The Front Line Manager is responsible for aviation safety activities in a complex and dynamic environment. Manages and monitors individual and unit, group, or team performance standards with organizational initiatives, goals, and objectives by providing feedback, acknowledging achievement, and addressing performance deficiencies. Incumbent has full authority and responsibility to make all decisions and take action in the assigned program areas, subject to the manager's administrative review. Higher-level management reviews performance periodically by utilizing/reviewing work products, status reports, and organizational measures in place to ensure timeliness, policy compliance, and overall alignment with the Flight Standards Service. Directs the work of subordinate employees at the organizational unit level creating appropriate expectations for achieving intended results. A. Technical Administration

Ensures assigned organization is properly and adequately organized, staffed, and equipped. Establishes and conducts adequate training programs, maintains record keeping systems, and facilities and ensures procedures meet all regulatory requirements.

Chairs joint FAA and industry meetings. Maintains regular contact with organizations assigned and coordinates with top management officials. Requires or directs correction of any deficiencies/discrepancies and refuses or withdraws approval if they cannot be resolved.

Develops maintenance program requirements through participation on maintenance review boards. Coordinates minimum equipment list (MEL) approvals with the principal operations inspector.

Responsible for conducting enforcement investigations and preparation of final reports and recommendations on disposition. Performs or supervises emergency suspension of certificates or cancellation of operations specifications.

Conducts investigations of public complaints, congressional inquiries, and aircraft incidents and accidents. Coordinates with other inspectors for the accomplishment of non-routine air carrier surveillance.

Assists Principal Inspector in the planning and implementation of certificate holders surveillance via usage of the appropriate safety system.

B. Certification

Responsible for initial and ongoing certification of air carriers, aircraft, airmen, and air agencies. Evaluates requests to operate under conditions not previously specified in the airworthiness portion of the operations specifications and approves/disapproves requests providing additional conditions and limitations as needed. Provides guidance to the assigned air carrier in the development of required maintenance manuals and record keeping systems. Reviews and determines adequacy of manual associated with airworthiness programs and revisions and ensures manuals and revisions comply with regulatory requirements, prescribe safe practices, and furnish clear and specific instructions governing airworthiness programs. Approves operations specifications and amendments.

Determines if the maintenance facilities being established or contract arrangements entered into by for the purpose of overhaul work, major repairs, alterations, and other maintenance are satisfactory. Reviews changes and negotiates with air carrier management to resolve problems. Evaluates an operator’s proposed reliability programs for compliance with national policies. Advises operator of deficiencies and required changes. Approves/disapproves reliability programs. Determines if the air carrier’s training programs meet the requirements of 14 CFR, is compatible with the airworthiness program, is properly organized and effectively conducted, and results in trained and competent personnel.

C. Surveillance

Directs the inspection and surveillance of continuous airworthiness program. Monitors all phases of the carrier’s airworthiness operation, including the maintenance, engineering, quality control, production control, training, and reliability programs. Analyzes trends to detect deterioration in the airworthiness program. Analyzes reports submitted by the air carrier to ensure compliance with airworthiness program and ensures the carrier has an effective continuing analysis and surveillance program to meet the requirements of 14 CFR.

Starting at $104,604 Per Year (FG 14)

This is a career ladder progression position; the duties described below are at the GS-11 level. If selected at a grade below GS-11, the incumbent will serve in a developmental capacity, wherein the work is less complex in nature and the supervisor, or a senior level employee provides specific instruction and guidance. At the GS-11 grade level, the incumbent:

• Independently conducts a wide variety of onsite safety and health inspections and investigations of mining operations as applicable, mills, preparation plants and related facilities.
• Prepares written reports of inspections and investigations, issuing citations and orders for violations found during examinations.
• Promotes safety and health among mine operators and workers by directing and participating in safety and health training programs, meetings, demonstrations, mine rescue competitions, and related activities.
• Provides technical advice and guidance to mine operators to help them solve problems and comply with mine safety and health requirements.
• Assists mine operators in the planning of modifications to improve and/or correct deficiencies in the operation such as selecting and installing new equipment and changing materials or methods.
• Promotes safety and health among mine operators and workers by directing and participating in safety and health training programs, meetings, demonstrations, mine rescue competitions, and related activities.
• Serves as a MSHA representative and information source on mine safety and health.
• Testifies at judicial hearings regarding notices of violations and orders of withdrawal.

