In response to the Carter Reviews diagnostics work team was introduced, however following the Mike Richards review further investment was secured to increase the team size to manage the increased outputs for Diagnostics including delivery of Community Diagnostic Centres as well as the diagnostic pillar transformation. This role is part of the newly expanded team. The Diagnostics Team support Integrated Care systems to deliver the diagnostics transformation, specifically supporting network formation, review of clinical pathways and implementation of Community Diagnostic Hubs. The overall objective of the team is to improve outcomes and access to Diagnostics ensuring earlier diagnosis and connected patient records. This role will provide programme and project management support to the Senior Diagnostic Transformation Managers as well as the wider NW Diagnostic Team, Senior Managers, Directors and stakeholders. Principal Responsibilities: Work independently and with the Senior Project Manager to provide project management expertise within the Informatics Merseyside, Partner and Non-Partner Organisations Have responsibility for a select number of projects, for the full lifecycle from initiation to project closure, making independent decisions at appropriate level. Work independently and with the Senior Project Manager and wider project team members on a number of projects. Ensure that all projects are managed in accordance with PRINCE2 and Informatics Merseyside Project Management standards. Ensure that each project includes a robust governance structure, and is supported by Informatics Merseyside, as well as Partner and Non-Partner organisations Monitor the progress of the project against the original business case and project initiation document, ensuring where necessary the project is able to adapt to changing requirements and that plans are adjusted accordingly so that the deliverables are on time, to specified quality and within budget. To analyse and evaluate potential conflicts which could compromise the successful completion of a project and decide how both Informatics Merseyside and Partner Organisation resources are to be used effectively. This includes being aware of key interdependencies with other Informatics Merseyside and Partner Organisation projects and factoring these into project plans. Be responsible for developing and tracking the progress of project plans, including resource planning, using Informatics Merseyside approved software. Provide regular reports to managers and to appropriate stakeholders, as defined within the project governance protocols. To identify and manage risks and issues associated with the project, including the development and implementation of contingency plans. Work collaboratively with other service areas within Informatics Merseyside and with PO staff to establish the appropriate project team to ensure successful project delivery. Work collaboratively with Business Change to ensure that appropriate business re-engineering activities take place, where appropriate. To support the successful delivery of the key outputs and benefits of the project, which support service improvement initiatives. Ensure that appropriate plans, documentation and procedures are in places when handing a project over to business as usual as part of project closure. Attend and chair meetings as necessary, to discuss project priorities, report progress and resolve issues. To create and deliver routine presentations, covering complex issues to groups of staff on topics associated with programmes/projects and to demonstrate systems to users when necessary. To assist other departmental managers and colleagues by providing expert advice or support when appropriate.

Act as the central point of contact for RePHyNe collaborating centres, maintaining effective communication between centres and the RePHyNe Advisory Group and Executive Committee. Compile and manage RePHyNe regulatory applications and substantial amendments; liaising with the Sponsor to ensure that all relevant approvals and agreements are in place for the project. Responsible for ensuring all appropriate contracts and agreements are in place and maintained. Ensure completeness and quality of data being entered into the registry, investigating and locating missing data. Liaison with centres to troubleshoot problems with entering data into the registry. Liaison with RePHyNe database administrator to download and analyse data from the registry (RePHyNe REDCap database) if skills allow. Produce regular RePHyNe progress reports for general distribution as well as reports to the ethics committee, oversight committees, funders and Sponsor as required. Ensure compliance with Trust RD&I Standard Operating Procedures. Liaise with RePHyNe funding bodies and Trust Finance department on the RePHyNe budget, ensuring that invoices are raised and paid in reasonable time. Prepare financial reports as required for submission to the RePHyNe Executive Committee and funders as applicable and ensuring up to date budget information is available to the Programme Lead Maintain regular communication with commercial funding partners. To ensure cases are proactively progressed within the Division/Corporate Service areas to ensure timely conclusion. - To promote work within the Division /Corporate Service/Medical Workforce area to review and modernise the workforce, and provide appropriate support to develop workforce plans to support achievement of CIPs and business development plans, including active engagement at a lead level in small, medium and major organisational change initiatives. - To develop a positive approach to employment relations in the Division /Corporate Service/Medical Workforce area, building strong and effective partnerships between managers, clinicians, staff and their representatives, utilising agreed frameworks for consultation and negotiation as necessary. - To work with managers and staff side representatives on all aspects of change management which may involve TUPE (Transfer of Undertakings, Protection of Employment), redundancy and redeployment, providing clear and logical business cases to support proposed changes. - To work with the nominated HR Manager and Advisor and the Workforce Information team to ensure regular, meaningful workforce information is provided to a sufficient level of detail to all line managers within the Division /Corporate Service area. - To contribute fully within the HR team, and consult with the Division /Corporate Service/Medical Workforce area on the review of existing and development of new policies and procedures. - To take the lead for ensuring staff side involvement in relevant activities within the Division /Corporate Service/Medical Workforce area. - To participate fully in business planning, service development and budget setting processes within the Division /Corporate Service/Medical Workforce area. - To quality assure HR related documentation, such as organisational change papers, investigation reports, prior to them being issued.
