The post holder will work as part of a dynamic team in delivering an effective service.

The Deputy Manager - Professional Support Services is responsible for managing robust and effective systems and processes to support the deliveryof the suite of professional support and development services delivered by the CMO Office, including medical appraisal, job planning, performance based awards schemes and other workforce related programmes of work.

As a key member of the service delivery team within the office, the post holder will manage a comprehensive and high quality project and service function in line with national policy requirements while continuing to meet the changing needs of the Trust’s medical and dental professionals. 1. Duties and Responsibilities

Operational Performance Management

· Exercise delegated authority from GM and CD for development and implementation of performance management framework and resolution of day-to-day management issues within the Directorate.

· Support the GM to hold Lead Clinicians, and Service Managers to account for delivery of their objectives through regular performance review meetings.

· Formally deputise for the GM including in internal and Trust-wide performance meetings.

· Identify early need for remedial action plans where performance targets are not met.

· In conjunction with the General Manager, analyse service data to monitor referral rates and identify changes or likely changes to this practice that may impact on the Directorate’s services.

· Provide information across the Trust on performance within Directorate, including reporting performance to the Board.

· Participate in and contribute to Trust wide initiatives and projects as appropriate.

· Build effective networks with other departments, working in collaboration to support efficient patient flow.



Management and Leadership

· Leadership of the operational workforce.

· Develop workforce plans which anticipate service changes and developments and which address recruitment, retention and workforce supply issues to minimise the impact of these on service delivery

· Work with Lead Clinicians, Matrons and Head of Nursing, multi-disciplinary team to identify requirements for posts and sources of funding and to make decisions regarding funding for changes to roles.

· Full line management responsibilities including recruitment, induction, appraisal, development and retention of staff as well as managing sickness and absence, disciplinary and performance issues that may arise.

· Responsible for developing and motivating staff through effective personal leadership, ensuring views and decisions are communicated both up and down the management structure.

· Supporting GMs to implement and monitor compliance within the Directorate with Trust-wide staff management policies and procedures and take remedial action with accountable managers where shortfalls occur.

· Operational responsibility for staff development.

· Coach and develop Service Managers and input to their annual performance appraisal in conjunction with the Lead Clinician.

· Implement development plans and responsible for staff engagement.

· Manage organisation change and prioritise competing demands.

· Chair disciplinary, grievance and other formal panels, as and when required.



Quality, Risk and Governance

· Manage the implementation and delivery of governance processes for the directorate.

· Undertake complaint, root cause analysis and serious incident resolution.

· Ensure adherence to control processes and risk management arrangements including developing specific polices/procedures as appropriate.

· Develop systems for the monitoring of compliance with internal and external governance and best practice requirements



Financial Management

· Act as an authorising signatory for capital and revenue budgets within limits agreed with the GM.

· Ensure that all Directorate staff comply with the Trust’s Standing Financial Instructions.

· Support GM in reporting on budget positions across the Directorate to support the GM to discharge his or her accountability for ensuring internal and external financial targets are achieved.

· Manage resource utilisation and expenditure against control totals.



Strategy, Change and Service Improvement

· Support the DMT with internal strategic planning and project management.

· Support the GM, Clinical Director, Clinical Leads and SMs in identifying both new opportunities for the individual services within the Directorate arising from changes in the external environment or internal innovation and potential threats and ways to respond to them.

· Define and lead service improvement projects within the Directorate within agreed timeframes and financial targets.

· Deliver change management and service improvement in the Directorate.

· Support GM with communication around strategic development in the directorate.

· Ensure that development and implementation of R&D, teaching and training programmes are included within service plans.

· Proactive in identifying and addressing issues which are significant within and across directorates.

· Identify opportunities for service redesign, focusing on a patient centred approach to delivery; work to develop and lead plans to improve and develop services.

· Participate in Trust and area wide programmes that contribute to the modernisation of patient services.

· Support the General Manager with the creation of an environment that is responsive to the changing needs and strategy of the Trust including AHSC developments, changing patterns of healthcare and healthcare commissioning.

· Act as management lead for the implementation of NSF’s and other initiatives

· Responsible for the delivery of agreed change and service improvement projects and initiatives.

· Work with colleagues to assist in the development and implementation of R&D, teaching and training programmes as required.