Work Environment: The incumbent inspects and/or investigates both surface and underground mining operations as applicable, which is a very hazardous and stressful work environment surrounded by a high risk of exposure to potentially dangerous situations. In addition to the characteristically dark, wet, and cramped environment, underground mines contain noxious gases and fumes, and the danger of potentially explosive dust or gases, electrical fires, roof falls, and exposure to radiation.

YOUR MISSION

• Responsible for supporting new program launches, supplier audits, and systemic supplier quality issues.
• Responsible for working with US based Development, Design and Quality staff, China based management, and local supplier engineers to ensure new product/process production initiatives, criteria, and standards are implemented at supplier facilities for effective and efficient new product transition to production. Perform process audits and monitor quality control plans to ensure acceptable quality levels are being satisfied. Assist Quality Manager in formulating, analyzing and implementing continuous improvement programs
• Monitors and improves supplier quality performance. Set up quality assurance plan (including gauges) for both head components and final finished products. Locally support all phases after 1st article and failure return/ defect found analysis
• Works with PDE for new product pilot run verification and handover to mass production. Investigates and resolves part or process quality issues as part of a hands on operations team.
• Leads supplier AQP and component review meetings/activities. Formulate and manage weekly quality summary and analysis
• Assess new and current production supplier quality systems: supplier audits. Audit processes to validate new supplier or new production line and routine audits at current supplier base. Drive audit action plans to closure
• Champions resolution of chronic supplier issues: identifies, prioritizes, charts occurrences/trends, implements and manages corrective action plans, reports on corrective actions/problem resolution. Develop and mentor suppliers in problem resolution, controls plans and PFMEA methodology
• Helps manage quality disputes between head/club and component suppliers
• Oversees process issues and customer complaints/returns. Analyze failure, corrective and preventive action to respond to customer complaints. Ensure timely resolution

YOUR TALENT

• Bachelor’s degree in Engineering or related technical field. Or a combination of education and manufacturing experience.
• 5+ years previous experience working in a manufacturing environment. Golf industry experience is a plus. Quality assurance/ control experience or related technical field
• Professional accreditation as a quality engineer by an appropriate authority or willingness to attain
• Working familiarity of Quality system (e.g. ISO9001). Working knowledge of APQP, PFMEA, Control Plan, PPAP, and SPC Manuals. Black or Green Belt Six Sigma Certification a plus

The Director of Compliance will be responsible for oversight of all quality assurance operations related to the ORR Call Center and execution of project deliverables. The position will act as a member of the leadership team to recommend technological solutions to building awareness, knowledge, and skill; project manage training and reporting deliverables, and will report to the Project Director for the Call Center. 

Key Responsibilities:  

• Oversee and manage the following: 
• Design and operate quality control measures for call center and program oversight.

• Work closely with the call center staff, ORR (client) and client’s stakeholders in the execution of deliverables and services.

• Enforce uniform development and quality standards and ensure accuracy of project deliverables.

Product Compliance Engineer

We are looking for an experienced and results-oriented professional to identify and monitor legal, technical and customer specific product requirements for defined categories. You will also define compliance related test requirements for the whole product lifecycle while collaborating with internal and external stakeholders. 

Key responsibilities of the role are: 

• Identifying and monitoring relevant laws and requirements. 

• Communicating and reporting upcoming changes and their impact to the business.  

• Continuous risk assessment and action follow-up related to requirements.  

• Defining and updating product technical and legal requirement guideline(s).  

• Defining and executing needed compliance test renewals during product life-cycle. 

• Cooperation with external stakeholders and forums to get information and to influence to the development of requirements.

• Training and coaching organization related to product compliance. Providing support in complex product compliance related cases, and development projects

Your Background:

• BSc level education in Chemistry or equivalent

• Minimum of 2 years' experience in product life-cycle compliance

• Solid understanding of product testing methods and processes

• Good technical understanding of materials & substances such as plastics and metals would be beneficial

This position is responsible for facilitating clinical quality improvement projects and evaluation of Provider/Provider Group compliance with clinical practice guidelines. This role will consult with Medical Groups, physicians, providers, and other resources to assess, plan, facilitate implement, coordinate, monitor and evaluate options and services required to meet clinical quality improvement project objectives.

