The Program Manager serves as a Middle Manager of the Program Management Organization (PMO) and manages the work of a large, multi-level organization, and across multiple functions and/or disciplines within a major subdivision through subordinate managers and employees. Provides direction to subordinate managers and employees in the analysis and evaluations required to facilitate the management of the various agency information technology-centric projects. Oversees coordination of decisions made by CBO with other groups within the EXIM.
• Executes responsibilities of a senior manager by directing the appropriate individuals from OCBO and throughout EXIM to address any relevant items for the CBO and/or the OCBO.
• The incumbent is responsible for all post-authorization asset management functions for all EXIM programs, including credit amendments, credit monitoring, pre-claim restructuring, claim payments, post-claim restructuring and recoveries, and portfolio monitoring, subject to Individual Delegated Authority (IDA), which is conferred by the Bank's Board of Directors.
• Responsible for the Bank's impaired credits, including consensual restructurings and partial value settlements, non-consensual recoveries, sales of assets, credit monitoring and valuation, clam processing and Bank liability determinations, and write-offs, subject to IDA.
• Responsible for the management of EXIM's operative non-impaired credits, including modifications/waivers/consents related to credit amounts, terms, covenants or conditions, credit monitoring and valuation of project finance, aircraft, and non-sovereign credit exposures, subject to IDA.
• Serves as a liaison/spokesperson to institutions, such as other U.S. government agencies and the Hill, and advises the CBO on how these institutions' policies and objectives effect EXIM's operations and programs.

Leads a team composed of Building Services Specialist(s), support staff, contractors, and performs varying assignments under minimal direction of a manager. The employee is responsible to their supervisors or managers for assuring that the work of their assigned team is carried out by performing a range of coordinating and supportive duties and responsibilities. The Team Lead utilizes a variety of coordinating, coaching, facilitating, consensus-building and planning techniques. Ensures that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, and work products and services. Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met. Serves as coach, facilitator, and/or negotiator in coordinating team initiatives and in consensus building activities among team members.

Serves as subject matter expert, leading facilities programs/projects in accordance with governing policies and regulations including NCR building maintenance project management, transit benefits services, driver services, fleet and shuttle services, coordinates with APM-300 on move services and construction code compliancy, customer service desk, parking services, building maintenance and repairs, property disposition and excess, and performs these assignments under minimal direction.

Coordinates with General Services Administration (GSA) personnel on GSA and FAA funded repair projects, repairs, and studies. Acts as the Facility Security Coordinator (FSC) as delegated in writing by the Director of APM in accordance with the FAA Facility Security Management Program Order 1600.69. The FSC serves as the headquarters security representative for a variety of operational security functions including but not limited to intelligence Information receipt and distribution, design, analysis and administration of operational security systems analysis of data, conducting periodic audits, preparation of reports, development and conduction of training, monitoring Access Systems, CCTV, and Visitor Notification programs, administration of guard contracts, and liaison with law enforcement officials for a myriad of activities Including court ordered process servers, Orders of Protection as applicable under law, and facilitating OPM/IG Investigations and enforcement.

Provides expert level of service functions to occupants of both Federal owned buildings and commercially leased space with adequate facilities in which to conduct agency business and meet the level and kind of building services specified in leases, agreements, and other documents.

Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Defines and develops building service-related standard operating procedures and policies that are in compliance with FAA policies, government-wide rules and regulations, and industry best practices.

Works In a team environment to support maintenance of International Organization for Standardization (ISO) certification through internal and external audits.

The Group Manager applies detailed knowledge of NAS technical equipment and systems to direct and lead a multi-layered, geographically dispersed subordinate staff consisting of Team Managers and highly technical specialists responsible for securing, managing and protecting the necessary radio frequency spectrum to support the safe and efficient operation of the NAS.

The Group Manager applies detailed knowledge of the technical aspect of the work. He/she has thorough understanding of policies, orders, and regulations in radio frequency management such as 47 Code of Federal Regulation (CFR) Part 300 and FAA Order 6050.328 to manage the Spectrum Engineering Services organization. Exercises oversight of the management of civil aviation radio frequency assignments; resolution of radio frequency interference issues; and development of the overall electromagnetic spectrum management
policies, standards, and guidelines for the agency and its diverse aviation community of NAS users.

Directs spectrum management policy, planning, and efficiency efforts to meet future Federal Aviation Administration (FAA) requirements and to support initiatives in federal frequency management. Manages and supports major FAA programs such as NextGen and Air Traffic Control by coordinating communication, navigation and surveillance spectrum requirements across multiple lines of business within the FAA and directorates within Technical Operations.

The Group Manager exercises the full range of supervisory responsibilities including communicating the organization's vision and objectives, strategic planning, setting priorities, assignment of work, selections, promotions, disciplinary actions, monitoring and evaluating performance, coaching and developing staff, approving leave. He/she uses detailed knowledge of budget policies and procedures to define, plan and organize staff, and other resources. This includes managing the budget, allocating or reallocating resources as necessary within and across organizations/programs in order to execute goals and accomplish Technical Operations'
mission objectives. Projects short and long-term future needs and prepares justifications to support resource requirements. Actively promotes, supports, and participates in the FAA's Equal Employment Opportunity (EEO) and Diversity Programs.

Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures. Manages budget, and either reallocates resources among Technical Operations or acquires additional resources as needed. Leads and integrates the budget planning processes for all organizational units/projects/programs under his/her control, and projects both short-term and long-term future needs. Participates in planning efforts that cross organizational lines within Technical Operations (AJW) and Air Traffic Organization (ATO).

Contacts are routinely internal and external to AJW. Internal contacts are with subordinates, peers, and higher level management to discuss the statuses and results of projects/programs and plan for the future. External contacts include representatives from other government agencies (e.g. DHS, DoD, FCC and NTIA) and civil aviation organizations and industries, both domestic and international (e.g. ITU, ICAO, and North Atlantic Treaty Organization (NATO)). Represents the AJW, ATO, and the FAA, as a primary point of contact on spectrum issues during collaborations with the White House and other agencies and partners, such as Department of Defense (DoD), Department of Homeland Security (DHS), Federal Communications Commission (FCC), National Telecommunications and Information Administration (NTIA), International Civil Aviation Organizations (ICAO), and International Telecommunications Union (ITU).
