Under the supervision of the Board and Chief of Staff, the incumbent:

This position is in the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Enterprise Services (ES), Office of Facilities and Asset Management (OFAM), OFAM Front Office (OFAM FO)'s Communication Program. The OFAM Communication Program is responsible for defining and amending the OFAM Communications Strategy and ensuring its effective execution. The incumbent serves as a key communications advisor to OFAM leadership and other offices within CBP, including support management programming for OFAM and for the development of service-wide strategies and programs that ensure communication and outreach to customers and stakeholders is of the highest quality.

This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10).

Major duties may include but are not limited to:

• Directing and guiding internal and external communication strategies, plans, projects, activities, and tools to support OFAM operations and program objectives.
• Accompanying Assistant Commissioner, Deputy Assistant Commissioner, and Chief of Staff on site visits, including exposure to CBP operations, leadership, and CBP facilities.
• Planning, researching, writing, and serving as the subject matter expert and editor on internal and external publications, briefing materials, and tools to keep executives and employees acquainted and engaged with current programs within OFAM.
• Overseeing the planning and directing the design, presentation, and issuance of visual and video products for use in executive-level publications, products, and presentations throughout OFAM and across CBP. Audiences for whom visual products are developed include CBP executives, OFAM, ES, various CBP Offices, DHS, OMB, Congress, and representatives from the news media, and the public.
• Developing, implementing, and evaluating the effectiveness of OFAM communications strategies, materials and programs that support and promote enhanced engagement with OFAM stakeholder communities.

• Serves as a Communications Engagement Specialist in the Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA), Operations Division;
• Develops, writes, edits, and regularly updates communications materials that facilitate and support the establishment and maintenance of positive relationships with BJA's key stakeholders, including state, local and tribal governments, agencies and community-based organizations; training and technical assistance providers; current grantees and prospective applicants; and key interest groups like - but not limited to - courts, corrections, law enforcement, mental health practitioners, researchers, criminal justice executives and policy makers. • Prepares briefing packets, stakeholder messaging, speeches, talking points, slide decks and other communications materials and resources to support BJA executive leadership and program staff in their interactions with and presentations to the criminal justice field. Writes letters, memoranda, and reports related to official inquiries and public requests from key stakeholder groups that require knowledge of public information procedures and techniques, and familiarity with OJP and BJA policies, programs, and practices. Liaises with other OJP offices' staff to research, develop and/or gather information that is responsive to external requests from lawmakers, media and state, local and tribal governments;
• Identifies, plans, writes, edits, gathers, and prepares resources and materials for BJA sponsored and external conferences, events, and stakeholder and grantee meetings. Provides on-site and post-event communications support.

Enforcement Bureau

The Enforcement Bureau (EB) has primary responsibility for the Federal Communications Commission’s (FCC) enforcement of the Communications Act of 1934, as amended, other statutes, and the FCC’s rules, orders, and terms and conditions of licenses and other authorizations. In addition to general enforcement and deterrence goals, EB dedicates its resources to investigations and enforcement actions involving FCC-regulated services and equipment that significantly impact: (1) consumer protection and privacy; (2) data security, cybersecurity, and supply chain integrity; (3) national security, public safety, emergency services, and harmful interference; (4) fraud targeting critical FCC-administered programs; and (5) fair competition and equal opportunities.

Investigations & Hearings Division

Within EB, the Investigations & Hearings Division (IHD) handles some of the EB’s largest and most complex enforcement matters. It conducts investigations and takes enforcement actions across a broad range of issues involving virtually all services subject to FCC jurisdiction. IHD’s functions include investigating and taking appropriate enforcement action against telecommunications, broadcast, cable, and satellite licensees; multichannel video programming distributors (MPVDs); DBS operators and/or wireless licensees for violations of Titles II, III, and VI; various FCC privacy, data security, cybersecurity, and transparency rules concerning broadband services, cable television, satellite services, and other communications offerings; as well as Universal Service Fund and Congressionally appropriated programs rule violations. IHD also conducts complex investigations of violations involving unauthorized transfers of control of domestic and international FCC authorizations and licenses and undisclosed and unauthorized foreign investment in FCC license holders.  In addition, IHD serves as FCC trial staff for all administrative hearings and oversees the Equal Employment Opportunity (EEO) compliance of television and radio broadcast licensees, Satellite Digital Audio Radio Service (SDARS) providers and MVPDs.

