Overview & Scope:
Service Care Solutions is assisting North Yorkshire Police in recruiting an Programme Manager to lead the York City Command Review Programme. This role presents an exciting opportunity to influence the future footprint and iconic presence of North Yorkshire Police in the City of York.
The Programme Manager will oversee a comprehensive review of City Command's policing needs, focusing particularly on improvements at Fulford Road Police Station.

Scope of the Review:

• Assess current and future policing needs within City Command.
• Evaluate operational requirements, including personnel, vehicles, and facilities, considering future demand.
• Review specialist operational provisions.
• Analyse the condition and suitability of Fulford Road Police Station and other buildings within the City Command footprint.
• Develop a cost-benefit analysis for potential investment scenarios, including:
• Significant refurbishment of Fulford Road Station.
• Rebuild on the existing footprint.
• Rebuild at an alternative location(s).

Background:
Fulford Road Police Station, a critical part of the City Command infrastructure, is no longer fit for purpose and requires substantial investment. Undertaking visits with customers to develop service plans, Risk assessments and reviews.
Meeting with staff on a regular basis and review any changes to customers needs.

Receiving new referrals and setting up care packages.

Liaising with other multi disciplinary agencies, such as GP, District Nurse and care Manager.
Direct supervision of 10-15 care workers.

You will need:

Knowledge and experience of working within a home care setting.
Experience of supervising staff in the provision of a home care service.
Good standards of written and oral communication and the ability to communicate effectively.
To be able to work flexibility as part of a team, supporting colleagues and service users in challenging situations.
Have the right to work in the United Kingdom.
Have an Adults DBS on the update service or be willing to undertake a new one.

The Authority

As well as being part of the PSFA, a new authority established in 2022, you will also be part of the Government Counter Fraud Function (GCFF), which has members in all departments, at all levels, in all sectors.

The PSFA is outcome and performance driven, offers a depth and breadth of expertise and works jointly with HMT to tackle fraud in the public sector.

The PSFA, whilst sitting within the Cabinet Office, reports jointly to the Cabinet Office and Treasury Ministers. Maintaining close working relationships with HMT colleagues is key to ensure the PSFA can deliver its mandate effectively. The PSFA operates with locations across the country – including York, Glasgow, Newcastle and London. As a result, hybrid working is fully embraced and teams are encouraged to collaborate in the various Cabinet Office Hubs around the country.

The team offers opportunities for fraud experts across the disciplines needed to effectively find and fight fraud, including risk assessment, measurement, prevention, intelligence and investigation. The range of opportunities allows for constant professional development and means that collaboration is always at the heart of what we do.

As part of the Practice and Standards team, you’ll join a small and dynamic team providing capability services to PSFA and the Government Counter Fraud Profession, bringing expertise together to define practices, develop standards and increase capability across the public sector through the Government Counter Fraud Profession (GCFP). Development of professional standards is critical to the expansion of the GCFP and a move to a more proactive preventive approach to counter fraud across the Public Sector.

The Government Counter Fraud Profession (GCFP) Board has already approved the development of a number of Standards for Practitioners covering the main areas of the Counter Fraud Framework. The GCFP board is committed to growing this offering and is now seeking an experienced individual to develop further standards to support the implementation of a consistent approach to counter fraud in central government.

We are looking for a dedicated individual who is ambitious and delivery focused. They should be passionate about challenging the status quo, making a difference, fighting fraud, developing capability and shaping how the public sector effectively understands and reduces the impact of fraud.

Key deliverables and responsibilities will include:

• Developing capability and shaping how the public sector effectively understands and reduces the impact of fraud.

The post will be cross site, requiring you to work in both York and Scarborough Hospitals. You will be responsible for the operational management of GI Services within the surgical directorate delivering high quality, effective and efficient care to patients.

The post holder will report to the Senior Operational Manager for Surgery Services and work in partnership with senior colleagues within the Care Group and the wider Trust, to ensure delivery of the portfolio of services and activities within a clinically and financially sustainable model.
