As the VISN 22 VA Health Connect Clinical Contact Center (CCC) Chief Nurse you will report directly to the VA Health Connect CCC Director. The Clinical Contact Center Chief Nurse will provide executive leadership and direct supervision to the Nurse Managers over the Clinical Contact Center nursing staff and other employees as assigned. Assesses, plans, and evaluates the processes and daily operations of the Clinical Contact Center, collaborating with the Nurse Managers and administrative and clinical leaders within the VISN (e.g. from Clinical Contact Centers and Tele Emergency Care), at the medical centers where patients are assigned (e.g. from Primary Care, Emergency Medicine, and Specialty Care), and with Program Offices (e.g. Homeless Program, Veterans Crisis Line) to design and implement interdisciplinary programs and processes within the service.

Chief, Clinical Contact Center is responsible for:

• Assessing and recommending the allocation of human and material resources, in determining staffing levels, managing overtime, and plays a significant role in the recruitment and retention of staff.
• Ensure competency assessment meets the learning needs of nursing staff and are completed on each employee annually.
• Reviews Clinical Contact Center Data, quality assurance findings, and business operations data related to nursing and clinical operations for trends and early intervention; formulates follow-up plans with stakeholders within and outside of the VISN.
• Evaluates findings from VISN Clinical Contact Center Quality Assurance Program and collaborates with both administrative and clinical services to monitor quality and safety within the service and during transitions in care to the medical centers.
• Functions as facilitator in implementing action plans and performance and process improvement strategies at services for follow up to include regular progress reports.
• Performance improvement projects may be co-led with leaders from medical centers.
• Promotes evidence-based practice designed to validate and/or improve patient care and health care delivery.
• Acts as a liaison with the nursing leaders in Offices of Nursing Services, Office of Integrated Veterans Care (IVC) and the Office of Nursing Services to address issues related to nursing as needed.

-Serves as Chief of Health Information Management (CHIM) with full program responsibility for all facets of the Health Information Management (HIM) program and processes. Must ensure HIM program meets and/or exceed national HIM policies, procedures, and performance metrics. Responsible for the administrative management of health records, which includes planning, managing, advising, and directing the health information program in accordance with applicable Federal laws, facility by-laws, VHA policy, The Joint Commission (TJC) standards, the Commission on Accreditation of Rehabilitation Facilities (CARF), and other regulatory and accrediting agency standards.

-Responsible for all facets of health records management for the facility ensuring maintenance of complete, accurate, timely, clinically-pertinent, and readily-accessible patient health records, which contain sufficient recorded information to serve as a basis to plan patient care, support diagnoses, warrant treatment, measure outcomes, support education and facilitate performance improvement processes and legal requirements. Develops policies, processes, and procedures that address all VA, Federal, regulatory, and accrediting requirements for HIM.

-Provides detailed technical expertise in health records science and other very technical aspects of HIM. Maintains all health information input into the local VistA database and assures timely transmission of that data into all VA centralized databases - most frequently those maintained at the Austin Data Processing Center. Must assure that all health information that is coded and abstracted meets the requirements of the VA and/or TJC and is consistent with professional health records standards.

-Clinical support role: Serves as a key advisor to the Chief of Staff, Executive Management, and clinicians and is responsible for providing technical guidance on health information issues such as documentation requirements, liability issues, advance directives, informed consent, release of information, transcription/speech recognition, health information exchange, etc.

-Completes internal quality assurance reviews to ensure employee performance and that work meets quality and quantity standards. Establishes monitors to ensure the timeliness of health record entries and reports findings with subsequent trending of data.

-Serves as a key member of the Quality Improvement (QI) team, works closely with QI personnel, and is responsible for assuring that the facility is compliant with all TJC standards regarding health information.

-Assures that all patients have a complete, accurate, and timely record of their health care at the facility. Must assure that such information is appropriately stored and readily available for the provision of medical services to the patients.

-Responsible for leading the automation of all health information systems. Working closely with Information Technology (IT) and Clinical Informatics, the incumbent must guide the automation of health record documentation, health record tracking, and physician incomplete record tracking.

-Conducts training programs in various areas health information management, such as medical terminology, health record documentation, release of information, medico-legal matters, speech recognition/transcription, scanning, medical coding, clinical documentation improvement, and health information exchange. Responsible for establishing formal affiliation with university programs in health information and precepting students from such programs.

-Provides direct support to Regional Counsel. As necessary, incumbent will provide consultation services to members of the Counsel's staff in areas dealing with health information. The Program Management Director will support a large USAID global health security (GHS) project, managing cross-functional teams from award through close-out. Provides overall strategic direction for project management support including plans to determine technical implementation, activity scheduling, budget, procedures, staffing, and allotment of resources needed for projects. The expected hiring salary range for this role is listed below. FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget. 

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

• Provides medical oversight and expertise in appropriateness and medical necessity of healthcare services provided to Plan members.

• Conducts retrospective reviews of claims and appeals and resolves grievances related to medical quality of care.

Key responsibilities:

Provide financial and administrative leadership, mentorship, and oversight to assigned region,  both the team directly under WAMERO and support for country offices in the region. Specifics include:

• Facilitate organizational change to support business and process improvements and overall departmental/divisional efficiency.

• Provide oversight and direction for the Regional Office financial transaction and accounting practices.

• Ensure high capacity and understanding of FHI 360 financial and administrative guidance regionally, and at country level.

• Coordinate Regional Office  budget analysis, provide input into and monitor budget forecasts and review progress against administrative cost reduction goals.

