INFORMATION ABOUT THE DEPARTMENT This is a 12-month fixed-term post for a Senior Clinical Fellow working within the Upper Gastrointestinal Surgery Department based at St Jamess University Hospital. The unit is a tertiary centre for referrals for oesophago-gastric cancer surgery as well as providing upper gastrointestinal and bariatric surgery services to Leeds. This post will be suitable for a trainee who is taking or who has just taken the UK CCST exams or international equivalent and will be for 12 months. Previous experience in Upper GI surgery is essential. Given the tertiary nature of much of the unit's work, a post-CCT or an experienced senior surgical trainee are likely to get the most benefit from the Fellowship. The unit comprises six surgeons. All six surgeons undertake oesophago-gastric cancer resections, bariatric surgery, anti-reflux surgery and general surgery (e.g laparoscopic cholecystectomy and hernia surgery). There is training in laparoscopic and open oesophagectomy and gastrectomy and a robotic program started in 2022. Cancer training is supplemented by broad training in Upper Gastrointestinal Surgery including bariatrics, anti-reflux and hiatal surgery. There is a JAG accredited endoscopy unit and training can be provided to the candidate depending on their level of experience and interests. MEDICAL STAFF IN THE DEPARTMENT The post-holder along with 2 other Speciality registrars will have access to 4.5 full day operating sessions per week in main theatre and day surgery lists, specialist multidisciplinary meetings, outpatient clinics and endoscopy lists. This post will be allocated to the Department of Upper Gastrointestinal and Minimally Invasive Surgery led by 5 Consultants. The unit has expertise in the management of oesophagogastric cancer, complex benign upper GI disease, minimally invasive surgery and obesity surgery.

- Advise and support Managers and Supervisors to discharge their responsibilities for the SHES of employees and others to whom they have a duty as defined by Legislation and Company Procedures.

The following are the duties of this position at the full working level.

Operational Oversight of IRS Facilities' Physical Security: Manages a full range of security deliverables for assigned facilities including maintaining and tracking equipment, equipment inspections, repairs, and operating statuses; independently conducting recurring and special security assessments including Facility Security Level (FSL) Risk Assessment and Addendums following Federal Protective Service (FPS) and Interagency Security Committee (ISC) requirements for assigned facilities, reporting on recurring assessments, and implementing corrective actions when required; responding to a broad range of requests from executives, managers, and employees from all IRS business areas regarding such matters as resolving discrepancies in building accesses and overseeing responses by others to routine service requests. At this level, responsibilities typically include multiple assigned facilities with varying levels of complexity including FSL IV and/or V facilities. Reviews Situational Awareness Management Center (SAMC) incidents reports to ensure the appropriate security countermeasures have been implemented to safeguard buildings, property, and IRS personnel. Duties also include conducting annual and/or periodic contract assessments and physical equipment inventories.

Credentialing and Access Management Oversight: Oversees verification of Personal Identification Verification (PIV) cards and ensures cards are programmed with correct facility access and that employee security files contain necessary documentation to support the issuance of the card with such authorizations. May oversee the Separating Employee Clearances (SEC) program, ensuring that IRS property is properly accounted for and returned. Ensures POD access for contractors is based on a policy requirements and access that expires on the ending date of the current contract on which they are employed, ensuring logical access is removed timely and the access card is retrieved. Coordinates with FMSS HQ Access and ID Management to ensure all credentialing and access processes being used in supported facilities are current and accurate.

Project Management: Specialist is responsible for security system design and scope of work (SOW) creation that includes designing, procuring, and managing the installation of physical security countermeasures that are appropriate and that are installed in a manner that complies with all guiding directives. Projects often include high-dollar or state-of-the-art systems. Estimates and verifies the amount of funding required for the completed installation of security countermeasures, attends all project related meetings. Provides security expertise to vendors, customers, and lower graded employees. Administers security equipment manufacturers warranties and maintenance contracts and the associated budgets. Contributes to budget projection process for acquiring and maintaining both national and locally procured maintenance contracts. Implements the budget for security section projects and provides input and guidance on budgetary requirements.

Emergency Preparedness and Planning: Personally prepares and/or assists security chiefs or lower graded employees in the preparation of Occupant Emergency Plans (OEP). Conducts Emergency Evacuation (EED) and Shelter-in-Place (SIP) briefs and drills, as well as Active shooter/active threat training for assigned PODs. Conducts emergency management procedures as they relate to physical security involvement of incident management during an emergency, to include Continuity of Operations (COOP) events. Performs first responder coordination for incident management, and other critical operations as it relates to emergency planning for their assigned POD locations. Provides an appropriate response to emergencies and significant incidents, ensuring significant events are reported to appropriate authorities.

The Senior Social Worker serves as the Women's Health Senior Social Worker functions at an independent level that is supportive and contributes to the overall functioning of the Women Veterans Program and Women Veteran's Program Manager. Duties include but are not limited to:

• Technical responsibility for successful structural engineering design delivery including ensuring all necessary technical governance is undertaken.

