Assures that the training center continuously meets the standards prescribed by the applicable Federal Aviation Regulations (FAR), agency orders, and directives and assures compliance in all aspects of training through the use of a planned surveillance and inspection program on a continuing basis.

As the team lead, determines through surveillance and investigation that the training center is adequately staffed with appropriately qualified instructors and TCEs. Monitors TCEs to determine adequacy and quality of approved training programs. Conducts initial and annual training and designation of all assigned evaluators. Reviews flight training equipment discrepancy logs to assure compliance with established criteria. Assists the National Simulator Program Manager in initial and recurring qualifications of flight simulators and selected flight training devices.

Coordinates with Principal Operations Inspectors throughout the FAA who are assigned air carrier operators using the training center to ensure proper application of training programs for the particular air carrier involved. Coordinates with training center management regarding regulatory changes, FAA policy matters, and updated training requirements as needed. Coordinates and conducts various surveillance and certification activities, as appropriate, with other FAA district office inspectors. Provides technical oversight to assigned Fleet Training Program Managers.

Initiates and/or assists in the emergency suspension of airmen certificates. Conducts enforcement investigations and prepares final reports in those cases requiring legal disposition. Provides technical assistance to legal counsel, testifies at court trials and formal hearings, and gives depositions.

Reviews and submits with recommendations, training center certificate applications, training center curriculum, and associated revisions. Recommends amendments to previously approved programs when contrary to existing regulatory requirements, to eliminate unsafe practices or to improve the specificity of instruction. Determines appropriate methods and/or plans for securing corrective action, when needed, and conducts follow-up inspections to insure that appropriate action has been taken.

Recommends the designation of training center evaluators for types of aircraft and simulators operated by the training center. Examines and trains training center evaluators for initial designation, recertification and standardization actions as necessary. Conducts practical tests for certification and ratings. Conducts reexamination of certificated airmen when it is determined that they do not meet the minimum standards required for the certificate they hold. Approves flight simulators and flight training devices for each maneuver, procedure, crewmember function, circling approach, and runway scene to be used in an approved training program.

Develops and conducts a surveillance program for all training center activities. Monitors flight crew training programs conducted by the training center to ensure compliance with the FAR, national and regional directives, and safe operating practices. Monitors TCEs during the conduct of airman certification and recurring evaluations to insure strict compliance with established standards.

Conducts hands-on evaluation of flight training devices to determine that they continue to meet original specifications in accordance with guidance provided in the appropriate Advisory Circulars. Reviews applications for initial evaluation or upgrade evaluation of flight simulators, including the Approval Test Guide. After determining compliance with guidance in the appropriate Advisory Circular, and compatibility with training programs submitted or approved, forwards the application package to the NSPM. Reviews the training center discrepancy logs for discrepancies that would affect the capabilities of the flight training equipment.

This Transportation Security Inspector-Surface position is located in Phoenix Sky Harbor International Airport (PHX), Transportation Security Administration, Department of Homeland Security (DHS). As a Transportation Security Inspector, you will be responsible for ensuring security compliance of persons and transportation systems and entities regulated under the Title 49 Code of Federal Regulations (CFR) Part 1500 series. You will perform selected assignments and progressively responsible inspection work such as:

• Conducting less complex inspections or portions of more complex inspections.
• Applying basic technical inspection knowledge acquired in formal core training and on-the-job training (OJT), along with any limited experience gained prior to or after such training.

Some FG-14 assignments involve service wide responsibility for application of expert knowledge of flight operations for advanced multiengine turbojet aircraft. Such employees are concerned with all aspects of the operational capabilities and limitations of the aircraft.

ASIs at the FG-14 level establish technical procedures and performance indexes and review complete flight operations programs for leaders in the aviation industry, or organizations of comparable scope and complexity, or a uniquely complex group of general aviation organizations. Assignments at this level are of great scope and unusual complexity.

