• Environmental , Real Estate and Land Use laws. Serves as the principal attorney in charge of advising key 56 FW leaders and management officials on complex and novel environmental, land use and real estate legal issues affecting Luke AFB and the 1.1 million-acre Barry M. Goldwater Range (BMG Range).
• Labor Law. Advises key 56 FW leaders and management officials on complex and difficult civilian employee or union labor cases, to include precedent setting cases with agency-wide impact. Advises key officials if a case should be settled or tried.

• Responsible for overseeing the 56th Fighter Wing's Ethics Program. Serves as an ethics counselor to 56 FW personnel and manages of the 56 FW ethics program. Advises 56 FW personnel on U.S. government or DoD ethics regulations and federal statutes including, gifts, travel, relationships with non-federal entities, endorsements, procurement integrity, DoD contractors, financial disclosures (SF 278 & OGE 450 filings), post-government employment restrictions and other ethics matters.
• Provides advice and guidance to eligible legal assistance clients regarding personal civil matters under the Air Force Legal Assistance Program. Provides guidance and training on the provision of legal assistance to attorneys and paralegals.

The Major Duties of the Education Liaison Representative (ELR) are, but not limited to:

• Serving as a VA representative to an assigned state(s) in matters requiring liaison activities between the educational and training institutions, VA Regional Processing Offices (RPO) and State Approving Agency (SAA).
• Serving as the field technical point of contact for one or more designated SAA Cooperative Agreements. Responsible for quarterly and annual evaluation of SAA performance, manages fund control point not to exceed agreement amount, audits all invoices submitted and prepares vouchers for payment.
• Adjudicating approval packages (official documents, data, student records) from SAAs regarding educational institutions and training status to receive federal funding in accordance with laws, regulations, policy and procedures.
• Developing for information, or action necessary to resolve any regulatory deficiencies. Solves complex problems with the SAA relating to the inspection, approval and oversight of educational institutions and training facilities.
• Providing technical training to SAA staff, as required. Implements and collaborates with SAA on changes in statute, regulations, and policies that effect VA education program eligibility for beneficiaries at educational institutions and training facilities.
• Performing quality assurance of SAA approval packages and compliance surveys.
• Providing necessary training to SAA staff members when errors are documented.
• Monitoring compliance activities and provides corrective training to SCOs based on discrepancies identified.

• Providing training on paper VA forms and VA Education computer processing systems to ensure SCOs are properly entering initial enrollment and subsequent adjustments, amendments, or termination certification data in accordance with statute, regulations, and policies in order to ensure accurate and timely payments of VA Education benefits.
• Providing subject matter expert responses to RPO education claims processing employees, assisting with the development and communication of enrollment certifications to school officials in order to ensure accurate information is received for the correct payment of Education benefits.

Assures that the training center continuously meets the standards prescribed by the applicable Federal Aviation Regulations (FAR), agency orders, and directives and assures compliance in all aspects of training through the use of a planned surveillance and inspection program on a continuing basis.

As the team lead, determines through surveillance and investigation that the training center is adequately staffed with appropriately qualified instructors and TCEs. Monitors TCEs to determine adequacy and quality of approved training programs. Conducts initial and annual training and designation of all assigned evaluators. Reviews flight training equipment discrepancy logs to assure compliance with established criteria. Assists the National Simulator Program Manager in initial and recurring qualifications of flight simulators and selected flight training devices.

Coordinates with Principal Operations Inspectors throughout the FAA who are assigned air carrier operators using the training center to ensure proper application of training programs for the particular air carrier involved. Coordinates with training center management regarding regulatory changes, FAA policy matters, and updated training requirements as needed. Coordinates and conducts various surveillance and certification activities, as appropriate, with other FAA district office inspectors. Provides technical oversight to assigned Fleet Training Program Managers.

Initiates and/or assists in the emergency suspension of airmen certificates. Conducts enforcement investigations and prepares final reports in those cases requiring legal disposition. Provides technical assistance to legal counsel, testifies at court trials and formal hearings, and gives depositions.

Reviews and submits with recommendations, training center certificate applications, training center curriculum, and associated revisions. Recommends amendments to previously approved programs when contrary to existing regulatory requirements, to eliminate unsafe practices or to improve the specificity of instruction. Determines appropriate methods and/or plans for securing corrective action, when needed, and conducts follow-up inspections to insure that appropriate action has been taken.

Recommends the designation of training center evaluators for types of aircraft and simulators operated by the training center. Examines and trains training center evaluators for initial designation, recertification and standardization actions as necessary. Conducts practical tests for certification and ratings. Conducts reexamination of certificated airmen when it is determined that they do not meet the minimum standards required for the certificate they hold. Approves flight simulators and flight training devices for each maneuver, procedure, crewmember function, circling approach, and runway scene to be used in an approved training program.

Develops and conducts a surveillance program for all training center activities. Monitors flight crew training programs conducted by the training center to ensure compliance with the FAR, national and regional directives, and safe operating practices. Monitors TCEs during the conduct of airman certification and recurring evaluations to insure strict compliance with established standards.

Conducts hands-on evaluation of flight training devices to determine that they continue to meet original specifications in accordance with guidance provided in the appropriate Advisory Circulars. Reviews applications for initial evaluation or upgrade evaluation of flight simulators, including the Approval Test Guide. After determining compliance with guidance in the appropriate Advisory Circular, and compatibility with training programs submitted or approved, forwards the application package to the NSPM. Reviews the training center discrepancy logs for discrepancies that would affect the capabilities of the flight training equipment.

• Responsible for assessments of each Veteran's needs and the delivery of services which are responsive to the concerns of individual Veterans to the extent possible.
• Responsible for intakes, assessing needs, capabilities and limitations, goal setting and treatment planning for individuals experiencing blindness/visual impairment caused by injury or disease.
• Works as part of the inpatient rehabilitation team coordinating care for blind and visually impaired Veterans.
• May serve as Facilitator for one or more assigned Veterans during the Veteran's program. As a Facilitator, the specialist is responsible for developing and coordinating the Veteran's Individualized Treatment Plan under the supervision of the Team Leader, with input from the Veteran and all team members.
• Maintains close communication with all members of the interdisciplinary SWBRC staff, including optometry, psychology, social work, recreation, and nursing, to ensure the needs and goals of the Veteran are being met.
• The essential elements are knowledge of the administration and interpretations of assessments and evaluations, treatment, and management in blind/vision rehabilitation and instruction that teaches Veterans with visual impairments to utilize adaptive skills and techniques necessary to cope with the demands of everyday life. • Studies visual and non-visual barriers and related processes that result in activity limitations, participation restrictions, loss of vocational and avocational opportunities, and psychological distress. • Some Veterans manifest only blindness/visual impairment as their disabling condition. Others may have multiple medical problems, psychological concerns, substance abuse problems and cognitive problems in addition to visual impairment.
• The BRS must identify the difficulties confronting the Veteran and the barriers to treatment and then develop and provide intervention designed to enhance the blind and vision rehabilitation process.
• Develops a close rapport with assigned Veterans. When assigned the role of Facilitator, the BRS becomes the primary advocate for the Veteran, communicating feelings and concerns to other members of the rehabilitation team.

Optical devices, prescribed by an eye care specialist, are incorporated into the Veteran's individualized treatment plan.

Family members are taught to recognize and change behaviors and behavior patterns that impede blind and vision rehabilitation progress and how to cope with the psychological and social problems and their own individual stress.
