This SUPERVISORY HUMAN RESOURCES SPECIALIST position is located in the Human Capital Modernization Center, Human Capital, Enterprise Support, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:

• Functions as the Branch Manager for the QPE Branch, overseeing allocated resources such as budget and personnel in compliance with relevant policies and procedures.

The Supervisory HR Specialist (Labor/Employee Relations) for Defense Commissary Agency, Department of Defense's (DoD) worldwide grocery store chain, supports a workforce comprised of a wide variety of retail, business, and logistics occupations, the largest segment of part-time employees in the DoD, including General Schedule (GS) and Wage Grade (WG). The overall responsibilities include, but are not limited to:

• Provide expert management consultative service involving the full spectrum of HR functions on highly complex issues to address issues with workforce-related conduct and performance.
• Manage, coordinate and integrate numerous key complex program segments of the overall Labor and Employee Relations function.
• Works closely HR Director and other senior managers on a variety of complex HR issues, analysis of policy changes, and labor and employee relations policies. Including overseeing the negotiations of union bargaining agreements.

• Serves as the Drug Testing Administrator for DoD customers, monitoring the worldwide testing process, to include specimen collection, lab testing, and medical review services.
• Advises on drug testing procedures, chain of custody procedures, and positive test result ramifications.
• Recommends changes to drug testing policies and procedures, with specific regard to administrative aspects of the program.

• Applies a standard body of Human Resources knowledge, rules, and procedures to perform technical support work in the areas of staffing, benefits, and background checks.  Assignments include but are not limited to:  keying new hires, providing information on and processing benefits, conducting employee benefits briefs for new and departing employees, employee out-processing, gathering facts involving routine HR work in the above specialty areas, initiating suitability adjudications, and processing personnel actions.  Reviews HR and organizational documents for accuracy and completeness, ensuring compliance with applicable federal, state and organizational legal and policy requirements. May assist in writing, revising, updating, and preparing personnel procedures and directives, special reports and correspondence. 
• Generates standard reports as needed and on a scheduled basis.  Develops databases and spreadsheets to automate office procedures. Makes recommendations for systems solutions and process improvements to eliminate manual processing, ensure data accuracy and improve reporting methods.