FG-14 employees develop and evaluate flight operations programs for organizations which utilize the newest, most complex aircraft, systems, and equipment. Because of organizational complexity or technology incorporated in the aircraft, systems, and equipment, employees must exercise originality to resolve unique problems. They frequently rely on engineers and designers for specific technical guidance although much of their work is carried out under very broad policy guidelines. Supervisors give FG-14 employees a wide leeway for independent action. Other inspectors seek their advice on problems relating to aircraft and their operation. Because of the precedent-setting nature or substantial effect on the aviation industry or public safety, their decisions may be reviewed and approved at a higher policy- setting level.

The ASI resolves all but unique problems, with the intervention of management or a technical specialist. Develop plans, techniques, and policies to address current and anticipated problems and issues. Works with management to solve problems.

The ASI is expected to follow established laws, orders, policies, and regulations that provide general guidance for completing work objectives, but is allowed considerable discretion to develop new or innovative approaches. The ASI uses resourcefulness, initiative, and judgement based on experience to develop and implement evaluation procedures to address problems where precedents are not applicable. Methods, practices, or decisions may be used as guidance in similar problem areas.

The ASI keeps management informed of the status of all programs and projects and is held accountable for the technical accuracy, proper coordination, and timeliness of completed staff work. Provides staff assistance and serves as advisor to the manager on all matters pertaining to assigned tasking. Assists Safety Assurance ASI’s, aviation safety technicians, and others on queries that are technical or guidance related.

Assists in the preparation of a variety of technical and high priority correspondence to the other functional offices, aviation industry, other governmental agencies, members of Congress, and the general public. Assures that correspondence is properly coordinated, technically and grammatically accurate, clear and concise, and that it reflects the philosophy, policies, and objectives of the Division, Service, and the FAA.

Participates in the FAA flight program to maintain qualification and currency requirements applicable to operations inspectors, for the purpose of supporting the FAA in a variety of flight-related functions to include training and evaluation of designated pilot examiners. Evaluates tasks contained in the FAA practical test standards and airman certification standards by participating as pilot in command or as a crewmember. The inspector is required to maintain an FAA second class medical.

The following assignments are illustrative:

1. As a Service wide expert on a particular type of aircraft:

- Advises other inspectors of major changes;
- Evaluates new training methods and equipment;
- Serves on boards that evaluate incidents, accidents, complaints, and other serious problems relating to the aircraft.

2. As the principal representative in regulatory surveillance of general aviation activities, exercises certificate authority; or evaluates maintenance activities and complete aircraft overhaul facilities (By comparison, FG-13 employees exercise certificate authority over less complex air carriers or perform major portions of the certification, inspection, and surveillance for major carriers under the direction of FG-14 inspectors.)

3. Exercises certificate authority and safety responsibility over a complex of broad and varied general aviation organizations such as air taxis, executive and/or industrial operators, repair stations, and flight and mechanic schools when the activities monitored equate collectively to a major air carrier in terms of size and complexity of aircraft fleet employed, scope and technical complexity of operations, management sophistication, industry leadership, and public impact. The magnitude, intensity, and scope of program responsibility are typically such as to require significant and regular assistance of lower graded inspectors.

Contacts are internal and external to the agency. Occasionally represents the agency as a point of contact for policy development, inspection activities or as a technical trainer/instructor delivering formal.

• Plans and organizes all air traffic control tower activities; responsible for administration, operation, and training for the facility and assigned personnel.
• Assigns duties to subordinate air traffic controller personnel.
• Recommends assignment of, define and delegate authority to, shift supervisors.
• Subordinate air traffic controllers are relied upon to perform their duties independently with general supervision from the Supervisor.
• Reviews standards, decisions, and operating methods of subordinates and minimizes inequities among crews.
• Performs duties in all control tower and radar/non-radar approach control positions.
• Works rotating shift in any of the above facilities as necessary.
• Ensures adequate separation of all air traffic; issue clearances and information in accordance with current regulations to aircraft operating under visual and instrument flight rules.
• Serves as Technical On-Site Representative (TOR) to the terminal NAS Radar Approach Control facility.
• Responsible for overall management of the tower automation system within the facility, being the primary contact in dealing with the radar facility/FAA organizations and activities in matters dealing with system automation.
• Ensures the Huachuca tower NAS automation system operates in accordance with current FAA configuration management directives, procedures and technical standards.
