The Registered Nurse (RN) Risk Manager is responsible to provide administrative functions of his/her assigned program. Incumbent functions as an administrator, educator and consultant utilizing the practice of an executive in nature, comprised of complex leadership and administrative components, associated with critical health care issues and activities that influence the organizational mission, health care, and policy. Incumbent establishes and maintains effective relationships with all levels of medical center personnel and relates effectively with customers, families, and the community as well as program and service leaders at the local and network levels. The Risk Manager role is characterized by substantial and continuous responsibility and accountability for population groups and/or an integrated Risk Management Program which crosses service and/or discipline lines and influences organizational mission and health care. The Risk Manager is responsible for the documented outcomes at the program, service, and facility level. Incumbent functions as an administrator, educator, and consultant utilizing management theory in collaboration with executive leadership and all medical center services. The Risk Manager must establish and maintain effective relationships with all levels of medical center personnel and relate effectively with customers, families, and the community as well as program and service leaders at the local and network levels. Independently conducts group guidance sessions of a varying nature. This counseling deals with institutional adjustment, U.S. Parole commission, release planning, and interpersonal communications, individual counseling sessions varying in methods and intensity relevant to the individual's problems. They may focus on helping the individual offender understand and live within the complex family circumstances and assist him in developing new adjustment techniques. The Case Manager helps the offender view problems objectively and to deal with them realistically. Routinely deals with community resources to secure information and develop release plans. Prepare special progress reports for such consideration as parole, transfer, restoration of forfeited good time, and makes appropriate recommendations. Corresponds with attorneys, judges, probation and parole officers and other professionals regarding the inmate's case.

Prepares diagnostic studies, responsible for collecting, interpreting and evaluating factual information reflecting developmental and circumstantial factors for the assigned caseload of inmates. Acts in a liaison capacity with other units and institutional employees on matters concerning inmate behavior. Serves as the primary liaison with the U.S. Parole Commission in reporting the inmate's program progress, readiness or lack of readiness for release, and resources in the community relevant to the desirability of his release. Actively develops program planning by presenting cases to the Unit Team and coordinating case management services with other correctional disciplines.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

• Assists with developing, coordinating and administering a wide range of fairly typical, conventional and basic reoccurring and nonrecurring aquatic and recreational programs.
• Assists in coordinating and administering aquatic training/ recertification curriculum to include lifeguarding, lifeguard instructor, and other safety and recreational training.
• Assists Aquatics/ Wellness Program Manager with publicizing aquatic events.
• Assists with the development and update of the Standard Operating Procedures for the aquatic facilities, programs and enforces policies.
• Assists with the arrangement of equipment, supplies and services needed to accomplish assigned functions, under the direction of the Aquatics/ Wellness Program Manager.
• Assists with new employee required orientation, training/on-the-job training in order to meet all department needs.

Responsible for the total administration of the unit as well as the planning, development and implementation of individual programs tailored to meet the particular needs of inmates in the unit.

Responsible for supervising a staff which consists of correctional treatment specialists, correctional counselors, and unit secretaries.

Responsible for the quality control of entering accurate Financial Responsibility Program data, all progress reports, transfer recommendations, correspondence with probation officers, attorneys, judges, and others.

Responsible for the completion of all requirements in regard to Victim/Witness Protection notification and Central Inmate Monitoring packets, as well as observation cases under a variety of sentencing and pre-sentence/pre-trial statutes, with appropriate recommendations to the Bureau and the courts.

• Provides overall supervision of the aquatic programs, including the daily operation and supervision of the recreational programs, personnel, and classes at aquatic facilities.
• Responsible for planning and administering a wide range of aquatic activities, including special events, clinics, intramural aquatic swim meets and other safety, fitness and recreation certification and educational programming.
• Plans and establishes an aquatic certification curriculum to include lifeguarding, lifeguard instructor, water safety instructor, water fitness instructor, and swim lessons.
• Responsible for Appropriated Fund and Non-Appropriated Fund budget for assigned facilities and programs, as well as for purchasing materials, equipment, and program supplies. Coordinates with the MWR marketing department to publicize aquatic events.
• Develops and updates Standard Operating Procedures for aquatic facilities, programs and enforces policies. Plans and executes data collection for the Department of Defense and Department of Army MWR standard reports.
• Establishes and executes processes to evaluate the effectiveness of the aquatic programs. Performs other duties as assigned.

The Nurse Manager provides organizational performance improvement oversight to ensure positive patient outcomes, and staff and patient satisfaction. The Nurse Manager is accountable for applicable accreditation standards for the medical center. The Nurse Manager:
1. Provides leadership application of the nursing process to client care, organizational processes /systems, by improving outcomes at the program / service level.
2. Initiates interdisciplinary projects to improve organizational performance.
3. Uses professional standards of care and practice to evaluate programs and / or service activities.
4. Implements an educational plan to meet changing programs or service needs for self and others. Maintains knowledge of current techniques, trends and professional issues.
5. Coaches colleagues in team building. Makes sustained contributions to healthcare by sharing expertise internally and / or externally.
6. Provides leadership in identifying and addressing ethical issues that impact client and staff, including initiating and participating in ethics consultations.

9. Manages program resources (financial, human, material or informational) to facilitate safe, effective and efficient care.
