Information analyzed by the employee results in suggestions and solutions to management on improving the safekeeping of securities programs and trends affecting the program and/or users. Depending on the severity of the risk, consistent communication with upper managerial levels is maintained.
• Responsible for the development and maintenance of logs and records of information used to monitor fraudulent activity. The data is obtained by detecting irregularities in securities programs. The employee uses the information to propose further investigation if fraud is suspected or to provide testimony if called as a witness.
• Develop and implement new procedural methods and practices or system on ways to control or reduce risk. Recommendations are used to close loopholes that may permit fraudulent activity and in preparing functional descriptions of system requirements. Advice is provided on how to manually correct encountered issues. The employee keeps current on online security measures, tendencies, and fraud, which leads to the development of new or updated procedures.

Ensures POD access for contractors is based on a policy requirements and access that expires on the ending date of the current contract on which they are employed, ensuring logical access is removed timely and the access card is retrieved. Coordinates with FMSS HQ Access and ID Management to ensure all credentialing and access processes being used in supported facilities are current and accurate.

Project Management: Specialist is responsible for security system design and scope of work (SOW) creation that includes designing, procuring, and managing the installation of physical security countermeasures that are appropriate and that are installed in a manner that complies with all guiding directives. Projects often include high-dollar or state-of-the-art systems. Estimates and verifies the amount of funding required for the completed installation of security countermeasures, attends all project related meetings. Provides security expertise to vendors, customers, and lower graded employees. Administers security equipment manufacturers warranties and maintenance contracts and the associated budgets. Contributes to budget projection process for acquiring and maintaining both national and locally procured maintenance contracts. Implements the budget for security section projects and provides input and guidance on budgetary requirements.

Emergency Preparedness and Planning: Personally prepares and/or assists security chiefs or lower graded employees in the preparation of Occupant Emergency Plans (OEP). Conducts Emergency Evacuation (EED) and Shelter-in-Place (SIP) briefs and drills, as well as Active shooter/active threat training for assigned PODs. Conducts emergency management procedures as they relate to physical security involvement of incident management during an emergency, to include Continuity of Operations (COOP) events. Performs first responder coordination for incident management, and other critical operations as it relates to emergency planning for their assigned POD locations. Provides an appropriate response to emergencies and significant incidents, ensuring significant events are reported to appropriate authorities.

The following are the duties of this position at the full working level.

• Security Audits and Reviews (40%) Provides expert guidance to FMSS management and senior leadership on official audit responses to Treasury Inspector for Tax Administration (TIGTA), Government Accountability Office (GAO), and FPS audit findings and assessments. Researches Department of Homeland Security (DHS), ICS, GAO, and TIGTA policies, regulations, and procedures to draft official responses to audit reports. Oversees recurring Facility Security Compliance Assessment (FSCA) processes to evaluate threats and vulnerabilities and mitigate risks by implementing applicable countermeasures in accordance with ISC RMP guidance and applicable IRS requirements. Analyzes and monitors previous security audit findings to ensure countermeasures are being implanted and tracked to prevent repeat findings for future audits.
• Authors security plans and countermeasures in response to audit findings. Collaborates with personnel across all supported IRS organizations to ensure changes are implemented and tracks incident reporting to prevent repeat findings. Conducts investigations into security incidents or breaches to determine root cause and ensure that operations staff addresses issues appropriately to minimize potential finding. Conducts security program reviews and preventive maintenance inspections with operations staff to identify and evaluate existing countermeasures, equipment, and systems for their functionality and compliance with applicable policies and standards. Recommends additional countermeasures or repairs, as necessary, to mitigate any security risk.
• Security and Risk Assessments (30%) Leads or participates in studies of technical security data that inform proposals for improvement of IRS Physical Security and Occupant Emergency Planning. Reviews statistical data provided by physical security operations personnel and prepares reports of findings to management. Proposes permanent changes based on study results and implements interim measures as needed to address imminent threats. Provides guidance and security recommendation including authoring statements of work and post orders for Federal Protective Service's (FPS) Physical Security Officers (PSO) in IRS facilities and specifically Taxpayer Assistance Centers. Collaborates with other agency personnel and agency headquarters, Treasury, and other federal agencies to ensure security policies and procedures implemented.
• Security Program/Project Assistance (30%) Authors, assesses, and administers various administrative
  actions affecting, but not limited to, the following programs, policies, or reports: Security Awareness
  Training (SAT), alarm reports, audits and risk assessments, compliance and safeguard reviews, post award
  site surveys, project documentation, and occupant emergency and shelter-in-place plans. Responds to a
  variety of routine and non-routine requests for data, prepares periodic and one-time reports, and ensures that
  routine program reviews and preventative maintenance reviews are carried out in accordance with IRS, ISC
  and other requirements. Conducts research on new physical security technologies and evaluating these to
  make recommendations for potential implementation.
