The incumbent, evaluates the adequacy and effectiveness of safety regulations, and has responsibility for perceiving the need for, recommending the initiation of, and justifying new or amended regulations to Title 14 of the Code of Federal Regulations (CFR) and supplementary regulatory material. The incumbent of this position is responsible for applying expert knowledge of and experience with 14 CFR for the development and implementation of standards, programs, and procedures for FAA field personnel and the public governing all matters related to air carrier maintenance safety issues.

Special Projects

Provides on a continuing basis effective control of assigned branch projects and special assignments and a means of reporting status and accomplishment thereof to the Branch Manager. Perceives the need for and proposes research and development projects. Determines the need and makes substantiated recommendations for new or amended regulations, policies, and procedures.

Enforcements

Evaluates IFO performance in investigation and reporting of enforcement cases and accident and incident cases. Proposes new or amended investigation and/or enforcement policy for the Division and appropriate offices/agencies.

Technical Assistance

Participates in field office in-depth evaluation to determine program accomplishment and effectiveness and accordance with established policy. Develops and prepares recommendations for corrective action based on evaluation findings.

Exemptions

Incumbent is responsible for the preparation of Federal Register notices regarding original petitions for exemptions within their assigned area of responsibility. Also, the incumbent coordinates with other Aviation Safety and Flight Standards organizations to develop a complete analysis and appropriate response. Since exemptions are rulemaking documents, this review may include coordination with the Office of Rulemaking and the Office of General Counsel so that the denial, grant or disposition of petition for rulemaking will withstand a legal challenge. Technical input must be reviewed for completeness and ensure it responds to all aspects of an exemption petition.

Policy Development and Implementation

Analyzes and evaluates the effectiveness of division policy in assigned programs areas to include evaluation and analysis. Develops policies, including advisory circulars, inspector guidelines, and training standards related to IFO work programs and adherence to related policies. Reviews and evaluates, on a continuing basis, established rules and regulations to assure they have kept pace with needs to which they were directed and that they are still reasonable, necessary, and adequate. Assures effective coordination of assigned programs and activities with Safety Assurance offices, other organizational segments of the Division, the Agency and organizations outside of the agency.

Training and Outreach

The incumbent engages with internal and external stakeholders to promote safety, understanding, and compliance related to assigned programs. Represents the agency as a technical trainer/instructor delivering formal training for assigned technical programs. Develops new and revises existing agency employee training courses, to include on-the-job training (OJT) job task analysis (JTA) documents. Serves as course mentor for agency sponsored training courses.

Representative to Industry, Government, and International Organizations

Participates in national and international working groups and panels with other organization elements of the agency, or other government agencies, International Civil Aviation Organization (ICAO) and industry representatives for the purpose of resolving complex and controversial problems having a direct influence on the safety of assigned technical programs operations, facilities, and equipment.

This Transportation Security Inspector-Surface position is located in Oakland International Airport (OAK), Transportation Security Administration, Department of Homeland Security (DHS). As a Transportation Security Inspector, you will be responsible for ensuring security compliance of persons and transportation systems and entities regulated under the Title 49 Code of Federal Regulations (CFR) Part 1500 series. You will perform selected assignments and progressively responsible inspection work such as:

• Conducting less complex inspections or portions of more complex inspections.
• Applying basic technical inspection knowledge acquired in formal core training and on-the-job training (OJT), along with any limited experience gained prior to or after such training.
• Conducting regulatory inspections and investigations, and supporting criminal investigations related to alleged or suspected security violations.

• You will execute a Quality Assurance program tailored to the specific facility by the team lead, the Specialist continuously reviews and assesses the acceptability of the Contractor's QA program.

The Aviation Safety Inspector (ASI) receives administrative direction from management in terms of broadly defined missions or functions. The ASI, mostly independently plans, designs, and carries out programs, projects, studies, or other work. The work is normally accepted without change. Completed work may be reviewed for adherence to FAA policy and for assurance that project requirements have been fulfilled.

