for Health & Safety in the Procurement Department, carrying out all risk assessments and ensuring actions are completed in relation to the Procurement function in line with Trust policy. Assist in updating policies and procedures as appropriate on the introduction of new procurement techniques and procedures. Finance and Resources: Provision of advice in relation to corporate governance issues, Standing Financial Instructions (SFIs) and Standing Orders (SFOs), relating to procurement. Authorised signatory for the Procurement Department budget. Authority to approve expenditure from pay and non-pay budget. Support the Head of Procurement to deliver the budget within agreed target. Support and guide the professional and training development needs within the team. Responsible for ensuring that all Trust staff involved in the tendering process are fully aware of and adhere to the processes for procuring goods and services. Deliver training where required. Responsible for ensuring that all staff receive/attend specific mandatory and statutory training as required for the job. Leadership and management: To take full control and deputise in the absence of the Head of Procurement Ensures that risk assessments and the ensuing procedural guidance notes are adhered to, and other health and safety legislation is appropriately actioned in accordance with Trust Policies. Responsible for recruitment and selection of staff, performance appraisal, personal development plan; monitors and prioritises workload, performance and achievement of targets. Approve and monitor annual leave and sickness for direct reporting staff always ensuring adequate cover. Line manage members of staff directly reporting to Head of Procurement in the absence of the Head of Procurement. Monitor and report on high volume products and investigate Value for Money alternatives. Ensure that all product trials and evaluation sheets are completed, analysed, and signed off at the appropriate level.
