Job purpose The Learning and Development Lead will lead on the development, co-ordination, and delivery of a range of L&D interventions that support the delivery of the MCH People strategy including: Operational delivery of the L&D service including: o Design, delivery and management of corporate, clinical, and local induction. o Ensuring statutory and mandatory training is designed and delivered efficiently and in a way that promotes safety for staff, and patients, and maintains compliance. o Procurement of all training to ensure compliance with standing financial procedures and quality provision that meets the needs of services/pillars. o Line management of the L&D team o Leading the annual learning/training needs analysis for non-statutory and mandatory courses o Maintain and review the learning and development policy. o Maintain and review the PDR policy and compliance. o Supporting the recruitment and development of apprenticeships within the organisation. Monitors delegated L&D related budgets ensuring risks are escalated to the HR Director Management of apprenticeship the apprenticeship levy including: o Supporting managers with the recruitment and ongoing management of apprentices o Maximising the apprenticeship levy funding o Procurement and quality assurance of training providers o Acting as a liaison between providers and employees when necessary Leadership Programmes: o Support the design, delivery and commissioning of leadership and management programme. o Co-ordination of the NHS Staff Survey working closely with HR Business Partners and ESR lead Lead the staff flu vaccination campaign with the Deputy Director of Nursing Role requirement and person specification Criteria Essential Qualifications, training, knowledge, and experience Degree in education/learning and development or equivalent experience Highly specialist in-depth knowledge of L&D including apprenticeship programmes, commissioning of training and development relevant to the health and social care sector. Experience of managing complex projects with conflicting demands and deadlines Working knowledge of procurement procedures and SBS to commission new training providers, raise POs and pay invoices. Communication skills Ability to prepare and produce highly complex, sensitive, and contentious information in a concise manner for dissemination to a broad range of stakeholders. Work in collaboration with key stakeholders to build and maintain working partnerships including HR colleagues, staff, managers, union bodies, Health Education England, training providers, Universities, and other external agencies. Present to wide ranging audiences on a range of L&D programmes and projects. Ability to negotiate with external organisations, for example, training providers Analytical and judgemental skills Analyse complex issues and make recommendations on a range of options, for example, training needs analysis results, staff survey results, usage of apprenticeship levy monies and other budgets. Identifies risks relating to L&D projects and makes recommendations for their resolution. Lead procurement exercises for a range of L&D programmes ensuring best value for money Planning and organisational skills Plan and organise a complex range of activities that will require adjustment and flexibility e.g. L&D programmes, staff survey, staff flu vaccination programme. Run procurement exercises in-line with financial and procurement legislation. Lead on the annual training needs analysis Physical skills Standard keyboard skills Responsibility for patient care Has incidental contact with patients/clients but would provide non-clinical advice when and where necessary Responsibility for policy and service development Proposes policies that impact on own area of work and beyond e.g. learning and development, PDR policy Financial and physical resources Monitors L&D budgets Contributes to forecasting of L&D budgets Human resources Manages L&D team e.g. appraisal, recruitment, development planning, performance management. Provides an advisory service to managers and staff on L&OD Responsible for the delivery of the L&D service Information resources Occasional requirements to create reports e.g. training trends, training needs analysis, budget monitoring Research and development Undertakes surveys and research as necessary to own work Freedom to Act Able to work autonomously guided by principles and organisational/occupational policies and regulation.
