About You

To apply, you'll need a degree or diploma in Occupational Therapy, or equivalent qualification, with current Health and Care Professions Council (HCPC) registration.

Mental Health and Justice (POWER) Practice Supervisor

This is a fantastic opportunity for a qualified experienced Senior Social Worker to join an award-winning emotional well-being and youth justice project making a real difference to children and young people's lives.

The post holder will be based in Chelmsford, working in schools across Essex and Southend and Thurrock.

The POWER (Promoting Opportunities for Emotional Resilience) Team

The POWER project (Mental Health and Justice Pathways) is an award-winning* team of social work and senior social work practitioners developing therapeutically informed interventions to prevent the escalation of children's mental health needs and to reduce the risk of offending, or the need more specialist services such as Tier 4 inpatient provision. Practitioners work systemically and therapeutically to introduce supportive measures for young people showing markers of emotional distress, enabling them to remain in mainstream education, and support families and schools to build strength and resilience in their children and young people.

The Role

The POWER project is a multi-skilled team, developing early interventions to prevent the escalation of children and young people's poor emotional wellbeing and mental health needs and reduce the risk of offending, or the need for more specialist services such as Tier 4 inpatient provision. Identifying and introducing supportive measures for young people showing early-stage markers of distress, enabling them to remain in mainstream education and supporting families seeking assistance.

The Mental and Health Justice Practice Supervisor will deliver case supervision and hold a caseload of more complex cases and carry out quality assurance activities and measure outcomes to continue to develop innovative, sustainable methods of intervention, leading to successful long-term strategies.

A key purpose will be to support Essex YJS to continue to develop its early prevention offer, including supporting Out of Court Disposals (OOCDs), working alongside key stakeholders such as the police, and other agencies such as the Children's Society.

The post holder will be a highly experienced senior social worker and hold a professional qualification in social work with evidence of excellent practice in casework, recording and assessment. Flexibility and ability to build strong partnerships is essential for this role as the role will operate in a multi-agency environment, across 3 local authorities.

Accountabilities

• Responsible for case work supervision across a small team of mental health and justice workers, ensuring adequate resourcing, carrying out enhanced quality assurance and measuring success of interventions through outcomes.
• Responsible for providing a source of specialist advice and professional consultation for Mental Health and Justice Workers, contributing to the development of practice standards.
• Responsible for providing early interventions for more complex cases of children and young people displaying early markers of poor emotional wellbeing and potential mental ill health to prevent escalation to more specialist services. This includes assessment plans, reviews, report writing and signposting for onward referrals.
• Responsible for developing a whole family approach, signposting to relevant agencies and the voluntary sector, enabling parents to seek support for themselves.
• Contribute to identifying unmet need around children and young people's emotional wellbeing and mental health, leading to whole system change. Analyse and assess the effectiveness of key interventions Recording interventions to monitor success of outcomes.
• Responsible for establishing plans which provide sufficient change in young persons' behaviour to enable them to remain in a mainstream educational setting.
• Develop and deliver bespoke upskill programmes across the system, including consultancy, to enable capacity building within educational settings, YJTs, children's social care and pupil referral units.
• Responsible for cultivating innovative ways of working, testing new initiatives, which assist in the development and implementation of protocols.
• Work collaboratively with children's mental health services, Youth Justice Service (YJS), children's social care, adopting a multi-agency approach with Police, Health and others.
• Specific individual and shared targets and objectives are defined annually within the performance management framework.

The Experience You Will Bring

• Possesses an accredited degree or diploma level, professional qualification in social work
• Evidence of substantial continuing professional development and expert knowledge in relevant professional area, delivering assurance around practice and participation in casework, recording and supervision.
• Evidence of direct engagement with young people, with successful delivery of 1-1, direct and indirect interventions.
• Proven ability to work within evidence informed framework, with knowledge and understanding of criminogenic factors, causing young people to offend.
• Substantial experience of building strong partnerships, which are collaborative and influential in their nature and engender delivery.
• Deep knowledge and understanding of vulnerability and safeguarding protocols.
• Experience of developing and delivering bespoke training and consultancy.
• Evidence of being a catalyst for change, early in young peoples' lives.

This is a 2 year fixed term contract or secondment opportunity.

In Southend, Essex and Thurrock we share a determination to collectively improve the mental health of all our residents. We have an ambitious all age mental health strategy in place, and are now getting on with delivery.

This is a new and exciting opportunity to work closely with three local authorities, three ICBs, two main NHS providers, police, a wide range of VCSE organisations and service users, this unique system leadership role is pivotal to embedding and accelerating our progress. You will be the 'glue' that holds the system together, initiating, aligning and directly supporting a wide range of programmes, from local work on building resilience in communities to making better use of our inpatient beds.

