The Role

The Essex County Council (ECC) Infrastructure Delivery & Facilities Management team is responsible for managing, maintaining and developing ECC's estate. Alongside the delivery of major highways, education and any other capital building projects, the team is also responsible for the day to day management and maintenance of the councils £1.7bn estate. This covers approximately 350 buildings from libraries to County Hall and around 1,500 sites including residential care, waste, country parks and schools. ECC's challenge is to enable a lean estate strategy to achieve best value, whilst supporting service delivery. Essex County Council has a partnership with MITIE, who are the delivery agent for all property and facilities related operational functions.

The Facilities Officer will be responsible for the delivery of services and processes that support both the core business of ECC, by ensuring the most suitable working environment for its employees and their activities, including the maintained school estate. The role covers a diverse field with a range of accountabilities that align with ECC's facilities management. This role will involve both strategic planning, tactical interaction and day-to-day operations, particularly in relation to buildings, premises and energy management.

There will be close liaison with Property Management in terms of recognition of freehold and leasehold premises and liabilities therewith.

The Opportunity

Roles at this level will be focused on delivering results in a specific functional area. They will hold expertise on the application of policy and improvement of service delivery. These roles have clear team budgets and targets set within the overall service requirements. The role is accountable for:

• Operational planning and performance review to maintain exceptional service delivery and ensures the political objectives and priorities of the council are met, whilst ensuring all relevant statute within the built environment is upheld.
• Working collaboratively within and across functions and thinking commercially to support the delivery of best possible outcomes for our customers on a financially sustainable basis through efficient practices.
• Maintaining and nurturing collaborative relationships with other teams in the function and external organisations that support the delivery of annual plans.
• Implementing changes and continually evaluating service to improve the area of work, while maintaining the highest levels of service quality are continually delivered.
• Managing complex issues and resources to meet the needs of customers and deliver the best possible outcomes.
• Effective utilisation of digital technologies and innovation across the council along with stakeholders and partners.
• Ensuring equality and diversity is celebrated and considered as part of all decisions taken.
• Using professional expertise to translate goals and plans into ways of working that comply with relevant legislation and statutory requirements and manages a level of appropriate risk.
• Managing the delivery of exemplar customer interactions to individuals and communities which support the management of strong relationships and a reputation for achieving outcomes and resolving issues.

Accountabilities

• Responsible for ensuring the proper assessment, management and mitigation of risk, including Health and Safety and Business Continuity. Provide intelligent client function service, ensuring ECC is maximising the benefits of the delivery partner contract.
• Accountable for identifying where the implementation of new or improved use of property and facilities can deliver better or more efficient services and work with service areas to deliver those benefits, protecting ECC's capital investment in the core and school's estate as part of long-term strategy
• Accountable for ensuring the appropriate facilities policies, guidance, protocols and processes are implemented, regularly reviewed and updated in response to changes in legislation/modern working practices
• Help in the management of the capital maintenance and facilities management services being delivered to the core and schools' estate, including commissioning, evaluation and continual service delivery improvement.
• Accountable for delivering the planned life cycle replacement programme on the core and schools' estate, including the commissioning of and analysis of condition data, development of the programme and forward maintenance planning based on industry standards. Ensuring, both the Life Cycle Replacement (LCR) programme and Building Condition maintenance demands are identified, planned to programme (rolling cycle) and effectively implemented within budget confines.
• Responsible for addressing unplanned maintenance issues arising within the core and school's estate within available capital budgets.
• Accountable for ensuring ECC's estate complies with all current relevant Legislation, Health and Safety, Business Continuity, Energy management and ECC Governance
• Responsible for understanding and ensuring the demand management requirements of high priority locations as identified within the portfolio e.g. County Hall and hub sites
• Specific individual and shared targets and objectives are defined annually within the performance management framework.

The Experience You Will Bring

• Substantial experience delivering facilities management in a complex, multi-stakeholder environment with a diverse property terrier.
• Proven ability to work with partners in a commissioning role and evidence of contract management experience both commercially and delivery.
• Ability to work effectively with internal stakeholders to scope requirements and with external partners in a commissioning role.
• Clearly demonstrated contract and project management experience in a property and facilities field.
• Ability to build strong relationships with stakeholders and partner organizations, which are collaborative and influential in their nature, to achieve strategic objectives.
• Good leadership and behavioral skills, as evidenced by successfully achieving results through a high performing team.