Major Duties

As a Senior Attorney Advisor, the incumbent works on cases or legal issues of extreme complexity, including compliance with Universal Service Fund requirements, unauthorized transfers of control/unauthorized operations, national security matters, foreign ownership issues, Digital Discrimination and Open Internet rules. The incumbent is responsible for providing authoritative legal advice to the Division Chief, Deputy Division Chief, Assistant Division Chief, and other supervisors concerning highly complex and controversial, policy-oriented enforcement issues including, but not limited to, those impacting telecommunications services.

This is a trainee position in the Management and Resources Staff (MRS) of the Wireless Telecommunications Bureau (WTB).

The incumbent is an entry level specialist in organizational administrative management programs, and will be responsible for assisting senior level specialist with complex and sometimes controversial studies in a wide variety of administrative management areas that include but are not limited to:

• Budget analysis and preparation
• Personnel and Human Resources work
• Clerical work
• Bureau planning and policy development

The Fraud Division has primary responsibility for investigating fraud targeting critical FCC-funded and -administered programs such as the Universal Service Fund (USF). The incumbent performs a variety of legal functions on cases which are often factually complex or of such a nature that no clear precedents apply. Assignments may include: (1) conducting discovery, including drafting Letters of Inquiry and subpoenas, reviewing documents; (2) developing strategies for resolving compliance issues or cases; (3) advising the Bureau Chief and other senior FCC staff about the appropriate handling of cases involving rule violations related to fraud of federal funds; and (4) preparing and presenting findings, conclusions and recommendation regarding legal, investigatory, or policy issues, both orally and in written documents of varying length and complexity; (5) reviewing and resolving both formal and informal complaints, conducting investigations and formal hearings, ordering corrective action and other means available to ensure compliance with FCC rules and regulations.

The incumbent serves as an attorney working primarily to support the Commission’s efforts to enforce the Communications Act and the FCC’s rules across a wide range of industries regulated by Commission.  The incumbent is responsible for providing authoritative legal advice to the Division Chief, Deputy Division Chief, and other supervisors concerning highly complex and controversial, enforcement issues including, but not limited to, those impacting broadcast, cable, satellite and telecommunications services and administrative hearings matters.

The incumbent works on highly complex legal investigations.  These investigations typically also involve complicated factual scenarios where clear legal precedents may  not be readily available or apparent.  These matters are often characterized by one or more of the following: (1) extremely complex, difficult issues requiring a high order of legal endeavor with the incumbent often having to balance conflicting interests; (2) matters that can have an important impact on major industry parties whose economic position affects major private and public interests; (3) matters of intense public interest and impact.  The incumbent applies rigorous critical thinking and analysis skills to solve problems, make recommendations to supervisors, and executes tasks needed to complete investigations and issue legal actions.  Decisions about legal conclusions based upon the facts and the relevant legal authorities are made in conjunction with the supervisor, with the incumbent playing a critical role in (1) identifying, (2) researching, and (3) communicating accurate, timely, and appropriately detailed information to support well-reasoned legal conclusions and informed decision-making at all levels.

In carrying out his or her duties, the incumbent (1) makes findings of fact based on investigations; (2) researches applicable law and policy; (3) prepares charging documents (Notices of Apparent Liability, Citations) and final orders (Forfeiture Orders) for Commission approval; (4) negotiates settlements with targets of Division investigations where appropriate and; (5) devises and implements policies to advance the Commission's enforcement goals and objectives and (6) participates in administrative hearings matters.

The incumbent is responsible for the proper interpretation of the Communications Act, the Telecommunications Act of 1996, and the Commission's rules, regulations, and policies, including, but not limited to those impacting broadcast, cable, satellite and telecommunications services.  The incumbent therefore keeps abreast of legal developments affecting enforcement issues and broadcast and/or telecommunications regulatory matters by reviewing court and Commission decisions, professional publications and trade press, relevant Congressional actions, and regulations of other agencies.