In addition to the implementation of the strategy, you will work alongside the Chair of the Strategy Implementation Group, which brings together leaders from across the system to drive progress. You will be determining which issues need system wide attention and resolution, supporting the Group's development as the principal mental health partnership forum and connecting its work and priorities at all levels in the system.

About You

Educated to RQF level 6 (degree level) or equivalent by experience, you will bring evidence of continuing professional development and expert knowledge in mental health.

To succeed, you will need to have the ability to operate effectively at a strategic level, influencing key individuals and organisations, as well as having a sound understanding of how to translate complex programmes into clear, practical delivery plans.

You will be politically astute with sound appreciation of system governance and its complexities. You will be able to influence senior individuals and develop strong, trusting relationships at all levels, including with clinical and professional teams.

The Opportunity

Children and Families service is recognised as a service in which social work can develop and prosper, with a culture of collaboration, integrity, and compassion; promoting development and wellbeing of children, young people and their families; protecting them from neglect and abuse. Working together with partners delivering a range of early help, family support and effective social work interventions which build resilience, remove barriers, and enable children and young people to look forward to a brighter future.

The Mental Health Coordinator will ensure an easy access and direct mental health service for children and young people, who are suffering emotional and mental health difficulties and for their families and carers.

With an accredited professional qualification and evidence of excellent practice, participation in casework, recording and assessment. Strong partnership working is essential for this role as it will operate in a multi-agency environment.

Accountabilities

• Provide a specialist social work mental health assessment and treatment service for children, young people, their families and carers, using a range of therapeutic options.
• Assess children's and young people's suitability for services and take part in their planning and review processes.
• Work collaboratively with C&F colleagues to offer advice, support and consultation, in their work with children within the quadrant.
• Deliver advice, support and consultation in respect of social work issues, perspectives and frameworks, to other professionals.
• Initiate and support new and innovative ways of working, projects and groups to engage children, young people and their families in partnership with C&F colleagues, other front line professionals and third sector partners.
• Raise knowledge and awareness of children and young people's mental health issues and preventative strategies across C&F
• Responsible for maintaining up to date records of activity on case files, produce reports, attend court and give verbal presentations as required. Actively participate in case discussions, Strategy Meetings, Legal Case Discussions, Child Protection conferences and Statutory Reviews (as applicable).
• Build strong working relationships across the Council, members of other statutory and organisations and voluntary agencies.
• Specific individual and shared targets and objectives are defined annually within the performance management framework.

The Experience You Will Bring

• Possesses an accredited degree or diploma level, professional qualification in at least one of the following; youth and community, social work, mental health nursing, occupational therapy, special educational needs and teaching, or probation.
• Evidence of significant continuing professional development and expert knowledge in relevant professional area, delivering assurance around practice and participation in casework, recording and supervision with current membership of Health Care Professional Council (HCPC) if appropriate.

The Role

The POWER project is a multi-skilled team, developing early interventions to prevent the escalation of children and young people's poor emotional wellbeing and mental health needs and reduce the risk of offending, or the need for more specialist services such as Tier 4 inpatient provision. Identifying and introducing supportive measures for young people showing early-stage markers of distress, enabling them to remain in mainstream education and supporting families seeking assistance.

The Mental and Health Justice Practice Supervisor will deliver case supervision and hold a caseload of more complex cases and carry out quality assurance activities and measure outcomes to continue to develop innovative, sustainable methods of intervention, leading to successful long-term strategies.

A key purpose will be to support Essex YJS to continue to develop its early prevention offer, including supporting Out of Court Disposals (OOCDs), working alongside key stakeholders such as the police, and other agencies such as the Children's Society.

The post holder will be a highly experienced senior social worker and hold a professional qualification in social work with evidence of excellent practice in casework, recording and assessment. Flexibility and ability to build strong partnerships is essential for this role as the role will operate in a multi-agency environment, across 3 local authorities.

Accountabilities

• Responsible for case work supervision across a small team of mental health and justice workers, ensuring adequate resourcing, carrying out enhanced quality assurance and measuring success of interventions through outcomes.
• Responsible for providing a source of specialist advice and professional consultation for Mental Health and Justice Workers, contributing to the development of practice standards.
• Responsible for providing early interventions for more complex cases of children and young people displaying early markers of poor emotional wellbeing and potential mental ill health to prevent escalation to more specialist services. This includes assessment plans, reviews, report writing and signposting for onward referrals.
• Responsible for developing a whole family approach, signposting to relevant agencies and the voluntary sector, enabling parents to seek support for themselves.
• Contribute to identifying unmet need around children and young people's emotional wellbeing and mental health, leading to whole system change. Analyse and assess the effectiveness of key interventions Recording interventions to monitor success of outcomes.
• Responsible for establishing plans which provide sufficient change in young persons' behaviour to enable them to remain in a mainstream educational setting.
• Develop and deliver bespoke upskill programmes across the system, including consultancy, to enable capacity building within educational settings, YJTs, children's social care and pupil referral units.
• Responsible for cultivating innovative ways of working, testing new initiatives, which assist in the development and implementation of protocols.
• Work collaboratively with children's mental health services, Youth Justice Service (YJS), children's social care, adopting a multi-agency approach with Police, Health and others.
• Specific individual and shared targets and objectives are defined annually within the performance management framework.

