RPS is looking for a Senior Consultant (Built Heritage) to join us in delivering a diverse range of projects across the UK. We can offer you hybrid working arrangements based in either London, Abingdon, Gloucester, Newark, or Edinburgh. You will join an established team where you can develop your skills and experience preparing Built Heritage Assessments and providing consultancy advice.

About The Opportunity:

You will work both individually and as a member of diverse teams to deliver multiple projects simultaneously to agreed timeframes. What you will be doing

You will primarily assist the Built Heritage Directors to complete ongoing projects. Your work will include:

· Historic research

· Analysis of historic buildings and areas

· Advice on repairs and alterations to listed buildings and other heritage assets

· Preparation of Heritage Statements and input into the EIA process

· Preparation of Conservation Management Plans and Strategies

· Liaison with clients, local planning authorities and relevant stakeholders

About You:

· You will be positively disposed to influencing development so that schemes are tailored where possible to enhance the historic environment

· Commercially aware - with a pragmatic attitude to finding solutions to client problems.

· Technically experienced – with experience of having written Conservation Area appraisals, Statements of Significance, applications for Listed Building Consents and input into Environmental Impact Assessments.

· Confident to engage with key stakeholders to actively assist our clients to deliver much needed residential, distribution and renewables schemes

· Outstanding verbal and written communication techniques

· A relevant degree or masters degree in the conservation of historic buildings and places

· Hold or be working towards Associate Membership of the IHBC

· Good knowledge of the English planning system

· You will hold a clean driving license

What you’ll be doing

You’ll be working within a multi-disciplinary environment with the opportunity to be part of a highly regarded environmental planning team. You’ll partner with the wider RPS Health Impact Assessment, sustainability, climate change, planning, landscape, ecology, heritage and transport teams. You’ll manage a range of EIA projects within a consultancy environment and provide advice on EIA Regulations and screen, scope and produce Environmental Statements.

A typical week could include:

· Working as a primary point of client contact on some of the leading EIA projects in the UK

· Drafting reports, including project descriptions, non-technical summaries, scoping report and bid documents

· Sign off of ES documents in preparation for client or legal review

· Provision of advice regarding all aspects of EIA, including client and legal queries

· Working with our digital and design teams to take a leading in further developing our capacity in digital EIA

· Working to mentor junior or new members of the team

· Preparation of bid/tender documents with our bid team, as required

· Opportunities to work across a range of sectors

Who we’re looking for

You’ll have excellent report writing and review skills, be able to work collaboratively and have the ability to work with clients legal teams and other consultancies. A good eye for detail is essential as is strong problem-solving skills, helping to address client concerns and ‘make complex easy’. We’d like you to have:

· A first degree in a relevant environmental subject and ideally an MSc in a relevant topic e.g. Environmental Impact Assessment, Environmental Management or similar

· Experience of working in a consultancy environment, including experience of managing EIA projects (essential)

· Detailed knowledge of the EIA process (essential)

· An eye for detail (essential)

· Previous digital EIA experience or relevant skills (desirable)

· Experience in working on NSIPs/DCO projects (desirable)

Who we are looking for

· Experience of conducting LVIAs for a range of project scales. Knowledge of, and experience working on, projects in the renewable energy sector would be an advantage

· Trained in AutoCAD and desktop publishing software

· Be able to work as part of a multi-disciplinary team and under your own initiative to targets

· Willingness to travel for project work

Experience of, and contributing to, the DCO (Development Consent Order) process would be an advantage. Similarly, experience of, or willingness to be involved in, providing evidence at Public Inquiry.

Co-ordination with other discipline leads for geotechnical and structural design strands to assist in the provision of RPS’ core multi-disciplinary design service covering site investigation, geotechnical assessment of turbine foundations, material reusability, turbine foundation design, bridge design, control building design and construction monitoring and quality assurance
Management of appropriate multi-disciplinary engineering design projects or design packages and be the client key point of contact
From design concept to detailed stage actively manage health, safety and environmental hazards. Work with the project team, contractor or developer clients to continually develop own knowledge of project life cycle hazards, risk and mitigation. Effectively communicate residual risk and record significant decisions;
Implement project management framework procedures and have experience of underlying HSQE principles, statutory requirements and guidance
Experience

Relevant postgraduate experience working within a consulting engineering practice or other equivalent organisational structure
Previous experience as a member or leader of a design team delivering civil infrastructure design packages and assisting the co-ordination of multi-discipline civil infrastructure design for contractor and developer clients
Experience of onshore wind, the land-based works for offshore wind, renewable energy and infrastructure projects
Demonstrated knowledge of environmental / engineering design procedures and construction processes within chosen field of expertise
Understanding of work winning principles and client relationship management
Knowledge and competence in the use of Auto Cad and other relevant software packages.
Technical Attributes:

Civil infrastructure design experience relating to own area of expertise and / or the team’s core duties and responsibilities
Developing project management and multi-disciplinary co-ordination capability
Creation of / leading the production of engineering drawings using AutoCAD software
Modelling or leading the analysis of linear type construction using Civils 3D modelling software and geometrical design

We are currently recruiting for Senior Early Years Intervention Officers as part of the Early Learning and Childcare Expansion as funded by the Scottish Government.