Some FG-14 assignments involve service wide responsibility for application of expert knowledge of flight operations for advanced multiengine turbojet aircraft. Such employees are concerned with all aspects of the operational capabilities and limitations of the aircraft.

ASIs at the FG-14 level establish technical procedures and performance indexes and review complete flight operations programs for leaders in the aviation industry, or organizations of comparable scope and complexity, or a uniquely complex group of general aviation organizations. Assignments at this level are of great scope and unusual complexity.

FG-14 employees develop and evaluate flight operations programs for organizations which utilize the newest, most complex aircraft, systems, and equipment. Because of organizational complexity or technology incorporated in the aircraft, systems, and equipment, employees must exercise originality to resolve unique problems. They frequently rely on engineers and designers for specific technical guidance although much of their work is carried out under very broad policy guidelines. Supervisors give FG-14 employees a wide leeway for independent action. Other inspectors seek their advice on problems relating to aircraft and their operation. The ASI resolves all but unique problems, with the intervention of management or a technical specialist. Develop plans, techniques, and policies to address current and anticipated problems and issues. Works with management to solve problems.

The ASI is expected to follow established laws, orders, policies, and regulations that provide general guidance for completing work objectives, but is allowed considerable discretion to develop new or innovative approaches. The ASI uses resourcefulness, initiative, and judgement based on experience to develop and implement evaluation procedures to address problems where precedents are not applicable. Methods, practices, or decisions may be used as guidance in similar problem areas.

The ASI keeps management informed of the status of all programs and projects and is held accountable for the technical accuracy, proper coordination, and timeliness of completed staff work. Provides staff assistance and serves as advisor to the manager on all matters pertaining to assigned tasking. Assists Safety Assurance ASI’s, aviation safety technicians, and others on queries that are technical or guidance related.

Assists in the preparation of a variety of technical and high priority correspondence to the other functional offices, aviation industry, other governmental agencies, members of Congress, and the general public. Assures that correspondence is properly coordinated, technically and grammatically accurate, clear and concise, and that it reflects the philosophy, policies, and objectives of the Division, Service, and the FAA.

Participates in the FAA flight program to maintain qualification and currency requirements applicable to operations inspectors, for the purpose of supporting the FAA in a variety of flight-related functions to include training and evaluation of designated pilot examiners. Evaluates tasks contained in the FAA practical test standards and airman certification standards by participating as pilot in command or as a crewmember. The inspector is required to maintain an FAA second class medical.

Major duties of this position will include, but are not limited to:

• Develop, recommend and implement Compliance and Integrity program goals for operational units within the local health care system.
• Assist front line operational units in developing their Compliance and Integrity activities using the compliance framework established by national program guidance and policy.

1. This position will support the Federal Government's response efforts to COVID-19. Conducts an information program to elicit support and involvement in fire prevention, detection, and suppression. Secures client interest through emphasis of pertinent fire prevention topics and developing messages from actual fire incidents.

2. Performs regular and periodic fire protection inspections for all areas of the installation where the potential severity and expectancy for fire is high and involves hazards that are difficult to recognize and, once identified, require advanced or innovative methods to reduce or eliminate them.

These positions work in Yosemite National Park performing lead traffic management duties in support of the park wide operations of the Division of Resource and Visitor Protection, law enforcement office. The purpose of the position is to provide guidance and leadership to traffic control aids in the mitigation and management of traffic congestion, facilitation of visitor traffic flow around emergency scenes, controlling parking, and providing information to visitors as necessary.

Duties:

• Serves as shift lead for up to 10 employees. Leads Traffic Control Aids in the monitoring of vehicular traffic levels against pedestrian traffic and leads the control on intersections with regards to safety and the smooth flow of vehicles.
• Personally observes and monitors parking lots, directs buses and motor homes to appropriate parking stalls, close parking lots when full. Reports information to supervisor.
• Drives government vehicles on park roads and or state federal highways including outlying areas of the park.
