Reporting directly to the regional Chief Operating Officer theDirectorofCommunity, Primary Care and Sector Interfaceis a new role thatwilloverseeprimary care delivery and development at a regional level andthedevelopment and delivery of a coherent region wide strategy for community care and the delivery of improved performance,efficiency, productivity and transformation in both these areas. In addition, they will be responsible for driving improved interface and connectivity between different parts of the health system e.g. primary/acute care interface.

The Director of Community, Primary Care and Sector Interface will oversee primary care development/transformation at a regional level and development of a coherent strategy for community care and the delivery of improved performance, efficiency, productivity and transformation in both sectors. This will draw upon existing work already undertaken with a particular focus on addressing unwarranted variation and assuring good practice is being introduced. They will deputise for the Regional Chief Operating Officer as required.

The post holder will be the regional SRO for Primary Care and Community Services



The post holder will be responsible for driving the delivery of primary care development/transformation and the delivery of improved performance, efficiency, productivity and transformation in primary care.

The post holder will report to the Regional Chief Operating Officer (COO) and will form a part of the COO’s Executive Leadership Team.



The post holder will work closely with directors across the regional team as well as with each each ICB. They will be responsible for ensuring that government, patients and the public all maintain a high level of confidence in NHS-funded community and primary care services.

We are seeking to appoint a self-motivated and innovative individual to the role of Deputy Director, Healthcare Public Health (DD HCPH) in the new NHS PH Directorate in the East of England.
The PH Directorate aims to provide strategic leadership, oversight, coherent support, and delivery across a broad range of PH functions across multiple teams – Screening & Immunization, Health & Justice, Health Equity, Specialised commissioning, dental public health and population health evidence and intelligence.

The DD-HCPH will be expected to provide strong professional leadership across the broad range of the directorate’s functions, have an operational responsibility for the provision of safe and effective healthcare public health advice and support, and line management of the healthcare public health team.





As a Deputy Director in Healthcare Public Health the post holder will lead and work as part of a dynamic team in delivering an effective service supporting staff across the Public Directorate in the East of England to manage the performance of the Healthcare Public Health team and practitioners.
The Deputy Director for Healthcare Public Health provides local leadership of the NHS healthcare public health system, on behalf of the Regional Director. The post holder has day-to-day operational responsibility for the provision of an effective healthcare public health system which delivers to high quality standards and is responsive to the needs of the local community and partners in the local public health systems.

The Deputy Director will support the Regional Director of Public Health in the strategic oversight of NHS’s contribution to improving and protecting the public’s health and reducing health inequalities in the locality. The Deputy Director will support the Regional Director in working with partners to build and develop the local public health system through the provision of expert advice and insight and their operational responsibility for the delivery of the healthcare public health service.

• Quality and efficiency programme QIPP, and its ‘Commissioning and Pathways’; ‘Provider Efficiency’; and ‘System Enablers’ national work streams to ensure cost effectiveness across primary, secondary and tertiary health services and care
• You will identify future challenges to the public’s health and wellbeing and act as a professional advisor for NHSE and local CCGs (in support of Directors of Public Health) on all matters related to healthcare public health.
• You will work effectively and promote good relationships between NHSE, local authorities, ICB’s, OHID and UKHSA.
• Represent the Public Health Directorate at meetings relating to the performance of HCPH practitioners
• Input into the development and monitoring of performance improvement action plans for practitioners
• Attend and provide expert clinical advice to the regulatory Panel Meetings
• Ensure that any new legislation, NICE requirements and NHS regulations and guidance are implemented appropriately.
• Participate in peer review of individual performance at least once per year.
• Coordinate needs assessment and defining of priorities to ensure population health improvement is achieved within available resources
• Implementation of the 5YFV
• Support commissioning and commissioning decisions in providing an evidence-based rationale in order to secure delivery
• Support commissioning approaches for the whole pathway throughout the life cycle, with an emphasis on prevention (including self care)
• Optimising value for the NHS to provide cost effective, evidence based solutions through health economics advice
• Maintaining and enhancing quality, improving outcomes and equity of access throughout the domains of the outcomes framework
• Supporting patient and public engagement through insight and community approaches.

In addition to in-depth understanding of public health, the DD-HCPH will be expected to have a highly demonstrable skills in building and enhancing effective collaboration, integration, and partnership – within and across teams, partners, and stakeholders.
The post holder will work directly with the Regional Director Public Health and partners to develop a cohesive, integrated, responsive multi-disciplinary regional public health team that informs, influences, facilitates and support collective actions to improve population health outcomes in East of England.

Salary Progression
Applicants will commence at the bottom of Band 9 with a full-time starting salary of £99,891, with a pay step increase after 5 years’ service.

These salaries are offered in accordance with NHS Terms and Conditions and the HEE Pay Progression Policy and are subject to annual cost of living review.

Secondment
