• Prepares reports, reviews, correspondence including assisting with completing all administrative projects requested of the service.

• Verifies accountability of all prosthetics expenditures in both the purchase menu and the prosthetics program and associate all obligations to the individual veteran.
• Ensure the services provides are documented not only as the type of service, but the duration.
• Complex purchasing: requires irregular research, analysis, collaboration and many other steps to ensure both best value and the most appropriate devices are purchased for the Veterans.
• Routine purchasing: includes routine purchase orders on established contracts or through established vendor resources using regular significant research, analysis or collaboration.

The Health System Specialist - HPE Analyst position informs the Designated Education Officer (DEO) and HPE service with authoritative analyses, evaluations, policy guidance and advisement regarding OAA special purpose funding disbursement agreement (DA) processes and health care operations as they relate to HPE programs.

Major duties include but are not limited to:

• Serves as the disbursement coordinator (DC) and is responsible for communicating, establishing processes and ensuring compliance with VHA Directive 1400.05 and related Standard Operating Procedures (SOPs).
• Administers the tasks and procedures required between the VA and the affiliate including establishing DAs and validating multiple data sources.
• Evaluates programs and processes for discrepancies to determine efficient and compliant HPE program operations and use of OAA resources.

• Extracts, analyzes, and organizes data from multiple sources to create reports for ongoing monitoring of resources, OAA reports, or special projects.
• Maintains awareness of new policies related to budget, personnel, and procurement to provide analysis, training and recommendations to enhance HPE operations.

As the resident expert in clinical informatics and health IT, the CHIO serves as the primary advisor to the Chief Medical Officer. He/she serves as a key leader and expert in the use of clinical informatics for the enhancement and support of health care to veterans and will represent VISN 9 on national committees and task forces and will ensure that the information and technology needs of VISN 9 are considered at the national level. The CHIO position requires the ability to mange the highest quality of health informatics and is responsible for providing oversight, coordination, and leadership in developing and managing the Network programs for health informatics and information management. The CHIO is expected to be a strong agent for change and must demonstrate an ability to understand the needs of his/her professional counterparts, for example, nurses, physicians, pharmacists, etc. In addition, the CHIO must demonstrate understanding of the Medical Center organizational structure and the role informatics plays within the organization. This person will lead multi-disciplinary clinical and technical teams in the evaluation, selection, and implementation of clinical information systems and assumes primary responsibility for clinical system design, implementation and optimization. On daily basis, she/he demonstrates a high level of analytical ability, critical decision making skills and an extensive knowledge of healthcare issues, with a focus on the science of integrating healthcare, technology, and clinical data. The CHIO serves as the key leader and expert in the use of clinical informatics.

Duties include, but are not limited to:

• Play key role in using the capability of the VA clinical information systems to assist practitioners in doing the right things for the right patients at the right time.
• Ensures adequate support to measurably improve the quality of data and the transfer of clinical information between providers.
• Ensure valid information is available to the patients and to their health care practitioner.

How you will do it

• Evaluate the safety management system for its effectiveness and maintaining documented continuous improvement plans to improve performance.

• Train all new employees concerning plant safety rules and guidelines. Work with management in a joint effort to provide the worker with a safe attitude, safe surroundings and safe equipment.

• Assist in managing workers compensation and reducing costs by working closely with insurance carriers, JCI workers compensation manager, attorneys and state authorities along with in-house supervisors and managers. Manage each claim from the accident report to the return of the worker for modified duty and ultimately to claim closure.

• Help implement the corporate environmental management system. Collect environmental data for use in determining root-causes of compliance problems and pollution prevention opportunities. Implement proactive corrective steps.

• Complete and submit applicable environmental reports in a timely fashion (such as Tier II, TRI Form R, Generator’s Residual Waste, Waste-Water Self-Monitoring, and Air Emissions Inventory).  

• Record and maintain spreadsheets containing all paint booth, fin press and parts washer chemical usage and air emissions.

• Assist with the administration, implementation and compliance with the ISO14001 and 45001 EHS Management System (acts as the plant management representative).

• Oversee hazardous and non-hazardous waste program including ensuring the correct handling, packaging, labeling, storage and transportation of waste to approved treatment and/or disposal facilities.  

• Coordinate air emission, wastewater, storm water and waste testing.

• Present safety and environmental training programs to workers and supervisors. Some standardized materials will be made available and development of site-specific training materials will be required.

• Drive Safety Performance in the plant.

The professional registered nurse Outpatient RN CAP 1 is an entry level designation into the Clinical Advancement Program (CAP).