Candidates will have a Social Work qualification recognised by the Scottish Social Services Council (SSSC) and be registered, or eligible to register, with the SSSC. In addition, they will be trained in and have extensive experience of using risk assessment tools and leading risk management processes.

This post is regulated work with children and/or protected adults under the Protection of Vulnerable Groups (Scotland) Act 2007. The preferred candidate will be required to join the PVG Scheme or undergo a PVG Scheme update check. Everything we do at the Scottish Funding Council (SFC) aims to create the right environment for colleges and universities to thrive. Due to growth in the department and a recent promotion, we are delighted to advertise both full time and part time positions available within the team.

We are seeking a Senior Financial Analyst to work individually and as part of the Governance, Infrastructure and Sustainabilty team (GIST), to carry out effective review and analysis of the financial health and governance of an allocated portfolio of institutions. To provide advice and support on financial, governance and wider policy matters to the sectors, Scottish Government and other internal and external stakeholders.

Key Responsibilities

1. Effectively manage workload arising from an allocated portfolio of institutions and designated lead specialism(s).

2. Undertake effective review and analysis of financial health for an allocated portfolio of institutions in full compliance with professional accountancy principles and practices (Statement of Recommended Practice etc.), SFC policy and strategy, and Scottish Government financial guidance (e.g. the Scottish Public Finance Manual). This includes, as necessary, seeking expert external advice from specialists – e.g. legal advisors – to help inform recommendations and proposed actions.

3.Draft concise and impactful reports and provide any other appropriate information in a timely manner to the Executive Team, SFC Board, Council and its committees, on the financial health and governance of an allocated portfolio of institutions. This is to inform SFC operations and ensure that the Council and key stakeholders are aware of the developing landscape of the sectors, including any specific concerns.

4. Provide authoritative financial and governance advice to SFC, the sectors, and the Scottish Government . Share and promote good practice, for example, in relation to: college severance guidance; disposals of assets which have been paid for with money from the taxpayer; adherence to FE/HE governance codes; and the interpretation of government accounting and budgetary guidance.

5. Through developing a business partnering approach, build strong relationships with institutions and support them in their effective financial management, long-term financial planning, budgeting and forecasting. This also includes:

- supporting and challenging institutions’ financial business cases and investment appraisals.

- working with SFC colleagues (particularly the Access, Learning & Outcomes team) to support institutions in finding solutions to complex business issues.

- deepening our capacity for explanation and analysis to enhance our understanding of institutions and options available for the future.

6. Keep up to date on changes in technical accounting developments covering UK accounting as well as auditing standards and governance codes; also represent SFC in technical accounting meetings with institutions, other UK funding bodies, auditors and other key stakeholders.

7. Represent SFC in negotiations and discussions with external bodies on matters concerning sector financial health and governance, in relation to the allocated portfolio of institutions.

Skills, Knowledge and Expertise

It is important through your CV / Cover Letter that you give evidence of proven experience of each of the following essential criteria:

Essential:
Fully qualified accountant (CCBA, ACCA or ICAS).
Good understanding of business analysis, planning, budgeting, audit and financial and non-financial control issues.
Understanding of the Scottish and UK Government budgeting and accounting requirements and guidance.
Understanding of technical accounting issues, with up-to-date knowledge of UK accounting and auditing standards and governance codes.
Strong analytical and problem-solving skills - ability to analyse, interpret and communicate complex financial and governance issues to those with a non-financial background.
Effective oral and written communication skills.
Diligent and organised to manage self and to contribute to the work of team to meet changing organisational priorities.
Excellent people skills and track record in forming and maintaining effective working relationships with staff across a wide range of stakeholders including education institutions and government bodies.
Excellent numeracy skills.
Able to establish and maintain good relationships with networks of key contacts both internally and externally.
Proficient in desk-top software packages particularly Advanced Excel skills.
Desirable:
Understanding of current governance, leadership and management (including financial management) and other relevant issues in further and higher education.
Experience in, and management of, business analysis, finance, and financial and management systems.
Sufficient post qualification experience to demonstrate the necessary level of understanding and professional judgement required for the role
Good understanding of operational practices in finance departments.
Understanding of Government budgeting and accounting requirements and guidance.
Comprehensive understanding of public sector and the role of an NDPB.
