The ideal candidate needs to be able to hit the ground running with experience within Adults commissioning at a managerial level.

Head of Integrated Commissioning for the County Council and Gloucestershire ICB with responsibility across intermediate care. The person would need to line manage a team of eight commissioners across both organisations and take responsibility for a significant commissioning workload

Work collaboratively within an Integrated Commissioning Management Team and across organisational boundaries to ensure the system’s vision is translated into real services on the ground. Lead on the strategic planning and development of services which support the system flow in Gloucestershire on behalf of Gloucestershire ICB.

This post is also responsible for coordinating work with commissioning leads for Older People, Disabilities and Mental Health Adult services on strategic cross-cutting issues, ensuring effective links across all aspects of people accessing Health & Social Care services.

Qualifications:

Educated to masters level or equivalent level of experience of working at a senior level in a specialist area.

Knowledge:

Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master’s level equivalent
Must have detailed working knowledge or experience of managing payment flows to providers across the Health & Social Care system for example experience of working with payments processes such as ContrOCC and Caretrack. Should have an appreciation of the relationship between the various statutory bodies such as the DoH and individual provider and commissioning organisations.
Working knowledge of Microsoft Office with intermediate keyboard skills.
Extensive knowledge and experience at a ‘Head of Service Level’ for Integrated Commissioning and working within an integrated Local Authority and ICB partnership and an understanding of the National policy that governs this area.
Working knowledge of commissioning within the key team responsibility areas to be able to make an immediate impact.
Must have an understanding of the background to relevant national policy and appreciate the implications of this on all elements of the Health and Social Care system for example - System flow and the requirements

Key Result Areas Whilst the organisation and structure within specialities/divisions may vary the specific remit of this role will include: Transcription Typing correspondence to patients, GPs, medical staff and any other required addressee following clinical attendance. Outcomes, Results and Clinics - Tracking of results/ appointments and highlighting to the clinical team members any results, correspondence or patient queries that need response and taking action e.g. booking investigations, transcription, etc, to ensure that RTT guidelines are achieved for patients. • To provide a medicines optimisation services to the prison.
• To provide a medicines administration service to offenders at the medicines administration times as part of a 7 day per week rota.
• To undertake medicines reconciliation for prisoners admitted to the prison.
• To supervise assistants, when in the dispensary in providing dispensing services.
• To be an accredited checking technician providing final dispensing checks or medicines optimisation qualification.
• To ensure high standards of work in the dispensary, in clinics and for when out on the wings and to ensure all Standard Operating Procedures (SOPs) are read and adhered to.
• To assist the Senior Prisons Technician with writing, updating and monitoring the use of medicines optimisation SOPs.

Youll be part of the team that provides the first stage in the Trusts care navigation system receiving requests using contact methods, including letters, e-mail and telephone. We provide a central resource for referrers and Trust staff to ensure the effective receipt and subsequent processing of referrals into our services. We further provide effective signposting to services external to the Trust. We accept routine, urgent and crisis referrals, each having a specific pathway to follow. We provide an effective first point of contact, a link with primary and secondary services, partner agencies and organisations outside of the trust. The service focus is to ensure callers or requests are directed to the appropriate person/resource in the Trust in the most effective manner. Where the request is for advice or a specialist opinion, the centre staff will link the request to either internal or external sources in a timely manner. The intention will be to leave the person making the request, feeling valued and satisfied with the outcome, before ending the contact. Where an immediate response for advice/specialist opinion is not available staff will work to an agreed response time, which will be shared with the person making the request. You will have support from Senior Health Practitioners colleagues (Band 6) and the Operational Manager to help your development and youll be able to share your knowledge and experience with our Call Handlers (Band 3) and Mental Health Practitioners (Band 5). The post holder will be part of the Gloucestershire Health and Care NHS Foundation Trust First Point of Contact Centre (FPCC) and will manage and triage mental health referrals coming in to into the Trust. The service is a professional referral service accepting telephone, letter, or e-mail referrals from patients, carers, GPs, Health Care Professionals within mental health working, police, ambulance staff, and some external agencies this list is not exhaustive. The practitioners within the team are responsible for initial screening, triaging and the allocation of referrals to the appropriate service within the Trust or signposting to a relevant external service. The post holder will be responsible for triaging referrals, routine and urgent made to the Trust and directing them to the most appropriate service. The post holder will be involved in the triaging of crisis referrals under supervision of senior colleagues.
