The Lexington VA Health Care System (LVAHCS) is a fully accredited, two-division, tertiary care health care system with an operating bed complement of 172 hospital beds. The Troy Bowling Campus, located adjacent to the University of Kentucky Chandler Medical Center, offers specialty outpatient care, inpatient acute medical, neurological, surgical, & psychiatric care. The Franklin R. Sousley Campus has a 5-star Community Living Center & cottages with hospice and respite services, primary care, home-based primary care, prosthetics, women's health, optometry, podiatry, massage therapy and chiropractic, mental health, substance abuse treatment, acute rehabilitation, and Post-Traumatic Stress Disorder residential rehabilitation treatment. LVAHCS also operates four VA community clinics in Somerset, Morehead, Hazard, & Berea, KY. Lexington VAHCS is part of the VA MidSouth Healthcare Network, which consists of five medical centers in Kentucky and Tennessee.

The incumbent shares with the Executive Leadership Team a level of responsibility for the direction and management of the healthcare system and is directly responsible for all facilities operations. The incumbent has direct line authority and leadership responsibility for all administrative operation support services. The incumbent participates on a day-to-day basis in top level executive discussions, decisions, policy making and actions of all administrative functions and indirectly of all clinical matters impacting patient care.

The Associate Director is responsible for taking an active leadership role in coordinating and developing customer and stakeholder support and resourcing to meet objectives of the healthcare system. Develops collaborative partnerships with stakeholders and makes program execution decisions that affect or determine long range courses of action of critical importance. The incumbents managerial duties and responsibilities involve final decisions which have a direct and substantial effect on the health care organization and programs related to facility operations. These include, but are not limited to decisions affecting the nature, scope, quality of, and emphases on, the facility's patient care programs and activities.

Duties include, but may not be limited to the following:

• Sharing with the Executive Leadership Team (ELT) a level of responsibility for the direction and management of the healthcare system and is directly responsible for all facilities operations.
• A direct line authority and leadership responsibility for all administrative operation support services.
• May serve as the Acting Executive Director in the absence of the Director.
• Taking an active leadership role in coordinating and developing customer and stakeholder support and resourcing to meet objectives of the healthcare system.
• Determining operational services and programs goals and objectives, develop short-and long-range plans for achieving them in conjunction with the overall plans of the Veterans Integrated Service Network (VISN) and consistent with the strategic planning process.
• Directing a comprehensive evaluation of operational services goals and objectives and makes necessary adjustments to improve delivery of patient care services.
• Establishing local policy in such areas impacting facility operations as program emphasis and operating guidelines.
• Administering and ensuring compliance with a system designed for the development and communication of program policies and procedures in accordance with new or existing rules and regulations.
• Administering a management reporting system which provides appropriate data for decision making for facility operations, impacting organizational improvements.
• Performs other related duties as assigned.

• Develop proposals for use in the creation of parallel/ nested plans.
• Develop and integrate the organization operational plan.
• Maintain awareness of significant aspects of the force management manpower processes.
• Prepare operational level initiatives addressing changes to organizational design changes.
• Lead staff integrated planning sessions.
• Provide input to organizational staff for green belt and black belt projects.
• Serve as deciding official for actions recommended by subordinates.
• Serve as first line supervisor for several senior civilian and military personnel.

Duties include but are not limited to the following:

• Monitoring all RMD processes
• Quality Assurance monitoring for the cleaning/decontamination, inspections, preparation, packaging, storage, sterilization, reprocessing, and the distribution of surgical instruments and technical medical equipment processed in SPS.
• Reviewing completed work to ensure that supervisory instructions on work sequence, procedures, methods, and deadlines have been met.
• Ensuring the availability and control of a large number of separately recurring reusable medical/surgical supplies and equipment.
• Establishing/maintaining an accurate medical equipment tracking system.
• Managing the SPS Equipment Inventory Listing for all equipment assigned to SPS.
• Representing the Chief, SPS, as a member of an advisory capability on committees such as Reusable Medical Equipment Committee, Clinical Product Review Committee, Infection Control Committee; Testing and Evaluation; and Quality Assurance.
• Issuing, adapting, implementing, and maintaining local SPS policies and procedures.
• Soliciting assistance from or responding to inquiries from outside regulatory agencies such as Food and Drug Administration, Association for the Advancement of Medical Instrumentation, Joint Commission, Association of Perioperative Registered Nurse, International Association of Healthcare Central Service Material Management, Center for Disease Control, Association for Professional Infection Control and Epidemiology, International Standard Operations, and the Environmental Protection Agency.
• Participating in continuing education programs and courses.
• Demonstrating comprehensive knowledge of pertinent state and Federal regulations, particularly OSHA regulations.
• Responsibility for planning and carrying out the work, resolving most of the conflicts that arise, integrating and coordinating the work of other SPS employees as necessary and interpreting policy in terms of established objectives.

• Serves as the Deputy Director of Family and MWR with full understanding and supervisory oversight of all FMWR Divisions: Army Community Service, Business and Recreation, Child and Youth Services, and NAF Support.
• Leads the Strategic Planning process for Family, Morale, Welfare and Recreation (FMWR) , nesting FMWR priorities with Senior Leader priorities.
• Provides oversight of NAF Major Construction Projects and Renovations.
• Attends meetings, gives briefings, performs site visits, and generally represents FMWR to the Fort Campbell community
• Keeps the Director fully informed of overall accomplishments, deficiencies, and status of on-going programs and special projects assigned. Responsible for assuming the duties of the director in his/her absence.