The Experience You Will Bring

• Possesses an accredited degree or diploma level, professional qualification in social work
• Evidence of substantial continuing professional development and expert knowledge in relevant professional area, delivering assurance around practice and participation in casework, recording and supervision.
• Evidence of direct engagement with young people, with successful delivery of 1-1, direct and indirect interventions.
• Proven ability to work within evidence informed framework, with knowledge and understanding of criminogenic factors, causing young people to offend.
• Substantial experience of building strong partnerships, which are collaborative and influential in their nature and engender delivery.
• Deep knowledge and understanding of vulnerability and safeguarding protocols.
• Experience of developing and delivering bespoke training and consultancy.
• Evidence of being a catalyst for change, early in young peoples' lives.

LD/Autism Health Equalities Coordinator

Essex County Council is a member of the Southend, Essex, and Thurrock Transforming Care Partnership, consisting of the 7 CCGs and three Local Authorities. As part of these arrangements, it is hosting their All-Age Health Equalities Team, working across this whole footprint, to lead the transformation of the health and social care system, to deliver improved health outcomes for people with learning disabilities and/or autism.

This role has specific responsibility for the administration necessary for the effective delivery of the Southend, Essex, and Thurrock All Age Dynamic Support Register.

Responsibilities:

• Act as the first point of contact for the Dynamic Support Register, Pathway, and its programmes of work, dealing with routine and specialist enquiries to communicate relevant information to stakeholders, referring to others as appropriate.
• Arrange contact or meetings with organisational/individual stakeholders, including families of individuals on the register, to take minutes, collate information and prepare documentation as required.
• Work closely with key teams (such as CAMHS CETR team and ELDP specialist LD Health provider, case managers and social care teams) to ensure up to date information is reflected in the register.
• Responsible (alongside the commissioner) for developing and maintaining a database to securely hold an All-Age dynamic support register with risk stratification and links to agreed pathways.
• Develop and manage systems to ensure safe retrieval, storage and return of any medical notes, social care files or other sensitive personal data, ensuring timely progression to Care (Education) and Treatment Review (C(E)TR) escalating any issues to the LD HE Commissioner for the Dynamic Support Register and Pathway
• Maintain local and nationally required data sets relating to individuals in the community or in hospital requiring a Care (Education) and Treatment Review and the independent personnel required, ensuring a pro-active approach to their delivery is achieved.
• Collate and evaluate data relating to the DSR, Transforming Care and other aspects of the Health Equalities Strategy, to provide accurate and timely information to support local and national reporting deadlines.

Skills, Knowledge and Experience

• Educated to RQF level 3 (A level) or equivalent by experience.
• Evidence of development within role.
• Experience of working in an administrative environment, with a working knowledge of Microsoft Office including Word and Excel and other computerised data systems, with evidence of accurate data entry.
• Awareness of a range of health or social care services and the national initiatives relating to LD and Autism.

The Team

We provide early intervention support to the residents of Essex with their mental wellbeing within a social context. We provide direct support to improve people's mental health to meet their outcomes, build confidence, coping strategies and resilience.

Joining the Mental Health Wellbeing team at Essex means you will be working in a supportive and innovative environment enabling you to develop your own ideas to make meaningful changes to the service user's lives. Working with community groups, family and carers you will ensure advocacy for people with Mental Health difficulties. The team will be countywide community based with a mixture of working from home, local office-based working and working directly with adults in community settings.

The Opportunity

Working to support adults, and their families, who have complex social care needs and are more vulnerable as a result of disability, exclusion, or diminished capacity, you'll maximise their potential to live independently.

With case work focusing on the most complex and challenging adult cases within the Adult Mental Health Wellbeing team you'll ensure that adults and their families are safeguarded. You'll share ideas and best practice, providing specialist advice as part of a multi-disciplinary team sharing your knowledge as a Social Worker.

Responsibilities will include:

• Working with individuals who have social needs and are more vulnerable as a result of a mental health condition.
  
