Our team is responsible for creating a brand of new digital financial platforms and apps that are highly reliable and scalable using modern engineering practices. You will be joining a project which talented software engineers in our Digital Bank Build team who is responsible for designing, building, and maintaining the new digital banking platform and the customer channels. Monitoring and Evaluation (MEL) is crucial for the high-quality implementation of projects and the development and evidencing of our approaches. MEL facilitates data-driven decision-making by showing whether results are coming about as expected, and whether adjustments to project strategies, assumptions, and our approaches are needed. TRVC’s MEL approach is based on a set of quality criteria that support teams to use MEL throughout the project life cycle, from design to closure, to test project strategies, inform potential adjustments and learn what impact the project is having. In practice, MEL means constant analysis, reflection, and improvement of our work – enabling successful tailoring of approaches to local problems and contexts and full transparency for our donors and partners. TRVC already designed a full set of Program logics, MEL and Result Framework for its 5 years implementation.

Under the overall leadership of the Team Leader, the MEL Assistant will be responsible for the following activities:

• Support MEL officers in implementing established MEL frameworks and data collection to ensure data sufficiency and compliance with donor and SNV standards.
• Collaborate with project staff and government partners to conduct MEL activities in compliance with planning, monitoring, and quality assurance standards.
• Assist the MEL team with periodic field monitoring to track project progress and collect, process, and analyse data on results, targets, milestones, performance, and changes throughout the project lifecycle.
• Assist in data audits, aggregation, and analysis of relevant data to produce MEL reports for periodic monitoring, review, and evaluation of project activities.
• Support MEL Officers in updating project records (results and milestones) following TRVC’s Work Plan and Deliverables.
• Support the involvement of primary stakeholders in the MEL process to ensure comprehensive data collection and reporting.
• Contribute to project learning and reflection
• Other tasks as required.

Job Purpose    : To safeguard assets of the company by effectively managing the daily Accounts Receivable operations and assisting in the Credit Management operations thus improving cashflow and liquidity.

KEY RESPONSIBILITIES/ NHIỆM VỤ CHÍNH

1. In charge of issuance VAT invoice, send SOA, including scanning & labelling of receipts and other supporting documents.
2. Monitoring of HAN-AR mailbox for AR follow up, OCL, Update A/R Log with detailed collection notes listing actions on each invoice and timely follow-up. Build key relationships with clients and internal staff to more effectively to resolve issues and collect payment on invoices quickly. Proactively identify problem accounts and follow up queries via email/telephone to effectively resolve issues through building key relationships with Customers and Internal Staff.
3. Weekly update detailed collection notes listing actions on every past-due invoice in the ARCM system (Accounts Receivable Collection Management). Produce Exception Reports for the Weekly AR Meeting per company AR Goals (Aging Analysis, No Bad Debt, 100% Collection within Terms, No OCL (Over Credit Limit)) and maintain meeting minutes.
4. Record receipts in exp.o Accounting system (Internal system) and allocate per the remittance advice, ensuring no receipts are left unallocated at month end and provide support to the Banking/Treasury team for unidentified receipts.
5. Prepare the bad debt calculation (Trade AR Allowance) and the bad debt roll forward schedule for the monthly P&L.
6. Assist Controller with Credit tasks in line with the Global Credit Policy (maintain Customer payment terms, company rating & risk rating; evidence in e.doc Global Lookup the establishment and approval of credit in the BCR system (Branch Credit Request) and performance of annual credit reviews).
7. Assist in Internal Control Evaluations and Internal/External Audits by preparing required information/documentation.
8. Support Accounting Department with miscellaneous projects and assignments. Promote compliance in diligently following all company policies and regulations and performing the task at hand with outstanding integrity and pride.

JOB PURPOSE

Under the management of the SNV Project Manager, the Project Assistant will be based in Hanoi office and provide administrative and logistical support to project implementation and preparation.

