The Training Administrator is responsible for planning, designing, developing, and implementing programs, materials, and activities for a broad range of learners in an informal (i.e. museum) setting including, but not limited to, PK-12 school students, special needs students, teachers, families, and members of social, religious, and civic organizations.

What will I do in this position if hired?

In this Training Specialist position, you will serve as a Training Specialist within the Hazard Mitigation Cadre Management Branch.

Typical assignments include:

• Coordinating with the Reservist Program Manager and Direct Charge CORE Program Managers as requested to analyze training records as part of the training needs assessment process under the guidance of a higher graded specialist.
• Developing and maintaining statistical data required for reporting and monitors cadre personnel FQS progress while addressing emergent training issues and concerns under the guidance of a higher graded specialists.
• Assisting in developing training materials and conducts classes in proper operation and maintenance procedures under the guidance of a higher graded specialist.
• Conducting training courses.
• Responding to inquiries from the field.

This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.

The Education Branch oversees budget, legislative, policy, and management issues relating to the Department of Education, the Institute of Museum and Library Sciences, the National Council on Disability, and other related small agencies. The Branch covers programs addressing pre-K, K-12 and higher education. PreK-12 programs include assistance to States for high-poverty schools and to meet the special educational needs of students with disabilities; programs that address student mental health; assistance to support teachers and increase the teacher pipeline; and assistance for career and technical education. As a Chief Education Branch, some of your typical work assignments may include:

• Coordinating the formulation and administration of the President's Budget for departments and agencies in the Branch's purview, and leading the review and analysis of appropriations action and execution of enacted appropriations.

The incumbent performs a variety of tasks and responsibilities dealing with federal sentencing in general, and the federal sentencing guidelines, in particular. This position requires relocation to the Washington DC metro area and requires moderate to frequent travel within the 50 states and territories of the United States.

Duties include, but are not limited to:

• Online and in-person training of judges, probation officers, law clerks, prosecutors, and defense attorneys on federal sentencing guidelines.
• Developing visual training materials on federal sentencing guidelines.
• Researching and analyzing statutes and case law related to federal sentencing and criminal procedure.
• Acting as a resource for other staff in resolving sentencing-related issues.
• In consultation with the Director of ESP, identifying sentencing guideline provisions possibly in need of amendment.
• Participating in or leading multi-disciplinary working groups that focus on implementing new legislation, developing proposed sentencing guideline amendments, and other sentencing issues.
• Representing the Commission at professional conferences.
