• Reviewing purchase requests for completeness and accuracy.
• Coordinating and tracking the completion of requisition documents through purchase request approval processes.
• Preparing solicitation packages, including requests for proposals and invitations for bids.
• Preparing supporting documents for contract actions, such as notices of award, unsuccessful offerors, requests for bid verification, etc.
• Monitoring contractor performance and contract delivery schedules.
• Reviewing payment requests for conformance with contract terms and conditions and accept/reject requests.

• You will establish contract files assembling contract documents for contractors not having a standard pattern of required documents.
• You will review or prepare documents such as delivery orders, change orders, amendments and modifications to determine that the format, content and distribution conforms to applicable regulations and procedures.
• You will receive and answer routine telephone inquiries or refer to appropriate staff members.
• You will research purchase orders and audit cost data and nomenclatures in order to prepare monthly charges to be reconciles with budget allocation.
• You will expedite the purchase and delivery of urgently required items.

Duties may include but are not limited to:

• Administers and manages inventory controls for all medication, chemicals, medical supplies, and other supplies provided by Pharmacy Service to inpatients and outpatients.
• Employees routinely must decide what drugs and quantities to order to 1) assure continuous therapy and 2) stay within assigned budgetary limits.
• Maintains a borrow/loan ledger, which is reconciled monthly, to document borrow/loan actions with other hospitals in the area.
• Performs credit card reconciliations, certifies and files invoices, and completes other procurement forms and documentation as necessary.
• Works with Pharmacy Specialists and other Pharmacy Staff to implement and carry out recall action plans.
• Ensures that all necessary documentation and other follow-up actions are completed as required.
• Serves as a backup Procurement Pharmacy Technician (Procurement/Inventory) and complies with all the acquisition regulations, both Federal, VA, and local.
• Creates purchase orders with Prime Vendor (e.g., through McKesson Connect), Government Purchase Card, and VISTA IFCAP requests for all drugs, medical and surgical supplies, and other specialized medical devices handled by pharmacy that are either stocked or special ordered.
• Maintains accurate records of all purchases with appropriate documentation.

• You will be responsible for carrying out the branch mission as the principal contracting advisor in the Contracting Management Directorate for the review, analysis and recommended disposition for complex contracting documents.
• You will be proficient in cost and pricing techniques, source selection procedures, and has a firm understanding of the various types of pricing mechanics used.
• You will function as an individual proficient in the understanding of oversight processes, including th eProcurement Performance Management Assessment Program process (PPMAP).
• You will plan and develop processes for the accurate and timely analysis of contracting documents that require HCA approval such as formal acquisition plans and pre/post negotiation.
