-Prepares for compliance survey (audit) of an education and training program by examining and reviewing various informational sources.
-Examines education records for enrolled students and ascertains enrollment data and award actions.
-Verifies institution has provided appropriate forms for compliance with Equal Opportunity Laws, Conflicting Interest and other documents required for State Approving Agency (SAA) program approval of Veteran education benefits.
-Conducts investigations and evaluations pertaining to compliance with provisions of Title VI of the Civil Rights Act of 1964 and Title IX of the Education Amendments of 1972, Section 404 of the Rehabilitation Act of 1973 and the Age Discrimination Act of 1975. Interviews students and school administrators or employees during the course of investigation to substantiate or refute allegations.
-Completes assigned Targeted Risked Based Reviews (TRBR) and Risk-Based Surveys (RBS)
-Conducts entrance and exit-briefings at educational and or training establishments, delineating results of survey findings with School Certifying Officials.
-Prepares compliance survey report which indicates whether discrepancies found on a prior survey have or have not been corrected, report any discrepancy found on the current survey, and explains what additional action, if any, is required.
-Records payment discrepancies to include direct overpayments or underpayments made to the educational institution on behalf of a GI Bill beneficiary.
-Refers institution approval and payment discrepancies for action, as appropriate, to other VA personnel, and/or other regulatory agency and provides recommendations in cases of egregious or negligent reporting errors or possible fraud.
-Assists with liaison visits to educational institutions and training establishments. Aids in the preparation and dissemination of necessary compliance information, conducts face to face training, addresses deficiencies found during a compliance survey, and presents at school conferences and workshops advising school officials about VA regulations and directives. SUMMARY: As a part of Corporate Accounting this position is responsible for maintaining various elements of the Internal Control Environment for the Company and ensuring all risks both key and non-key are appropriately mitigated.

Execute oversight and support in designing, planning, and administering global Sarbanes-Oxley SOX control self- assessment process, as well as, quarterly certification process. Facilitate education on the Company’s global SOX procedures including the control-self assessment, sub-certification processes, and related software tools to all business units and applicable team members. This position will be recognized as a subject matter expert on controls, SOX, and ICFR including keeping current and up to speed with new changes or proposed PCAOB, COSO, or other related regulatory changes as well as segregation of duties SOD issues and their impact on ICFR.

This position will also be responsible for other supplementary activities that support management’s ability to assert on the effectiveness of the control environment. Coordinating with Auditing Services and external audit firm to enhance efforts across groups to ensure compliance with SOX regulations and reporting requirements; monitoring segregation of duties SOD conflicts within the general ledger system and across all other SOX relevant applications; evaluating IS service requests for potential ICFR implications; and other duties and ad-hoc requests as deemed necessary.

REQUIREMENTS:

Education: Bachelor’s degree in an academic field directly related and essential to this job Business, Accounting, or Finance degree preferred. Master’s degree is a plus.

Experience: 2 plus years of progressive experience in financial accounting, internal controls audit, or comparable experience or advanced degree, professional certification with 1 plus years of progressive experience preferred. • Provides direction, development and oversight of the Corporate FSQA team, FSQA Regional Managers and by association, the manufacturing plant FSQA Managers and sanitation departments. Embraces continuous improvement by setting clear goals & objectives, empowering the FSQA team and holding them accountable for results.
• Ensures (and is directly involved when required) the effective management of key customer QA relationships in conjunction with sales personnel and inspires customer confidence.
• Ensures the company has top talent in all food safety & quality assurance leadership positions and ensures the proper development of these resources.
• Interacts effectively with all levels of the organization and influences key stakeholders to make positive change in food safety and quality systems.
• Assure microbiological and analytical services and operations are meeting standards, accreditations and best practices.
• Represent the Food Safety and Quality function to all business teams and serve as a conduit for information. Improve visibility to food safety and quality performance across the organization.

Minimum Job Requirements:

Education/Certifications:

• B.S. (Masters preferred) Chemistry, Food Science, Microbiology, Engineering, etc.
• SQF Practitioner Certification

• Valid Driver’s License.

Experience:

• Minimum of 15 years of progressive Food Safety, Quality Assurance and Regulatory  experience.

Knowledge, Skills and Abilities:

• Expert knowledge in GFSI, HACCP, PCQI, etc.  
• Expert knowledge in FDA regulations. 
  • Working knowledge of USDA, CFIA regulations would be a plus.
• Strong working knowledge and experience with Lean process/culture.
• Demonstrated leadership experience and a sense of urgency with the drive to make continuous improvements.  Must understand change management and how to drive positive change throughout the enterprise as it relates to food safety and quality.
• Ability to operate on multiple levels from the strategic to “hands on” to accomplish results.
• Demonstrated ability to make and act on decisions while balancing speed, quality and risk.
• Ability to think clearly and in a decisive manner while remaining calm under in pressure situations.
• Excellent and effective oral and written communication skills.
• Strong interpersonal skills backed-up by strong technical knowledge are critical to success in this role.
• Must be proficient in Word, Excel, and PowerPoint,
• Experience with SAP QM or other ERP systems experience is preferred.
• Must have good writing skills and be able to communicate effectively with customers and people at all levels of the company.

Supervisory Responsibilities:

• This position has multiple direct reports, all professional level, including Regional FSQA Directors, Global Director of Food Safety & Regulatory Compliance, Food Safety & Quality Systems Manager

Working Conditions and Physical Effort:

• Standard office environment, but will spend time in manufacturing plans which can be cold/hot environments
• Ability to travel up to 50% of the time.
