Head of Capital and Life cycle Projects
Norfolk and Norwich University Hospital

- £50,000
- £60,000 per annum, depending on experience plus Serco benefits
Serco have an exciting opportunity for a Head of Projects to join the team at Norfolk and Norwich University Hospital in Norwich.
The key purpose of this role is to lead, manage and be accountable for Hard FM Project delivery within a demanding PFI hospital environment. This will include the strategic development, improvement, and growth of Hard FM Project delivery. The post holder is accountable for the safe and compliant delivery of Capital and Lifecycle projects, considering the financial plan and contract strategy. Liaison and development of effective relationships with the NHS and The Project Co (SPV) at all levels will be an integral element of the role, as will be the ability to deliver the services in line with the budgets whilst achieving the regulatory, contractual, legal and internal compliance standards through a motivated team.
This role will be part of the contract Senior Management Team and at times deputise for the Contract Director in respect of all Project and Estates matters within the contract in the absence of the Contract Director.
Main Accountabilities:
Customer Focus:
- Takes responsibility for building customer advocacy and loyalty with all stakeholders, including the Trust, SPV, members of the public, Senior Managers and colleagues by fostering a partnership approach to relationships.
- Actively provides direction, accountability, engagement, and sustainability of service delivery to the team, encouraging team members to initiate change, take evaluated risks and overcome barriers to execution.
- Understands key business drivers, actively develops, and implements solutions to enhance the delivery of exceptional service and align operational strategies and priorities accordingly to balance customer and business needs.
- Applies the Serco Values in all customer interactions.
- Accountable for managing and the quality of formal responses to the SPV and Trust. Ensure any commitments made are in the interest of and in-line with Serco Business Objectives.
- To be resilient, politically aware, innovative, and entrepreneurial, able to identify and manage the risk of new commercial opportunities.
Operational Excellence:
- Provide safe, high quality, compliant services to ensure operational excellence to the customer.
- Ensure appropriate corporate governance is in place to comply with health, safety, CDM and other legal requirements within the department, working within the Serco Management System (SMS).
- Supply technical knowledge (SME) and input across the contract and Serco as required.
- Analyse the business performance of the service(s), using the data to drive decision making and operational improvements.
- Identify and implement effective change and transformation service improvements by guiding others and helping them adapt to improve overall business performance.
- Manage a variety of complex service risks and issues making autonomous decisions to find practical solutions.
- Maintain and implement CSOPS for the service area(s).
- Undertake ‘on call’ manager responsibilities as part of a rota.
People:
- To provide leadership and management to the contract management team and Project team so that all employees understand and adopt the strategy and plans and are motivated to achieve their objectives in a timely and professional manner.
- Develop and mentor team members in all aspects of Hard FM Project delivery and ensure a comprehensive succession plan is in place and regularly reviewed and updated.
- Review and organise the Hard FM as required to deliver safe, successful and high-quality services to the client and customer.
- Ensure a culture of high employee engagement and participation through effective and sustained people strategies aligned with the overall business objectives.
- Take responsibility for the training and development of employees, ensuring that all employees work safely and that they are aware of their responsibilities under the Health & Safety at Work Act 1974, PPE and other control standards.
- Effectively and appropriately allocate and empower responsibility to others to maximise the individuals’ and organisational effectiveness.
- Ensure effective communication at all levels.
- Effectively manage the team through using the full range of Serco’s People Policies and Procedures, including Recruitment and Selection, Performance Development Review, Absence Management, Discipline and Grievance.
Financials:
- The post holder will be financially accountable for the service(s) they are responsible for, which will include the preparation, monitoring, and delivery of the budget in line with contract objectives.
- Develop the business development strategy, to support delivery of the contract’s growth aspirations.
- Support the organic growth of the business by providing expertise and leadership to rebids in own service area.
- Draw up contingency plans to manage projected overspends.
- Identify and implement cost saving efficiencies across the service(s).
- Manage costings and implementation of Capital variations.
Other:
- Participate as a full member of the contract leadership team, attending and holding team meetings, delivering innovation, sharing good practice across the contract, and contributing effectively to debates.
- Lead on the Hard FM Lifecycle and aspects of any asset condition and compliance surveys, delivering action plans and improvements where required.
- Support the development of the contract’s business strategy and business plan.
What you’ll need:
Essential Skills and Knowledge:
- Professional membership of a recognised institution (e.g. ILM, IHEEM, IET, RICS, CIBSE) combined with registration with an appropriate professional body such as Engineering Council (or working towards registration).
- Knowledge of AutoCad.
- Knowledge and understanding of complex Building Services systems.
- Working knowledge of HTMs, HBNs and other relevant Codes of Practice.
- Evidence of strong leadership and people management skills: influence, support and steer a large diverse team.
- Highly self-motivated and ability to motivate others.
- Strong ability to identify, analyse and develop continuous improvement opportunities.
- Strong people management skills including managing absence, conflict, discipline & grievance, performance, learning and development.
- Effective communication skills, both written and verbal.
- Highly developed negotiating and diplomacy skills.
- Experience in managing budgets more than £5m revenue per annum.
- Confident with IT equipment and software including normal business applications.
Essential Experiences:
- Proven experience of working in complex Hard FM environments, ideally in acute healthcare, with PFI contract experience preferable.
- Working knowledge and experience of commercial and legal processes associated with project delivery, through inception to execution. Including but not limited to Supplemental Agreements, Letters of Indemnity, JCT D&B Contracts and Design Consultancy Agreements
- Leading and building a team more than 10 colleagues.
- Managing a budget more than £5m revenue per annum.
- Leading and facilitating change.
- Dealing with difficult situations.
- Awareness of good business management practices e.g. cost control, staff rostering, people management.
- Problem solving at a strategic level.