• Chartered Civil / Structural Engineer or approaching Chartership
• Knowledge of construction implementation with proven site experience.
• Proven track record in delivering technically excellent design projects on time and to budget.

We are seeking Senior Java Developers with substantial experience in lead Java roles. As a Senior Software Engineer, you will be a skilled practitioner and role model in software craftsmanship, responsible for ensuring adherence to best practices across the department and guiding teams in delivering high-quality software products.

You will collaborate with Architecture and Engineering teams in designing software products that support citizen services, with a strong focus on operational stability, robustness, resilience, availability, and quality. Ultimately, you will be accountable for the code produced by your teams.

We are looking for candidates skilled in backend and cloud-based software development, database management, API and microservices architecture, secure coding practices, and team collaboration.

Key accountabilities:

Design and lead the strategies for building reusable libraries and services
Own the development of medium-long term strategies for product lines and the Software Engineering Community
Identify and support the resolution of infrastructure faults
Provide 3rd line support on products developed, including out of hours support as and when required
Lead multiple Software Engineering teams providing technical leadership and guidance
Including coaching and mentoring your team and their professional development
Contribute and set strategic direction for product team and the wider Software Engineering community
Lead the collaboration & sharing of knowledge and good practice with the wider software engineering community

Programming and Development


Languages: Proficient in Java
Frameworks: Experienced with Spring (Spring Boot, Security, Batch)
Development Practices: Familiar with Continuous Integration/Continuous Delivery (CI/CD), Test-Driven Development (TDD), and Behaviour-Driven Development (BDD) using tools like J-Unit, Jasmine, and Cucumber.
Microservices & API: Skilled in microservices architecture, RESTful API design, and open standards (Swagger, OpenAPI).


Database Management and Tuning


Databases: Proficient in SQL, PostgreSQL, MySQL, MongoDB, Cassandra
Database Skills: Experience with SQL tuning, kernel tuning, partitions, and meeting Recovery Point/Time Objectives (RPO/RTO).
Advanced Database Management: Knowledgeable in database builds (L2/L3), patching, upgrades, and managing high-availability systems like EDB failover manager.


Cloud and Containerisation


Cloud: Capable of developing, building, and testing interfaces in cloud environments.
Containerisation: Skilled in Docker and Kubernetes for deployment.


Operating Systems and Version Control


OS: Proficient in Linux (RHEL), Bash scripting, system security, and patching.
Version Control: Experienced with Git for code versioning.


Security and Resilience


Application Security: Knowledgeable in OWASP Top Ten security risks, including Denial of Service, SQL Injection, and Cross-Site Request Forgery (CSRF).
High Availability: Experience with fault tolerance and failover management in production environments.


Collaboration and Documentation


Collaboration Tools: Skilled in using Jira, Confluence, and Slack for project management and team communication.


Networking and Transport Mechanisms


RPC and Transport Protocols: Knowledgeable in Remote Procedure Call (RPC) concepts and various transport mechanisms (HTTP, shared memory).

The following are the duties of this position at the full working level.

• Assists managers to develop and execute the operational plan for effective resource deployment across teams; serves as a confidential employee to the manager in monitoring and addressing sensitive and confidential matters including Congressional, statute cases, Treasury Inspector General Tax Administration (TIGTA) referrals, unauthorized access (UNAX), employee tax issues; performance issues, and proposed personnel actions including disciplinary measures; has significant involvement in formulating and effectuating the organization's policies and procedures, including managerial recommendations and dispositions on contractual negotiations, grievances, and related labor management activities; and as necessary determines corrective actions addressing processes and personnel; obtains performance feedback and assesses the performance of team managers and employees; provides evaluative input through appropriate management chain; ensures that taxpayers' rights are upheld and the application of tax law is both consistent and proper.
• Analyzes and evaluates the efficiency and effectiveness of the organization's processing of programs, operations, and accomplishments area-wide/nationwide, apprising the manager of critical items. Provides direction and guidance for program continuity, transition, policy formulation and implementation. Identifies procedural and systemic problems and provides evaluative comments to the manager addressing the performance of the operation's systems, policies, processes and personnel.
• Serves as a resource person for the front-line managers and tax examiners, working various types of cases and priority listings. Resolves the most complex issues/inquiries, citing applicable tax laws when necessary, and determining the methods, techniques or customer actions used/needed to resolve the most challenging and sensitive matters. Communicates these issues/inquiries to those with vested interest to further educate/train tax examiners. Extends/shares information with all site/operation employees on issues that impact case processing. Instructs classes for internal and external customers on all issues, especially in the area of functionally specific programs and procedures. As necessary and on an interim basis, may act for the Manager.
• Serves as a liaison with Appeals, Headquarters, Operation work groups, mid-level management, and site/campus employees. When appropriate coordinates with other operating divisions.
• Reviews and analyzes reports (e.g., Quality Measurement System, Centralized Inventory System, etc) that relate to the division/operation's work-units, employee surveys, customer comments and feedback and other relevant data to develop recommendations and implement improvements. Provides leadership for assigned program areas and as a senior management representative, works in partnership with NTEU to enhance the organization's business results, customer satisfaction, and employee satisfaction.

This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