JOB REQUIREMENTS:

• Registered Nurse (RN), LPN, LVN, Physician's Assistant OR MSW (Master of Social Work)/LCSW (Licensed Clinical Social Worker) or other BH licensure with current, unrestricted license to practice in the state of operations OR Respiratory Therapist with master’s level or above degree
• Medical specialty certification (Certified Professional in Healthcare Quality (CPHQ) or Diabetic Education) OR Bachelor Degree in medical field such as Nursing, Health Care Administration.
• 3 years clinical practice experience.
• 2 years' experience in health insurance or managed care.
• 2 years quality improvement and/or project management experience.
• Experience conducting presentations for member and/or provider training.

Do you love eDiscovery but looking for something more than document review?  Do you enjoy helping people learn in order to mitigate compliance risk?  Do you find the intersection of compliance and technology interesting?  This might be the role for you!

This position provides compliance support specifically for DaVita’s compliance email monitoring program.  This teammate will leverage technology to conduct monthly email reviews for potential compliance-related issues, and determine appropriate next steps based on findings. Additionally, this teammate will make recommendations to improve existing processes, lead analysis of related data, and develop relationships with internal stakeholders. 

This teammate will also be responsible for daily oversight and management of the Compliance QUESTionLine by providing clear and consistent guidance to teammates who seek answers to compliance-related questions. This teammate will work collaboratively within the Compliance Department as a compliance policy subject matter expert (SME) and with other teammates throughout the Village.  Areas of focus include Anti-Kickback Statute, Antitrust, Beneficiary Inducement and the False Claims Act.

DaVita’s Compliance team, Team Quest, identifies, develops, and implements strategies to mitigate risk in a quickly evolving health care regulatory landscape.  As a Compliance Manager, you will join a team of highly motivated individuals and will be a key player in enhancing compliance oversight.

Overarching responsibilities:

Oversight and responsibility for the proactive Email Monitoring Program. Management and oversight of day-to-day operations of the Compliance QUESTionLine. Ownership and maintenance of data and reporting for the Compliance Policies Team. Support Compliance Director on special projects as needed.

QUESTionLine Responsibilities:

• Review inquiries received and triage as appropriate.  For compliance questions, provide timely policy guidance to teammates and document clearly within system (EthicsPoint).
• Understand and be able to interpret compliance policies to provide appropriate guidance.
• Communicate policies, procedures, and potential risk in an easily digestible manner.
• Analyze data to define and understand problems, perform research, and evaluate alternatives to assist leadership in decision making regarding program enhancements or areas of improvement.
• Escalate issues to leadership, legal, and/or the Investigations team, as appropriate.
• Review and track compliance forms and approvals related to policies.
• Help review and provide feedback for compliance policies, trainings and job aids as needed.

Email Monitoring Responsibilities:

• Manage ongoing compliance email monitoring process, including, conducting monthly reviews in Relativity and Brainspace and completing preliminary research on potential issues identified.
• Document rationale for decision to conduct additional follow up or create a case in EthicsPoint Case Management System for matters requiring additional investigation.
• Model continuous improvement in day to day working practices, consistently iterating on processes to ensure efficiency in risk mitigation.
• Build and maintain positive relationships within Compliance department and across departments.
• Analyze data to identify themes and trends and present to senior compliance leadership on an ongoing basis.
• Communicate findings to leadership and make recommendations for next steps related to issues identified.

Qualifications/Skills/Behaviors Required for Success in this Position:

• Bachelor’s Degree required; JD a plus
• Relativity and/or Brainspace experience required; eDiscovery technical certification(s) preferred
• Minimum of 4 years of professional work experience required.  Compliance and/or health care experience strongly preferred
• Excellent problem-solving and decision-making skills; Proven ability to synthesize/analyze diverse information, develop recommendations and solutions, and articulate them clearly to business partners and leadership
• Proven experience in managing multiple requests for support while insuring stakeholders are satisfied with completeness, accuracy and timeliness
• Broad knowledge of eDiscovery technology and the collection, processing, review and production of electronically stored information (ESI)
• Strong written, verbal, and interpersonal communications skills including ability to listen attentively and to communicate information clearly and effectively

• Experience understanding deficiencies communicated by the auditor, tracking audit PBC requests, responding to audit requests, developing corrective action plans, and executing remediation with a focus on internal controls over financial reporting and management financial statement assertions;
