As a HUMAN RESOURCES SPECIALIST (INFORMATION SYSTEMS) Title 5 with the Texas National Guard, your duties will include, but will not be limited to:

• Performs actions to initiate system on-line and off-line operations and ascertain and document systems status. Provides technical assistance and guidance to staff and line managers, supervisor, the Human Resources Officer, functional chiefs, specialist staff, and clerical staff in the operation, maintenance and capabilities of human resource information system.
• Provides initial training to newly assigned HRO functional staff to familiarize them with operating remote terminals, coding and inputting transactions, and maintaining system security. • Ensures the integrity and upgrade of system hardware and communications required for continued operations through coordination and cooperation with responsible office, including local area network (LAN) operations. • Exercises technical responsibility for the management of the automated human resources (HR) information system and applies data systems skills and practical HR management expertise to effect smooth operation. Provides technical advice and guidance to Human Resources Officer (HRO), functional chiefs, other HR Specialists, and clerical staff in operation and maintenance and on capabilities available in DCPDS to assist them in their day-to-day decisions and to help them obtain maximum utilization of the automated system.

• Serves as primary representative for training issues related to information systems in HRO. • Manages the assigned IT/communications environment with privileged access at the network level for the Wing, Geographically Separated Units, and Tenants. Develops, recommends, and installs solutions and upgrades to ensure availability, integrity, efficiency, and reliability of all components of the assigned system. Provides Information Assurance systems support for all disciplines, ensuring the rigorous application of information security/information assurance policies, principles, and practices in the delivery of network services. Performs system audits to assess security parameters and performance of IA controls within the network environment.
• Serves as a focal point for ensuring functionality and operability of the assigned IT/data systems/functions, voice and wireless systems to support mission requirements of Wing, Geographically Separated Units, and Tenants. Optimizes the functionality and performance of hardware and software systems and ensures availability, integrity, efficiency, and reliability of system/functional resources while managing the communications focal point coordination and workload distribution duties. Analyzes, manages, and directs installation of any new hardware or software introduced into the environment to ensure its compatibility with existing architecture, its reliability, and functionality in relation to the organization's business requirements.

As a DEPUTY SURFACE MAINTENANCE MANAGER (Title 32) with the Texas National Guard, your duties will include, but will not be limited to:

• Manages, directs, coordinates, and oversees the ARNG State Surface Maintenance program. Determines goals and develop plans independently or jointly with higher management. Contributes significantly to the determination of resource needs, allocation of resources, and is accountable for their effective use. Makes or recommends organizational changes that have considerable impact, such as those involving basic structure, operating cost, and key positions. Considers a broad spectrum of factors when making decisions including such matters as employee relations, labor-management relations, and the effect on other organizations. Coordinates program efforts with other organizations or with National Guard Bureau personnel.
• Plans and schedules work and production to be accomplished by subordinates, sets and adjust short-term priorities. Assigns work in consideration of employee skills and mission requirements.
• Manages all aspects of the maintenance program, to include long- and short-range planning, maintenance training and proficiency, human resources direction, budgeting, etc. Formulates directives, serves on policy boards, serves on financial management committees, etc. Ensures compliance with National Maintenance Program (NMP) business procedures when scheduling and executing sustainment maintenance operations.

