The Opportunity

We are currently looking to recruit for a Procurement Officer to join our award-winning Procurement Service with this role focused on Passenger Transport.

Job Purpose

Procurement Services at Essex County Council involves the buying and contract managing of all of the council's goods, services and works. This includes everything from contract managing the highways, to assessing submissions for the next foster care home, to planning for the future of our property strategy. The teams are split based on their category, with each team being responsible for the category planning, sourcing and contract management for their respective area.

We are excited to announce that we are currently recruiting for a Procurement Officer in the Passenger Transport team, which is responsible for Home to School Transport, Local Bus Services and the Sustainable Transport Strategy. The Passenger Transport team is unique in terms of the variety of opportunities available due to the range of responsibilities. You will have the chance that exist across the team. The Passenger Transport Team is a great place to develop your procurement skills across the three main stages of the Procurement lifecycle: category planning, sourcing and contract management.

The Role
As Purchasing Officer you will be primarily responsible for the day to day purchasing and procurement activities to ensure projects are delivered seamlessly and on time. The role will involve being reactive to requirements on a daily basis received from the Project Delivery team.

Key tasks will include…
- Attending Project Handover meetings and assisting with materials lists for the projects
- Raising Purchase Orders from the Materials List and emailing to Suppliers
- Processing order acknowledgements - enter data on system and investigate discrepancies / issues
- Liaising with suppliers and dealing with any queries/issues such as product availability, requesting quotations, lead times etc
- Researching potential suppliers and negotiation with existing supplier

There may be times during the year that purchasing is quiet and, in during these periods, you would be assisting the estimating team, creating quotations based on brief provided and researching materials, equipment and contractor pricing as necessary to complete the quotation.

The Candidate
You will be a hardworking, tenacious, and dependable individual with experience providing a high standard of administrative support in previous roles, ideally in a purchasing / supply chain capacity. You will be highly organised with a keen eye for detail as well as a fantastic communicator, able to demonstrate strong interpersonal skills with the ability to build relationships at all levels. Strong IT skills required with Excel competency.

The Job:

Prepare work orders and send out via email.
Prioritise and process customer orders and requests.
Provide Customers with repair quotations.
Invoice completed jobs and approve sales invoices accordingly.
Answer all inbound calls.
Upload own staffing and Engineer's timesheets.
Liaise with company suppliers to arrange collections and deliveries.
Order and chase up routine spares and update the in-house system.
General administration and filing.
Investigate and resolve customer complaints quickly.
Communicate with customers to update them on their orders.
The Person:

Recent Customer Service and Procurement experience within a working environment.
Build and maintain an excellent relationship with both customers and colleagues
Communicate efficiently to ensure information is delivered in a timely manner
