  • Collaborate with Department Head to understand business goals, challenges, and opportunities, and develop HR strategies that align with these objectives.
  • Identify skills gaps and development needs within the organization and collaborate with managers to create tailored development plans for employees.
  • Assist managers in addressing performance issues and creating improvement plans.
  • Assist holding company in full life-cycle recruitment including developing search strategies, actively sourcing candidates, pre-screening, interviewing, and presenting qualified candidates to hiring managers
  • Designing and implementing annual Performance Management System to enable review/assessment of employee performance and achievement of KPIs.
  • To design an appraisal process and necessary appraisal and assessment forms. To understand the responsibilities of employees so as to create and design a system where overall achievements can be rated with respect to their key responsibility areas.
  • To develop and maintain an Attendance and Leave management system that will manage daily workforce tasks and record attendance all employees.
  • Working together with holding company in conducting HR policy & process audit, reporting gaps and ensuring implementation of action plans to rectify the gaps and ensure KRA setting exercise is completed as per timelines.
  • To provide support for expatriate and local staffs in HR strategies, including Talent Acquisition/Talent Retention/Performance Management, Employee Engagement, Career Development.
  • Manage and update HR databases with different information such as new hires, retirees, resignation (pervious employees), terminations, sick leaves and all types of other leaves and disciplinary actions.

• You will serve as a subject matter expert and consultant, ensuring the various HR functions and actions comply with legal and regulatory requirements and meet customer needs. Develops goals and objectives integrating organization objectives.

The incumbent oversees quarterly SES orientation program, HR liaison training, training to stakeholder members (at headquarters and in the field) regarding newly implemented transformational policy, processes and procedures, attends executive meetings with the Office of Personnel Management and other federal agency roundtable and ad hoc groups; assist in the design and development of learning opportunities (in coordination and cooperation with VALU and the Office of Human Capital Planning, Development and Outreach) for VA's SES population.

Assist in the development, recommendations and the coordination department-wide SES training and development policies and procedures. Responsibilities include developing and improving the policies and procedures for these functions, establishing a communications network between VACO and the field advising top management and key staff on policy and process issues.

Provide direct advice and guidance on all aspects of these programs. Given the significant, complex, and sensitive nature of these programs, the incumbent must function with wide independence of operation within framework of general policy and guidance from supervisory management.

• Plans special civilian personnel studies and projects in direct support of the Direct Reporting Unit (DRU) Commander and Headquarters (HQ) staff to determine effectiveness of major sub-elements of the command personnel program.

The Human Resources Specialist position is located in the Civil Rights Division's (Division) Administrative Management Section, Office of Human Resources and Security. If selected, your typical duties may include:

• Providing technical support and training to timekeepers and employees on the use of the Department's timekeeping system (currently, webTA).

Duties include:

Processing personnel actions per the OPM Guide to Processing Personnel Actions including, but not limited to, appointments, separations, promotions, reassignments, transfers, etc. The personnel actions are reviewed for accuracy, adequacy of supporting documentation, and existence of administrative approvals. Working with Human Resource Specialists and team members to acquire and/or complete missing items and resolve discrepancies.

Using FPPS to process personnel actions and generate reports. This includes capturing, reviewing, and recording essential employee data elements needed for employee entitlement and pay determinations, aggregate analysis, reporting, and personnel action processing (i.e., service computation date, veteran’s preference, tenure code, etc.), and resolving any questionable data by conferring with HR Specialists after researching OPM guidelines (i.e., Guide to Personnel Data Standards, Guide to Processing Personnel Actions, etc.) and automated systems guidelines (i.e., the FPPS Data Dictionary, FPPS Relational Data Tables, etc.).

Conducting new employee orientation, reviewing and processing a wide variety of payroll and personnel forms such as tax forms, payroll allotments, bond deductions, Thrift Savings Plan (TSP) elections, Federal Employees Health Benefits (FEHB) elections, Federal Employees Group Life Insurance (FEGLI) elections, etc.

In this position, you will serve as a Human Resources Assistant, providing administrative, clerical and technical support in the day-to-day administration of the Suitability Support team. This support includes providing guidance to the staff on applying rules and procedures concerning background investigation pre-employment requirements.

This position starts at a salary of $48,018.00 (GS-06, Step 1) to $69,369.00 (GS-07, Step 10) with promotion potential to $ 69,369.00 (GS-7 Step 10).

Typical assignments include:

Provides independent and high-level justifications of Space Force and DoD needs and develops implementing programs for review/approval at Space Staff, Secretariat and OSD levels.
