• Verifies Data Universal Numbering System (DUNS) and Bradstreet information and ensures each vendor is in System for Award Management (SAM) and in good standing with the government to do business with.
• Verifies accountability of all prosthetics expenditures in both the purchase menu and the prosthetics program and associate all obligations to the individual veteran.
• Ensure the services provides are documented not only as the type of service, but the duration.
• Complex purchasing: requires irregular research, analysis, collaboration and many other steps to ensure both best value and the most appropriate devices are purchased for the Veterans.
• Routine purchasing: includes routine purchase orders on established contracts or through established vendor resources using regular significant research, analysis or collaboration.

• As a new District, the Procurement Analysts within the BOB will have the opportunity to heavily impact the development of local policies, procedures, standards, training, and standard operating procedures.

Specific duties include:

• The incumbent monitors and reports on the status of work in progress and reviews completed work to ensure that instructions on work priorities, method, deadlines and quality have been met.
• The incumbent provides training to acquisition staff members, management, and customers regarding methods and techniques of performing contract actions and analyzing acquisition policy. The incumbent provides or arranges specific administrative or technical training necessary for accomplishment of individual and team tasks.
• The Procurement Analyst coordinates the response to and analysis of unique and complicated Congressional inquiries requiring extensive research. • The incumbent has wide latitude in reviewing daily operations and apprising the management team on problem areas, proposing corrective actions to be taken, and the monitoring of those actions once implemented. Public Laws, VA Manuals and Directives, Federal Acquisition and Veterans Administration Acquisition Regulations serve as the basis for interpretations, decisions, and correct application of VBA's data systems, principles, contract methods, and techniques. The incumbent will serve as the Alternate Automated Data Processing Applications Coordinator for VBA. He or she develops programs to support computer-enhanced systematic internal reviews and provides comprehensive analysis on a wide variety of VBA acquisition functions conducted via automation. The Sr. Manager, Lead Category Manager will report directly into the Director of IT Procurement and will lead the development of category strategies, design sourcing plans, oversee negotiations, implement contracts, and drive successful supplier relationships. This leader is also responsible for ensuring strong alignment with, and becoming a trusted advisor to, key functional leaders. This leader will also partner with business and sourcing leadership in Humana’s business segments to drive enterprise-wide value.

Focusing on the Cloud provider space, the Lead Category Manager investigates available products, evaluate and recommend products based on user requirements. Advises executives to develop functional strategies (often segment specific) on matters of significance. Exercises independent judgment and decision making on complex issues regarding job duties and related tasks, and works under minimal supervision, uses independent judgment requiring analysis of variable factors and determining the best course of action.

• Lead the development of category strategies based on sourcing profession best practices, including supply market analyses, Porter’s Five Forces, should-cost models, process and domain expertise.
• Work with IT to identify new suppliers and potentially acceptable products or technologies.
• Work with Finance to develop risk- and probability-adjusted multi-year savings forecasts and annual savings goals.
• Leverage internal and external resources, as part of the operating model, to deliver results in the most effective and efficient manner.
• Oversee analysis of qualitative and quantitative supplier characteristics, including supplier capabilities, supplier goals and objectives, risk profile, and supplier's financial position for requisite categories.
• Develop multi-year sourcing pipelines with IT, which drive total value, including cost savings and supplier innovation for Humana.
• Work collaboratively with the Continuous Improvement team for multi-business unit project implementations.
• Coordinate with Contract Managers to identify and incorporate appropriate levels of commercial protection and to minimize risk to Humana.

• Work closely with Procurement Operations and Corporate Payables to ensure a seamless end-to-end experience for associates.
• Maintain and establish professional relationships partners and suppliers within your given category.
