A. Technical Administration

B. Certification

Responsible for initial and ongoing certification of air carriers, aircraft, airmen, and air agencies. Evaluates requests to operate under conditions not previously specified in the airworthiness portion of the operations specifications and approves/disapproves requests providing additional conditions and limitations as needed. Provides guidance to the assigned air carrier in the development of required maintenance manuals and record keeping systems. Reviews and determines adequacy of manual associated with airworthiness programs and revisions and ensures manuals and revisions comply with regulatory requirements, prescribe safe practices, and furnish clear and specific instructions governing airworthiness programs. Approves operations specifications and amendments.

Determines if the maintenance facilities being established or contract arrangements entered into by for the purpose of overhaul work, major repairs, alterations, and other maintenance are satisfactory. Reviews changes and negotiates with air carrier management to resolve problems. Evaluates an operator’s proposed reliability programs for compliance with national policies. Advises operator of deficiencies and required changes. Approves/disapproves reliability programs. C. Surveillance

Directs the inspection and surveillance of continuous airworthiness program. Monitors all phases of the carrier’s airworthiness operation, including the maintenance, engineering, quality control, production control, training, and reliability programs. Analyzes trends to detect deterioration in the airworthiness program. Analyzes reports submitted by the air carrier to ensure compliance with airworthiness program and ensures the carrier has an effective continuing analysis and surveillance program to meet the requirements of 14 CFR.

TIME LIMITED POSITION: This time-limited position will provide the peer support apprentice the time to learn and develop the necessary skills to perform as a peer specialist and to earn a peer specialist certification. After successful completion of a State or VA-approved contract vendor's peer specialist certification training process, and the necessary year of specialized experience, and time-in-grade requirements, the position would be eligible for a permanent, peer specialist position.

The Peer Support Apprentice functions as an interdisciplinary team member, assisting physicians and other professional/non-professional personnel in a rehabilitation treatment program. Peer support apprentices perform a variety of therapeutic and supportive tasks that include assisting Veterans in articulating their goals for recovery and personal wellness, learning and practicing new skills, helping them monitor their progress, assisting them in their treatment, modeling effective coping techniques and self-help strategies based on the apprentice's own recovery experience, and supporting them in advocating for themselves to obtain effective services. The position functions as a role model, exhibiting competency in personal recovery and use of coping skills and serves as an advocate, provides information and peer support services for Veterans in outpatient, inpatient and/or community settings. This individual must develop the ability to assist others in treatment, based on the principles of recovery, wellness, and resiliency, by promoting self-determination, personal responsibility, and the empowerment inherent in self-directed recovery. By inspiring the hope that recovery and resiliency are achievable goals, the position can assist and empower Veterans, who are diagnosed with mental illnesses and/or co-occurring disorders, as well as other chronic illnesses or injuries, to achieve their personal recovery goals. The position performs a wide range of tasks to assist Veterans in regaining independence within the community and mastery over their own recovery and wellness process. The Supervisor drives the development and achievement of individual, group and program goals and objectives. The incumbent is responsible for various fund control points assigned to the program. The incumbent manages and controls the use of data related to the program regarding day to day functioning and program evaluations. • Independently conducts a wide variety of onsite safety and health inspections and investigations of mining operations as applicable, mills, preparation plants and related facilities.
• Prepares written reports of inspections and investigations, issuing citations and orders for violations found during examinations.
• Promotes safety and health among mine operators and workers by directing and participating in safety and health training programs, meetings, demonstrations, mine rescue competitions, and related activities.
• Provides technical advice and guidance to mine operators to help them solve problems and comply with mine safety and health requirements.
• Assists mine operators in the planning of modifications to improve and/or correct deficiencies in the operation such as selecting and installing new equipment and changing materials or methods.
• Promotes safety and health among mine operators and workers by directing and participating in safety and health training programs, meetings, demonstrations, mine rescue competitions, and related activities.
• Serves as a MSHA representative and information source on mine safety and health.
• Testifies at judicial hearings regarding notices of violations and orders of withdrawal.

Work Environment: The incumbent inspects and/or investigates both surface and underground mining operations as applicable, which is a very hazardous and stressful work environment surrounded by a high risk of exposure to potentially dangerous situations. In addition to the characteristically dark, wet, and cramped environment, underground mines contain noxious gases and fumes, and the danger of potentially explosive dust or gases, electrical fires, roof falls, and exposure to radiation.
