Summary: The primary purpose of this position is to plan, implement, administer, and advise on Voluntary Education opportunities, the Military Tuition Assistance (MilTA) program, career and force development programs, testing, and other education and training services and activities available to military members, Department of Defense (DoD) civilians and family members.

Duties:

• Provides individual career, academic, and force development advisement services to military personnel, dependents, and civilian personnel pursuing Voluntary Education opportunities.

This position is located in the Sign Factory at the Federal Correctional Institution (FCI) in Cumberland, Maryland. The incumbent is primarily involved in work for the purpose of production of quality interior architectural signage, imprinting of promotional products, engraving of award and recognition items, and manufacture of digital license plates for various agencies of the federal government, including the military, by utilizing an all inmate work force.

The incumbent is responsible for the technical and administrative supervision of an all-inmate work force accomplishing trades and labor work in the manufacture of a finished product according to the requirements of production schedule. As a INSIDER THREAT INVESTIGATIONS ANALYST you will be responsible for the following duties:

The incumbent will serve as an action officer supporting the requirements of the DoD Insider Threat Management and Analysis Center (DITMAC) acting as an Insider Threat Analyst in support of the Department's counter-insider threat mission and the DCSA's Adjudication and Vetting Services (AVS) mission. The selectee will be required to review reports meeting insider threat behavioral thresholds or anomalous behavior indicative of potential insider risk, access additional databases and resources, including coordination with component insider threat hubs, to help contextualize behavior, and complete analytic documents to support the DoD enterprise in mitigating risk and supporting rehabilitation of employees. This will be done in coordination with a wide range of subject matter experts available to support the analyst. Continually applies the Facilities Security Program to specific NRC Headquarters--buildings/offices and applies the program to Headquarters-administered activities, as needed throughout the United States (e.
g., Atomic Safety and Licensing Board hearings). Such applications must provide for and assure the physical protection of NRC classified activities, property and personnel, and routinely includes the security aspects of buildings and grounds; use and deployment of guard forces; and may include modifications to buildings and/or security plans for fire and safety; communications; emergency planning (e.g, bomb threats, civil disorders, relocation and fire); and coordination of the above with law enforcement agencies.

Serve as one of three team chiefs in the Investment Security Group (ISG) in the Office of Economic Security and Emerging Technology (OESET). Oversee a team of contract analysts and staff officers in the development and coordination of all source analysis in support of the CHIPS Act process and Commerce Department's Bureau of Industry and Security (BIS), in accordance with Commerce Department-mandated timeframes.

In collaboration with ISG's other team chiefs, oversee the development and coordination of all-source analysis in support of the Treasury-led Committee on Foreign Investment in the US (CFIUS) process and the DOJ-led Team Telecom process.

Major Duties may Include:

• Outpatient coding: Must be able to code and close outpatient encounters at the sustained rate of seventy (70) encounters per workday
• Inpatient coding: Must be able to code and close inpatient treatment files with PRO fees at the sustained rate of 9 records per workday. Must be able to code and close inpatient treatment files without PRO fees at the sustained rate of 13 records per workday
• Surgical coding: Must be able to code and close surgical cases at the standard rate of 25 cases per workday.
• Identifies the principal diagnosis and principal procedure (when applicable) for every inpatient discharge; also identifies significant complications and/or co-morbidities treated or impacting treatment to correctly determine the proper Diagnosis Related Group (DRG). Upon patient admission to the Community Living Center/Nursing Home Care Unit, codes the admission diagnosis for use by unit staff. All diagnoses and procedure codes are selected from the current version of the ICD coding system.
• Conducts re-reviews of codes abstracted for patient encounters (inpatient and outpatient) identified by the VERA committee to determine if based on the documentation the specific VERA coding requirements were followed; corrects coding as needed to ensure proper patient classification in the VERA program.
• Codes inpatient professional fee services for identified inpatient admissions in support of the Medical Care Cost Recovery (MCCR) program. Code selection is based upon strict compliance with regulatory fraud and abuse guidelines and VA specific guidance for optimum allowable reimbursement.
• Establishes the primary and secondary diagnosis and procedure codes for billable outpatient encounters following applicable regulations, instructions, and requirements for allowable reimbursement; links the appropriate diagnosis to the procedure and/or determines level of Evaluation & Management service provided. Understands the nuances of the CPT coding system for Third Party Insurance cost recovery and accurately interprets instructional notations; bundles encounters when appropriate; identifies non-billable encounters.
• Codes all Operating Room procedures reported in the Surgical Package of the VistA hospital system; applies ICD and CPT coding guidelines and selects proper codes using the current code set and the encoder product suite; ensures all procedures file to the appropriate Patient Care Encounter (PCE); adds Anesthesia and Pathology codes to the PCE encounter for all billable surgical cases.
• Updates codes for current inpatient and Contract Nursing Home admissions for quarterly census and as directed for billable long stay admissions to reflect all patient conditions and care up to the census date or to the requested billing date.