• Plans and establishes maintenance policies, programs, and procedures to assure effective support of DoD (Department of Defense) and training mission requirements. Confers with commanders and staff to establish and implement maintenance policies, programs, and procedures. Establishes goals, objectives, and requirements for surface maintenance related funds.
• Evaluates accomplishment of the surface maintenance program to ensure systems and programs are functioning properly; effective utilization and maintenance of equipment; and that projects are accomplished within established deadlines. Adjusts major scheduling of projects, as necessary, to meet changing requirements. Evaluates and ensures that results of equipment surveys and cost feasibility studies for additions or changes in the surface maintenance program are consistent with the latest technical developments and the needs of the state.
• Directs inspections of operating activities to determine the condition of required facilities, the effectiveness of maintenance activities in support of programs, and to ensure coordination between such activities. Analyzes maintenance activity inspection reports and directs corrective action when necessary.
• Directs and coordinates the correction of maintenance deficiencies affecting unit readiness. Analyzes maintenance production impacting equipment readiness. Responsible for authorizing the level of maintenance to be performed at Table of Distribution and Allowances (TDA) for maintenance activities. Serves as a member of appropriate Authorized Stock List (ASL) review board(s). Directs and controls activities related to materiel readiness, including the Maintenance Assistance and Instruction Team and Command Maintenance Evaluation Team programs, to ensure efficient operation of all facilities and organizations.
• Serves as program manager for surface maintenance funds. Develops the maintenance financial requirement portion of the logistics budget for submission to the Program, Budget and Accounting committee. Ensures funds are obligated in accordance with the state budget plan. Advises and directs others regarding surface maintenance related funds.
• Conducts staff conferences to outline priorities and collaborate on budget impacts caused by increased costs, changes in programs and facilities, mission/weapons system changes, and requirements for new facilities or facility remodeling, etc.

DUTIES (WG-10)

(1) Perform inspections, functional checks, and preventive maintenance on assigned aircraft to include pre-inspection, daily inspection, pre- and post-flight inspections and such special inspections as required, including fuel contamination checks, oil sampling, an inspection of onboard emergency equipment. Conducts checks on hydraulic, electrical, transmission, power systems, etc.

(2) Troubleshoots, diagnoses, and performs unscheduled maintenance on assigned and transient aircraft. Performs the full range of repair and testing of aircraft system, assemblies, and surfaces. Using a variety of methods involving test equipment, visual checks and instruments, diagnoses and identifies problem areas and determines the extent of repairs required. Removes components and assemblies, repairs or replaces defective parts and components and reassembles repaired items into the aircraft. Installs, aligns, and makes needed adjustments to major components and assemblies such as engines, propeller/rotors, transmissions, hydraulic systems, etc., assisting Specialists as required. Accomplishes adjustments to related systems which may be affected by repairs. Conducts ground functional tests of all aircraft systems. Services aircraft with oil, de-icing fluid, fuel, and hydraulic fluid. Launches and recovers assigned and transient aircraft; performs inspections prior ot takeoff. Inspects for conditions such as oil, fuel, and hydraulic leak, cut lines, tires and loose panels.

(3) May be required to perform such additional duties as fire fighting, aircraft crash/rescue, snow removal, etc.

DUTIES (WG-11)

(1) Performs Crew Chief duties with full maintenance responsibility forassigned aircraft. Number of aircraft to be assigned to an incumbent is predeterminedby taking into account such factors as the complexity, size, and maintenance requirementsof aircraft, the unit mission requirement to have Flight Mechanic orFlight Engineer on board during missions, etc. Diagnoses problems with all aircraftsystem and components, perform required repairs and accomplishes requiredpreventive maintenance. Serves as a point of contact for assigned aircraft, receivingwritten and verbal discrepancies from pilots and diagnosing problems. Documentsdeficiencies, malfunctions, and the repairs required to return aircraft toserviceable condition. Contacts Allied Shops personnel to perform specialist workin such areas as sheet metal, avionics, propeller-rotor, engine, etc., and overseesthe work performed. Assigns and directs the work of one or more subordinate air-craft mechanic(s) to include less than journeyman level.Accompanies pilot during flights to locate discrepancies that are not evidentduring ground operation. May perform duties as a crew member (Flight Mechanicor Flight Engineer) during assigned missions on aircraft with that requirement.

(2) Performs the full range of preventive maintenance, repair, and groundtesting of aircraft system, assemblies, and surfaces. (3) Plans and conducts a flight training program for drill status Crew chiefs to include maintenance instruction for assigned aircraft, the use of hand and arm signals used, ground handling of aircraft, use of ground equipment, aircraft loading, hoist operations, emergency procedures, etc. Performs dutiesas a Flight Mechanic/Flight Engineer Bas required to carryout the unitmission, and as such carries out pre-flight, inflight, and post flightduties.

(4) Performs other duties as assigned.
