The post holder is the senior full-time member of the STW EPRR Team for delivery of EPRR and Business Continuity at a strategic level across the system. They will lead internal and system level planning and response arrangements on behalf of the ICB as well as leading the ICB EPRR Training and Exercising Programme.

They will be accountable to the ICB Head of Clinical Operations & EPRR, and responsible for ensuring that the ICB complies with all relevant national standards in the NHS England EPRR Framework, and locally defined requirements.

The post holder will ensure the ICB are fulfilling the requirements under the Civil Contingencies Act (2004) as a Category 1 responder, which are organisations recognised as being the core of emergency response and are subject to the full set of civil protection duties. They will represent the ICB in a professional manner at the Local Health Resilience Partnership and lead the system participation in work streams, training and exercises. Key Duties & Responsibilities

· As a senior member of the EPRR Team, the post holder will ensure the ICB is working towards full compliance as a Category 1 Responder under the Civil Contingencies Act 2004.



· Support the Head of Clinical Operations & EPRR with the annual assurance process across STW with check and challenge, evidence gathering and facilitation of Peer Reviews.



· Represent the ICB at Local Health Resilience Partnership and Local Resilience Forums, leading relevant multi-agency projects and workstreams at a strategic level.



· Contribute as a core member of the Local Health Resilience Partnership.

· Chair Shropshire Telford & Wrekin Local Health Resilience Partnership Practitioner sub-groups (i.e. risk, training and exercising).



· Lead system level planning and response arrangements to specific risks (i.e. energy resilience, evacuation and shelter, cyber).



· Support Managers across the ICB to embed EPRR arrangements at an operational level, as a Subject Matter Expert.



· Responsible for contingency plans being accurate, tested and validated.



· Lead the on-call mechanism on behalf of the ICB, ensuring Tactical and Strategic cover 24/7, 365 days a year.



· Represent the ICB at multi-agency exercises as a Subject Matter Expert.



· Lead the Training and Exercising Programme for the ICB, reporting quarterly assurance to the Board.



· Undertake training needs analysis annually.



· Develop and deliver exercises, both internally and externally, representing the ICB in a professional manner.



· Lead the Continuous Professional Development Portfolio workstream on behalf of the ICB.



· Responsible for the business continuity management system across the ICB.



· Lead internal Business Continuity Audits on behalf of the ICB, reporting findings to the Board.



· Facilitate structured debriefs for incidents and exercises across STW, and produce debrief reports which capture lessons identified, notable practice and recommendations.



· Responsible for ensuring all lessons identified from exercises, training and incidents are centrally recorded and reported on monthly.



· Analyse, evaluate and summarise highly complex data to a multi-

d disciplinary audience.

Provide incident response support as a Tactical Advisor within the Incident Coordination Centre.



· Review national, regional, and local risk register to highlight any risk that could affect the ICB or system.



· Proactively identify and manage key emerging or increasing risks for the ICB and system wide.



· Manage the EPRR Risk Register and provide quarterly assurance to the Board.



· Provide leadership and line management to the EPRR Duty Managers and EPRR Administrator.



· Deputise for the Head of Clinical Operations and EPRR as required in their absence.



· Undertake personal development training to enhance skills/expertise and keep up to date with national guidance and best practice.



· Research and develop programmes to contribute to the advancement of emergency planning and a health context, and act as a source of expertise and professional point of contact on Emergency Planning and Business Continuity for the whole organisation



· Develop and contribute to professional relationships within the organisation, with commissioners and NHS funded organisations and multi-agency partners that facilitate the continual development of EPRR arrangements e.g. Local Resilience Forums, Local Health Resilience Partnerships and sub-groups.
