About us
Digital, Data and Technology Team, or DDaT as it's also known is led by Steven Fry, Director of Digital and Customer Services - Steve has been voted one of the top 100 Chief Information Officers (CIO) within the UK. The DDaT function has won numerous awards over the past five years, including Digital Leaders 'Digital Council Of the Year' and 'Overall Digital Leaders 100 Winners' in 2019 and 2023. We have also won awards for having the 'Best Digital Pandemic Response in the UK' and more recently the 'Best Digital Public Service Innovation Of The Year'.
Our team enables and supports all parts of the council as well as partner organisations. We also work regionally with the Greater Manchester Combined Authority (GMCA) and nationally with the Local Government Association (LGA) and other central government bodies.
We leverage the power of digital and data to make the council more efficient and sustainable, with less duplication and waste. We are at the forefront of integrating digital processes and systems empowering all our staff with access, knowledge and opportunity, no matter where they work.
DDaT's portfolio ranges from data analysis and insight to monitoring cyber security and protecting our digital assets, and from leading the development of software and modernisation to providing project management expertise, all whilst ensuring digital inclusion is at the forefront.
We also do a lot more that is unseen by our customers. We make sure the city has digital connectivity, your devices work seamlessly and we enable our remote working methodology to align with MyWork principles.
About the Role
The Project
The current MyCity Directory is an online environment providing Salford citizens with a centralised point of access to local area service providers and related events.
The directory is categorised to deliver information on Services and Groups, Childcare, the Local Offer (services for children and young people with special educational needs and/or disabilities and their parents/carers), and Adult Care and Support.
The directory aims to deliver a comprehensive and up-to-date environment for the promotion and listing of services and event-based activities available to Salford citizens alongside appropriate static information and external links to important resources, information and national services.
As well as delivering on the local authority’s statutory requirements the directory is a vital source of information and advice, bringing together several local government service provision departments. It is therefore itself a service of high strategic value and importance in supporting the work of service providers, front-line officers and in improving overall access to service provision.
The Problem
The current directory is unable to support the council’s roadmap for digital transformation and customer engagement.
The current directory does not have the infrastructure needed to support the development of the customer’s digital experience in finding appropriate service information, nor the infrastructure to embed that experience into other operations associated with streamlining the creation and use of a single digital identity.
As a result, the following are increasingly subject to a deteriorating quality of service:
- Accessibility of information
- Quality of signposting and referral pathways
- User search experience and relevance of offer
- Efficiencies in internal and external data sharing
- Quantity and quality of service provider information
- User data capture, analysis of service provision and feedback
The Solution
The proposal for the Community Platform is to use a microservices approach, rather than a monolithic approach.
The microservices approach separates the services that build up a webapp into their individual components. This allows for the services to be designed, built, tested and implemented individually and allows for individual services to be updated, redesigned or even to fail without causing the whole of the webapp to be affected.
The platform will be a dynamic, centralised information environment with web-services, advanced user functionality and applied intelligence that enhances the user’s experience and increases the accessibility and capacity of local area services.
The solution must be:
- A bespoke platform that delivers ongoing user and data development for Salford City Council, partners and stakeholders.
- An accurate, up-to-date information environment with a suite of tools for improving, monitoring and maintaining the quality of the user’s experience.
- Responsive to the needs of users, to establish more personalised and effective pathways for advice, referrals, bookings & transactions.
- The structure on which data sharing, analysis and intelligence capacity can be built and an evolving statement on accessibility and equality of opportunity.
