We have two exciting permanent opportunities for Change Advisers. These posts are at the forefront of delivering digital transformation within East Dunbartonshire Council.
Initially the posts will support the Change Management and Adoption workstream of our Oracle HCM project (new HR & Payroll System). Thereafter, the posts will be involved in supporting other projects within our ambitious Digital Transformation Programme.
You will be involved from the outset of the project and will focus on the developmental and transitional changes associated with the implementation covering;
- The case for change
- Change scope and scale
- Stakeholder engagement and management
- Project Planning & Management
- Risk/Issue Management
- Developing the future operating model
- Developing and managing the communications plan
- Benefits Realisation & management
- Supporting the transition to new ways of working, embedding and optimising the change
- Supporting a range of complex and interdependent workstreams
The posts sit within the Business & Digital Change team. We are responsible for delivering digital transformation across all Council services through the adoption of digital technology and digital thinking. These roles are key in supporting the development and delivery of our vision to be a digital Council.

PVG / Disclosure Scotland
The following criteria applies to all roles within East Dunbartonshire Council where PVG/Disclosure checks are essential criteria
Where the post you are applying for is considered Regulated Work under the Protection of Vulnerable Groups (Scotland) Act, 2007, successful candidates will be required to join the PVG Scheme, or undergo a PVG Scheme Update check, prior to confirmation of employment being made by East Dunbartonshire Council.
Please note, successful candidates will be expected to meet the cost of the relevant check which will be deducted from the successful candidate’s first salary payment.
In specific circumstances the payment could be deducted in instalments from an employee’s wages following commencement of employment. Approval in such circumstances will be made by HR Services Lead.
Should an employee leave in advance of the payment being deducted, the full amount will be deducted from the employee’s final salary.
The criteria outlined above will apply to existing employees of East Dunbartonshire Council who apply for roles for which a PVG/Disclosure check is required.