• Alert Portfolio/Project and Department Directors to budget risks; ensure that appropriate risk authorization documents are processed, and steps are taken to resolve issues.

Compliance and Fiscal Excellence:

• Provide oversight and direction for the Regional Office’s financial transaction and accounting practices.

• Ensure implementation and integration of financial and accounting systems.

• Perform specialized functions in the areas of financial management and analysis, budget development and monitoring, supply and logistics, property management, office management and other essential administrative requirements.

• Prepare and analyze monthly management reports summarizing project, management, and development expenditures versus budgets and obligated funds.

• Supervise/monitor spending on overhead and other accounts as needed.

• Assist with the preparation of proposal budgets as needed/required and per guidelines.

• Ensure adoption of standardized procedures and monitoring systems to assure compliance with both client and corporate policies.

Building Skills in the Region

• Provide strategic and operational inputs from a regional perspective to corporate services and systems development.

• Lead and advise staff in the development and implementation of all financial and administrative policies, programs, and procedures.

Process improvement and Problem Solving   

• Works on complex problems that require in-depth evaluation of data and various factors.

• Facilitate organizational change to support business and process improvements and overall departmental/divisional efficiency.

• Liaise with key enterprise services (e.g., Human Resources (HR), Contract Management Services (CMS), Business Services, Operations Management, Office of Compliance and Internal Audit (OCIA), and Legal) to ensure effective integration with finance and administration.

• Resolve issues affecting the business operations of the Regional Office (RO) and facilitate better interaction and cooperation with central services departments.

Supervision

• Supervise a team of finance and administration staff and provide technical (financial) supervision of lead finance team members throughout the region.

• Work closely with other leaders to assure appropriate management and support of portfolios/projects in FHI 360 Country Offices.

• Provide input and work with HQ teams (Finance, Information Solutions and Services (ISS), Operations Management Office (OMO), etc.) to review/ generate new FHI 360 policies and Standard Operating Procedures (SOPs).

• Fully support HQ team to successfully implement new projects. Take proactive role to implement HQ directives when HQ has limited resources and tight timelines.

Specifically, the OSAD in Oncology uniquely must also help take on account management commitments across an Oncology portfolio of unprecedented size that now span more than 15 products and more than 8 therapeutic areas, requiring a division in scope.  While Oncology KAMs retain their role as primary relationship managers of key Oncology accounts for the full portfolio, communicators on oral contracts, and owners of breast cancer (mBC), GU cancer (aPC – CSPC, mUCC) and hematology (multiple myeloma); the OSAD role will be focused in several areas

• Take primary accountability for Lung Cancer, mRCC, mCRPC, and Melanoma
• Advanced precision medicine initiatives
• Innovating in approaches to impacting duration of therapy with accounts (can include supporting breast and bladder efforts)
• Mastering SDoH and health equity space to develop SOC adoption/guideline concordant care opportunities at accounts

The OSAD will have the capacity and capabilities to advance the most innovative engagement with Oncology accounts, but with a focus on the above.  Internal stakeholder collaboration includes, but is not limited to Portfolio Marketing, Advocacy and Prof Relations team, Brand Marketing, HIT Colleagues, KAM leadership, KAM Enablement, Legal, Compliance, Medical, Procurement, and Digital.

ROLE RESPONSIBILITIES

• Accelerate and optimize oncology provider engagement via account-based solutions engagement to drive incremental value for the customer, Pfizer, and the patient
• Work with the Account Collaboration Team (ACT) and organized oncology providers to provide patient driven solutions that support mutually aligned goals for the customer and Pfizer – with a focus on duration of therapy, precision medicine and health equity
• Work with the ACT and the customer in developing an optimal plan for effectively implementing, communicating and improving patient care that is aligned to appropriate goals and KPIs and customers capabilities
• Ensure progress toward customer goals is monitored and plans are adjusted accordingly to ensure impact is established and sustained
• Core insight generation for the Region that informs strategy and optimizes execution and customer engagement
• Identify effective relevant patient management strategies being implemented by Key Accounts that could be spotlighted & replicated at other accounts
• Sharing of best practices across the region on the use of Brand and account management resources that appropriately advances and accelerates customer initiatives
• Act as the voice of the customer and advisory team accountable to the Lung, RCC, CRC, and Melanoma franchises
• Demonstrate Subject Matter Expertise – specifically for
  • Lung, RCC, CRC, and Melanoma
  • Advanced precision medicine engagement and advanced engagement with care teams to improve duration
  • Critical Account Management (project management + change management)
  • Customer organizational governance/decision making/capabilities/stakeholder management 

BASIC QUALIFICATIONS

•  BA/BS Degree
• 10+ years pharmaceutical experience
• 3+ years Oncology key account management experience
• Core capabilities to advance initiatives with sizable accounts to improve patient identification with biomarkers, to improve therapy management and impact duration, and innovate based on unique account-specific opportunities
• Advanced Market experience with Oncology accounts across community / IDN Oncology Service Line / Academic Medical Centers / NCI Affiliated Cancer centers
• Proven ability to develop insights, strategy, operational and tactical plans
• Cross functional / matrix team navigation and management
• Strong persuasive interpersonal, communication and leadership skills
• Candidate demonstrates a breadth of diverse leadership experiences and capabilities including: the ability to influence and collaborate with peers, develop and coach others, oversee and guide the work of other colleagues to achieve meaningful outcomes and create business impact.
