Position located in the Health Services Department at a Federal Bureau of Prisons (BOP) correctional facility.

Primarily responsible for providing emergency assessment and medical care to inmate patients.

First responder at the scene of sudden illness or emergency and sometimes encounters situations which may be life threatening.

Determines, upon consultation with a medical provider (physician/physician assistant/nurse practitioner), the most appropriate method of transportation to the local hospital.

Prioritizes treatments for patients having multiple problems and employs a variety of established medical emergency procedures, techniques, methods and equipment, including the performance of emergency triage.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

• Maintains an online inventory of supplies and is fully responsible for determining minimum stock levels.
• Reviews requisitions and revises quantities ordered based on the number of items on hand, and orders substitutions when items are not available.
• Receives, verifies, and signs shipping documents for all merchandise acquired and is responsible for verifying the quantity and condition of merchandise ordered against purchase documents.
• Investigates and reconciles discrepancies relating to actions such as receipt control, stock control, and inventory adjustments.

The incumbent performs the following duties:

• Directs the work of others to provide timely service for patient testing. Plans work schedule of subordinates to insure blood drawing and sterile urine collection coverage on all nursing units, outpatient clinics, central accessioning and processing allowing for unexpected changes in workload considering shortages in staff and emergency situations which demand that strict deadlines are met.
• Coordinates with area supervisors and the Chief of Phlebotomy, in handling day-to-day problems and solutions to unusual problems. Communicates with patients, doctors, head nurses, and other nursing staff on a daily basis to provide pickup service to the nursing units. Contacts nursing and laboratory personnel when mutual problems arise regarding the quality or promptness of specimen collection. Investigates complaints received regarding the collection and/or delivery of specimens.
• Provides input on annual evaluations of members of the team which is reviewed by the supervisor and Chief of Phlebotomy. Recommends awards, step increases, reprimands, separations, or recognitions for outstanding performance of team members. Counsels and makes recommendation for personnel actions. Accounts for the attendance and floor assignments during duty hours in order to ensure prompt and efficient services within the Clinical Center and the Outpatient Clinics.
• Performs complex accessioning routines required by the update of the laboratory information system (LIS) to match tests requested to number and type of specimen tubes received in order to properly account for all orders on the patient. The sophistication of the LIS requires additional clerical work in obtaining the proper labels for tests and in maintaining the paper transmittal sheets for easy retrieval.
• Enters orders into the Clinical Research Information system (CRIS) for outpatients according to the complex research protocols requirements. This requires clerical duties to match handwritten orders to the patient visit and entry of the appropriate request in the CRIS.
• Trains members of the Phlebotomy Service in the accessioning and processing functions as well as higher grade Medical Technologists from other Services within the Department of Laboratory Medicine to accession and process specimens for evening, night, and weekend coverage. Instructs users to access the Clinical Research Information system (CRIS) and to enter test results and order comments into the computer.
• Instructs phlebotomists regarding specimen acceptability based on sufficient volume of specimen for the test(s) requested, proper container, transport media, and other conditions. If the specimen is not sufficient, incumbent contacts the requesting physician to see if there are any particular preferences for certain tests over others; incumbent makes sure the preferred tests are performed first.

The major duties of this position include but are not limited to:

• Provides quality assurance with validation, including proofreading and review; while adhering to all applicable VHA and ILEAD processes and standards in the BIS/TRACE SPE, VA TMS and other ILEAD managed Learning Management Systems.
• Plans, manages and completes special projects and assignments such as finding new training resources, development of training packages and managing new training. roll-out.
• Responsible for managing in the VHA courses and content, reporting needs from the TMS or other ILEAD managed Learning Management Systems.

