HUMAN RESOURCE MANAGER (PAPUA NEW GUINEA)

JOB OVERVIEW

We are seeking a dynamic and experienced Human Resource Manager to lead our human resources department for Oil Palm Plantation based overseas (Papua New Guinea). The ideal candidate will be responsible for developing and implementing HR strategies that align with our business goals, ensuring compliance with local labour laws, and fostering a culture of engagement and development among our employees.

JOB DESCRIPTION

• • Support change management initiatives, providing guidance on how to navigate organizational changes while maintaining employee morale and productivity.
  • Handle employee relations matters, including investigations, conflicts, and grievances, while ensuring compliance with company policies and local labour laws. Provide guidance to managers on employee performance, disciplinary actions, and termination procedures.
  • Report back to Holding Company in Malaysia on HR related matters.
  • Assess organizational structures and work processes to drive efficiency and effectiveness.
  • Collaborate with Department Head to understand business goals, challenges, and opportunities, and develop HR strategies that align with these objectives.
  • Identify skills gaps and development needs within the organization and collaborate with managers to create tailored development plans for employees.
  • Assist managers in addressing performance issues and creating improvement plans.
  • Assist holding company in full life-cycle recruitment including developing search strategies, actively sourcing candidates, pre-screening, interviewing, and presenting qualified candidates to hiring managers
  • Designing and implementing annual Performance Management System to enable review/assessment of employee performance and achievement of KPIs.
  • To design an appraisal process and necessary appraisal and assessment forms. To understand the responsibilities of employees so as to create and design a system where overall achievements can be rated with respect to their key responsibility areas.
  • To develop and maintain an Attendance and Leave management system that will manage daily workforce tasks and record attendance all employees.
  • Working together with holding company in conducting HR policy & process audit, reporting gaps and ensuring implementation of action plans to rectify the gaps and ensure KRA setting exercise is completed as per timelines.
  • To provide support for expatriate and local staffs in HR strategies, including Talent Acquisition/Talent Retention/Performance Management, Employee Engagement, Career Development.
  • Manage and update HR databases with different information such as new hires, retirees, resignation (pervious employees), terminations, sick leaves and all types of other leaves and disciplinary actions.
  • To monitor and assess transfers, immigration/embassy matters, accommodations, and any other matters incidental with regards thereof.
  • Undertake any other special assignments, ad-hoc functions, and related duties with regards to administration matters as and when required by the superior.

REQUIREMENTS

• • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • 8-10 years of experience in an HR role.
  • Strong understanding of HR best practices, employment laws, and regulations.
  • Excellent communication and interpersonal skills.
  • Ability to work collaboratively and build relationships across all levels of the organization.
  • Demonstrated experience in handling complex employee relations issues.
  • Overseas working experience and exposure to plantation industry are added advantages

As a HUMAN RESOURCES SPECIALIST at the GS-0201-13 some of your typical work assignments may include:

• Serves as Senior Human Resources Specialist with responsibility for assisting other Human Resources Specialist in analyzing, planning, coordinating, and executing various civilian personnel functions to include recruitment, placement, retention, and numerous employment activities.
• Provides expert advice to senior leaders, directors and supervisors on civilian personnel management programs and policies covering a civilian workforce comprised of General Schedule (GS), and Defense Intelligence Civilian Personnel System (DCIPS)/General Grade (GG) employees related to hiring practices associated with numerous employment activities and a variety of special recruitment programs to include programs that emphasize affirmative action outreach and non-competitive sources of candidates.
• Serves as a subject matter expert on assigned personnel special emphasis programs and/or special assignments and provides expert guidance and services regarding these programs/assignments.
• Analyzes and evaluates program execution; recognizes problems and problem areas; originates solutions to complex or unusual issues; and is cognizant of areas requiring coordinated efforts. Develops recommendations with options for new methods or procedural changes.

• In this position you will work in the Military Personnel Division, Directorate of Human Resources as a Human Resources Assistant.
• Responsible for the maintenance of military personnel records. Ensures that the force maintains deployment readiness by working with installation leadership to ensure that Solider information is accurate and up to date.
• Reviews incoming regulations and directives relating to administration and military programs, functions, and procedures, determines impact on current operations, and keeps the Director informed on pertinent changes.

• Periodically meet with assigned directors and office chiefs to display the status of their resources (dollars and manpower).
• Review financial and accounting reports to determine the amount and timing of funding and allotments to be distributed.
• Recommend reprogramming (transfers) of funds between accounts, budget activities, or programs to finance new and/or revised requirements.
• Monitor, reviews, the execution of approved activity and program budgets by subordinate activities within the Command.
• Analyze budget and financial data, and staffing plans submitted by program managers for consistency with financial plans, policies, and timetables of the employing activity.

• Use laws, directives, regulations, and related administrative policies to implement and administer education entitlement and incentive benefits programs.
• Evaluate entitlements, monitor expenditures to make determinations, and devise methods to process data and reports.
• Use data to identify actual/potential problem areas, potential issues, and develop recommended changes to senior leaders.
• Use technical competency and Soldier contracts to determine benefit entitlement and eligibility authorized by public law.
• Write technical correspondence responding to Congressional, White House, VA, Senior Leader, and service member inquiries relative to applicable program laws, regulations, and policies.

Your new role
You will be in charge of assisting the other plumbers with managing the work load, splitting tasks between you and keeping on top of the reactive maintenance as well as PPM's on the commercial site as well as accommodation. There is a van included for onsite only to drive between campuses and power tools are given.
What you'll need to succeed
You must have an NVQ or relevant qualification for plumbing and Gas Safe ideally. Domestic or commercial qualifications are fine.

• Provide data processing support to Arrive, Update, and make Assignments or Departures for new Soldiers to the 120th AG Bn.
• Operates desktop computer to access web-based RECMOD system to locate individual Soldier records.
• Identify that all Soldiers are correctly processed and registered to the correct processing company.
• Operate automated ID Tag embossing machines and automated Stencil machine to produce and distribute ID Tags, Allergy Tags, paper Stencils for Soldiers using data from a variety of sources.

• Guide and direct overall policy development and operations with other program managers across multiple enterprises within DISA.
• Determines applicability, of established law, directives and issuances to individual situations and agency wide conditions peculiar to the Defense Information Systems Agency.
• Drafts and develops program guidance in conjunction with the Subject Matter Expert (SME), to include manuals and training course units on technical services programs and processes.
• Manages Civilian Personnel publications program with extensive regulations, forms, etc. Works with the Agency Editor, publications team and Chief of Staff office to ensure proper routing and issuance of publications.
• Serves as the Agency's Remote Work Program Manager charged with full spectrum of program operations. Responsible for program development, modifications, advisory services, execution, and sustainment.
• Develop and establish policies, laws, guidance, and regulations directly related to the program.