• Working with communities, families, and individuals. Social workers maximise or promote personal strengths, social networks, and resources.
• Undertaking assessments of risk involving safeguarding of vulnerable adults due to mental health difficulties/carers and their families across a range of settings
• Promoting autonomy and development with individuals who have social care needs and are more vulnerable to exclusion.
• Working with communities, individuals, and families to promote their personal strengths, preventing an escalation in need and enhancing independence and wellbeing Interventions will be based upon ECCs Good Lives approach.
• Developing a client centric approach which enables early intervention and prevention and increases independence.
• Working within the statutory legal framework, policy and guidance and determining when the threshold for statutory intervention has been reached.

About You

To apply you should be a qualified social worker with a current Social Work England registration. You'll bring at least 1 year's Mental Health social work experience, evidence of continuing professional development, and capability of practice in accordance with current professional standards.

As, as a subject matter expert in relevant professional practice, you should have a comprehensive understanding of current legislation, regulations, and guidance. With experience of chairing meetings involving clients, family members, carers, and other multi-agency professionals, and the ability to deliver direct work, we're looking for your ability to develop strong relationships with partner agencies and the local community to provide a supportive framework for vulnerable adults.

This role involves travelling around Essex. A driving licence and car - or the ability to meet the mobility requirements of the role through other means - is essential.

• The Essex Sport and Youth Mental Health project is an exciting new 3-year project that has been funded through the National Lottery Community Fund Reaching Communities programme and the Sport England Local Delivery Pilot. The use of sport to reduce levels of poor mental health is a top priority for the Active Essex Foundation.

Active Essex Foundation are looking to recruit a passionate and skilled person to lead our Sport and Youth Mental Health Project across Essex. As well as leading the strategic direction of the project, this post will be responsible for managing the project steering group, working closely with health partners and our three expert partners (Centre for Mental Health, StreetGames and Believe Platform), identifying, and building relationships with new partners as well as ensuring robust evaluation so that we understand the projects impact and sustain the programme past the initial three years.

The Opportunity

We are looking for a professional who has knowledge and ideally previous experience of working within, or alongside Essex health partners including Health Alliances, Integrated Care Systems and Essex Partnership University NHS Foundation Trust (EPUT). The ideal candidate will have experience of working strategically with many stakeholder agencies and experience of managing a large-scale project with many different targets, outputs, and delivery mechanisms. The successful candidate will also have proven relationship building skills, as well as experience in leading a team and managing budgets.

We are looking for someone who has a comprehensive understanding of mental health and how the mental health system works in Essex and nationally, including the work of Essex Emotional Wellbeing and Mental Health Service (EWMHS) and Children and Young People Mental Health Service (CAMHS). Knowledge of the community sport system, including the role of Active Partnerships and Sport for Development organisations is also key.

Strong communication skills, both written and verbal is vital and experience of undertaking effective promotion and communication of projects and services to multiple internal and external communication channels is desirable.

This role is offered as a full-time post.

The role will be employed by the Active Essex Foundation. The role will be formally line managed by the chair of Trustees.

Accountabilities

1. To lead the development and delivery of the Essex Sport and Youth Mental Health programme.
2. To line manage the Essex Youth Sport and Mental Health Coordinator.
3. To develop and oversee the delivery of the comprehensive project plan, and report progress regularly to the project steering group and various project stakeholders.
4. To develop strong and impactful relationships with representatives of the Essex mental health system and wider health partners and embed working relationships to ensure sport is embedded into their core business relating to youth mental health.
5. Promote the work of the project within sport, physical activity, and youth settings and with key stakeholders at a local and national level.
6. To work closely with the national expert partners Centre for Mental Health, StreetGames, and Believe Perform, to add value to the delivery of the project plan.
7. Oversee the collection and analysis of project data and insight in collaboration with Centre for Mental Health to deliver robust evidence of project impact, and to develop a wider evidence base to be used by the Essex mental health system and the Essex community sport system.
8. To support the Essex Youth Sport and Mental Health Coordinator worker to bring together a network of locally trusted organisations for the effective delivery of this project, including the delivery of a comprehensive training and CPD programme for the network.
9. Ensure the views and voices of young people influence the design and delivery of the project interventions.
10. Oversee the communication of the project activities to multiple internal and external communication channels.
11. Develop, produce, and present briefing papers, reports, case studies and presentations to demonstrate the ongoing progress and impact of the project.
12. Ensure the project is able to be delivered within the current budget.
13. Support the development of the project business and sustainability plan.
14. Maintain a sound administrative function including good record keeping, finance records and the production of regular update reports.
15. To lever in and attract new funding from the youth sector, community sport system, and mental health system and from a range of other funding organisations to further develop and sustain the project and support the delivery work of the locally trusted organisations.
16. Maintain a flexible and agile approach to respond to the changing contexts and environments at a strategic and operational level.