(1) Receipt and Accountability of federal property: Analyzes possible redistribution of equipment through transfer, loan or assignment. Reviews and processes external as well as internal loans/leases that may impact readiness or mission requirements. Processes and accounts for through agency coordination the in coming and outgoing federal property assignment. Processes and tracks equipment changes in Modified Table of Organization and Equipment (MTOE) or Table of Distribution and Allowance (TDA). Process electronic requests for TDA and MTOE changes through NGB to DA to achieve the actual Letter of Authorization (LOA). Reviews and requests LOA for Discretionary items, Commercial non-Standard items, Common Table of Allowance (CTA) items, and non-Property Book Unit Supply Enhanced (PBUSE) system. Monitors and maintains tracking and accountability of all Rapid Fielding Initiatives within the state or unit of assignment. Reviews all commercial requests for property, Procurement Web (PR WEB), Delivery Orders for authorizations. Performs extensive fact finding, investigating and recommends corrective action to resolve problems. Coordinates with Force Integration Readiness Officer and establishes a suspense file for equipment authorizations awaiting MTOE/TDA/CTA changes. Manages receipt documents for the Total Package Fielding, Rapid Fielding Initiative and Special Procured federal property from any source.

(2) Property Redistribution: Works with units assigned in dealing with distribution and redistribution of Equipment and Assets. Redistributes Equipment intra and inter state. Using redistribution programs and standard logistics STAMIS programs and guidance from NGB, DA and LOGSA initiates actions for proper transfer and movement.

(3) Property Asset Reporting: Performs Quarterly Equipment on hand analysis by unit identification code (UIC) to improve equipment accountability to ensure all UIC units are validated on. Manages and analyzes the Unique Item Tracking (UIT) reports to LOGSA for sensitive and high visibility assets. Coordinates all activities for Property Book officers when there is a UIC that is located in multiple states.

(4) Reconciliations: Validates state asset visibility and accountability of federal assets using PBUSE. Initiates and recommends unit visits for performance of reconciliations. Assists with and monitors posting as the result of unit reconciliations (Annual, change of PBO or change of Command). Provides expertise, recommendations and training directly to Property Book Officers, Supply Personnel or Unit Personnel for property accountability procedures. Resolves inventory problems and where items may be lost or damaged and is must be able to use judgment as applicable regulations may be ambiguous.

(5) Mobilization and Support Responsibilities: Reviews, validates and establishes accountability for mobilizing units and organizations. Performs inventories, site visits and coordination with the state mobilization office to insure accountability and proper property books are established for deploying activities.

(6) Customer Support: Processes PBUSE reject reports, performs S-Tops system administration, updates Standard Operating Procedures (SOP) internally and for UIC units, initiates Letters of Instruction to units and organizations, processes and manages Standard Study Number-Line Item Number Automated Management and Integrating System (SLAMIS) transactions. Process unit and activity requests for Department of Defense Activity Address Code (DODAAC). Prepares state, NGB, DA and DOD directed reports that deal with property accountability and visibility.

(7) Performs a wide range of supply actions to accomplish required duties. Uses multiple supply systems and supply data files.

(1) Performs limited diagnosis, routine repairs and maintenance on heavy-duty mobile equipment, combat, tactical and automotive vehicles. Assists higher graded mechanics in the repair and/or overhaul of major systems to include internal combustion engines, turbine engines, automatic and non-automatic transmissions, heavy duty drive line systems, and hydraulic utility systems and controls. Makes routine repairs that can be accomplished by removing, adjusting, or replacing defective or worn parts and components. Performs work in accordance with technical manuals, lubrication orders, maintenance bulletins, regulations or management policies.

• The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
• Inspects premises in and bordering the quarantine zone, and investigates additions to or losses of livestock from such herds.
• Makes periodic inspections of vacated premises to detect bad fences, cattle tracks, or other evidence of illegal use of the premises.
• Rides horseback and checks all fences in and bordering the quarantine zone to ascertain that they are adequate to prevent intermingling of livestock and consequent exposure to fever tick carriers.
• Collects physical information which may involve sign-cutting and tracking techniques, and uses this information to detect and apprehend strayed or smuggled Mexican livestock.
• Assists with inspection and testing of livestock, poultry, and other avian species on ranches, farms, auctions, markets, etc., to detect animal diseases and parasites.
• Makes arrangements with owners and independently draws blood samples from animals and poultry, conducts necessary serologic tests, tags, brands, appraises reactor animals, and reports findings.
• Oversees the cleaning and disinfection of vehicles and premises that are contaminated by disease organisms or as a precautionary measure.