RESPONSIBILITIES:

• Provide overall project support to the Project Manager and team to ensure the project inception phase operate smoothly and effectively.
• Provision of administrative support e.g. drafting of letters to request official approvals for project activities, events, surveys etc.
• Preparation of detailed cost-estimates and budgets for project activities
• Organise travel and logistics for project events, missions, visitors, workshops/meetings etc.
• Provide English-Vietnamese interpretation/translation support as/if needed from time to time
• Identification, selection and management of service providers and suppliers (working with SNV Viet Nam’s Procurement Officer)
• Support in preparation, consolidation and management of contracts, partner contracts (in collaboration with advisors), program/ project documentation and correspondence.
• Together with advisors-in charge, follow-up on partner contracts and contract implementation, financial advances, reporting and clearance.
• Book-keeping and basic accounting (collection and compilation of receipts, evidence/records of expenditures, and settlement of payments, basic reporting on project expenses working with SNV Viet Nam’s Admin & Finance Officers)
• Provide projects with M&E support in line with the M&E plan assigned by the project manager and M&E advisor. Tasks include regular field monitoring to track progress, and collect data on results, targets, milestones, performance and changes in the lifetime of the projects; supporting the M&E adviser to enter and update data.
• Manage the filing storage (hard and soft copies), including consolidating and uploading project agendas, plans and reports to the appropriate SNV shared drives.
• Other appropriate supporting tasks assigned by the Project Manager.

In the Mekong Delta of Vietnam, SNV Vietnam is implementing the project Transforming the Rice Value Chain (TRVC) for Climate Resilient and Sustainable Development (TRVC) in An Giang, Dong Thap, and Kien Giang provinces. The project aims to use a results-based financing mechanism to incentivize private enterprises in the rice value chain (RVC) to invest in scaling sustainable rice production among smallholder farmers (SHFs) and marketing domestically and internationally in the most rice intensive production provinces over five years (2022 2027). It is built on three core strategic objectives, namely (1) improving climate resilience, (2) optimizing rice value chain linkages, and (3) developing carbon markets. The TRVC project aims to build on the successes of the AgResults Vietnam Emission Reduction Challenges Project (AVERP), which piloted the results-based prize incentive model in the Thai Binh province to attract a diverse pool of private sector actors to implement improved rice farming practices.

We are seeking for highly qualified candidate for the post Program Assistant to support the implementation of project.

Under the leadership of the Team Leader, the incumbent will provide the following roles and support to entire implementation of the project.

• Provide overall administrative and logistical support to the Team Leader and the programme team to ensure the projects operate smoothly and effectively.
• Support in preparation, consolidation and management of contracts, partner contracts (in collaboration with advisors), program/ project documentation and correspondence.
• Together with advisors-in charge, follow-up on partner contracts and contract implementation, financial advances, reporting and clearance.
• Record financial transactions of TRVC program as SNV’s regulations.
• Prepare and check monthly, quarterly and annual program financial accounts.
• Reconcile bank balances and manage liquidity levels of the program.

• Make travel and logistics arrangement for organizing project events, missions, visitors, workshops/meetings etc.
• Provide interpretation/translation in case of need.

Responsibilities

Under the leadership of the Procurement Manager, the incumbent will provide the following roles and support to entire implementation of the procurement:

• Support the Procurement Manager to ensure smooth operation of the  Procurement Division.
• Perform vendor/consultant research and selection to enhance value for money performance, reducing operating cost and boosting efficiency.
• Maintain cordial working relationships with vendors/consultants and supervise their activities, monitor their performance, and renegotiate contracts.
• Conduct procurement of goods, services, and consultancies in line with SNV and donor policies and procedures, advise on procurement decision steps with regard to vendors, consultants and partners for all project and non-project costs.
• Manage purchase orders, oversee deliverable schedules, and maintain purchase records to identify discrepancies and perform post-event clearance documentations.
• Conduct ongoing market research to identify beneficial purchase agreements and potential vendors.
• Maintain event update, vendor roster database, and track vendor usage, quality, and responsiveness.
• Maintain and mange procurement documentation in both hard and soft files in the system according to the policies.
• Perform other duties as assigned by the manager to contribute to the team performance.
